Description:
- The Assistant Vice President and Chief Budget Officer is responsible for managing all aspects of the budget and business services while Ensuring compliance with applicable federal and state regulations and laws, system policies, and regulations and university rules. This position also serves as an advisor to the Vice President for Finance and Administration and is a member of the Division of Finance and Administration executive team.
Responsibilities:
- Direct the communication, coordination, preparation and implementation of the university's annual operating and capital budget including developing revenue and expense estimates.
- Direct the preparation of the biennial Legislative Appropriation Request and monitors development of the institution's bill pattern throughout the legislative session.
- Oversee the following areas: financial collections of student accounts, university billing and accounts receivable functions, cash management including the review of departmental cash handling deposits. Ensure compliance with system regulations and applicable federal and state regulations. Oversee tuition and fee administration; administration of student payment options including emergency tuition loan program, installment payment plan, and third party billing. Provide guidance to university departments to ensure student fees are used in accordance with legislative requirements and student refunds through the direct supervision of the Bursar.
- Establish and lead the Departmental Accounting Services (DAS) office which contracts with departments on campus to provide accounting services and direct the timely and accurate preparation of financial reports and assessments.
- Participate in short- and long-range fiscal planning and goal setting for the university.
- Prepare analyses for use by administrators when making academic planning, budget, and other presentations. Identify relevant and usable data sources, selecting appropriate methods of data collection and data analysis, and reporting of conclusions, implications, and recommendations.
- Participate in developing, implementing, documenting, and communicating financial and budgetary policies and procedures with University-wide application.
- Develop and maintain internal operating policies, procedures, processes and guidelines.
- Provide training to campus on budget matters.
- Lead teams to work with various campus customers to address budget and business office related issues.
- Perform other duties as assigned.
Qualifications:
- Bachelor's degree in applicable field (Business, Accounting or Finance)
- Ten (10) years or more progressively responsible experience in budget and/or finance to include at least 5 years in a supervisory capacity.
- Additional education may be used as a substitution for the minimum experience requirements to include:
- Master's Degree and eight (8) years of experience or
- Doctoral Degree and six (6) years of experience.
- Intermediate skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Experience with Power Point, basic queries using Microsoft Access, and pulling data warehouse reports.
- Excellent verbal, written, and interpersonal communication skills.
- Ability to multi-task and prioritize as well as work cooperatively with others.
- Ability to work with sensitive information and maintain confidentiality.
Preferred Qualifications:
- Master's degree in business related field.
- Five (5) years or more of State of Texas, Higher education or TAMU experience related to budgeting and legislative activities.
- Certified Public Accountant (CPA)
