 Nature of Work: The Office of Information is seeking applications for a PSA Business Analyst, a full-time (non-classified) position. The Office of Information Technology’s Business AnalysisTeam resides within the Planning, Strategy and Analysis Division (PSA).  We partner with schools and colleges,administrative units, and technical service providers to bring forth anin-depth understanding of their business strategies, processes, and technicalneeds.  Our work helps shepherd ourpartners to the best possible outcomes and solutions.  The Business Analyst (BA) is an unclassifiedadministrative position that performs full performance professional levelanalytic work requiring skill in business process elicitation, documentation,and diplomacy.  The BA performs detailedbusiness analysis to formulate business requirements and identify, investigate,and recommend innovative technical capabilities that improve businessefficiencies and the customer experience.

 This position works with functional teams to ensure thedesign and development of technology solutions, and alignment with projectneeds, to fulfill all business requirements and achieves objectives andgoals.  Work is performed undersupervision and performance is based on the effective outcome of projects andengagements.  The performance evaluation is conducted through theperformance evaluation system and in accordance with the University Policies& Procedures. The Program Manager for Business Analysisprovides direct supervision to the BA. The Program Manager assigns work bybroad directives and general instructions that outline goals and objectives.The assigned work is multifaceted, unstructured, detailed, and generally timesensitive. The Business Analyst does not supervise personnel. 

 Examples of Work Performed:
  • Utilize the results of business process analysisto document technical and functional requirements of automated businessapplications.
  • Analyze, facilitate, model, and organize information in order to reconcile conflicts, elicit requirements and distinguish solution ideas from business needs.
  • Be a technical resource and provide systematicsolutions while working with departmental staff and our Project ManagementTeam.
  • Partner with end users and system developers,translating for both parties, helping diverse thinkers develop the smartest andmost useful solutions.
  • Conduct interviews with technical teams andbusiness service owners to gather full spectrum range of needs (includingproblem statements, and technical / functional requirements).
  • Responsible for writing technical specifications(for custom development, system integration, etc.) based on interactionsdirectly with the customer.
  • Deliverables and output range from deeptechnical documentation to executive level presentations.
  • Assist in business Change Management activities.
Salary and Benefits: 


The salary range for this position has been established at $60,000 - $70,000 and is commensurate with skills and experience. This position is not eligible for overtime compensation.

QualificationsMinimum Qualifications:

 Education and Training:   

  • Completion of four years of college with a bachelor’s degree from an accredited university or college with major emphasis in Business Administration, Engineering, Computer Science, Information Systems, or a closely related field is required.
  • Substitution:  4 years of professional or high-level technical experience may be substituted for the bachelor’s degree.
Experience:  
  • A minimum of 2+ years of progressively responsible experience in the field of business analysis (as functional, data or business analyst) is required. 
Preferred Qualifications:  
  • Business analysis experience within a governmental or higher education institution is desired.
  • Experience in an Information Technology organization in an infrastructure, development, systems or project management role.
  • Professional certification in Business Analysis.
  • Certification in Six Sigma or LEAN.
  • 3+ years experience in Access, Excel(Advanced), Visio, and MS Project.
  • 3+ years of customer interfacing experience – project oversight, customer presentation.
Competencies, Knowledge, Skills, and Abilities:

  • Excellence in providing customer service, top-notch technical, troubleshooting and problem-solving skills. 
  • Excellent verbal and written communication skills, interpersonal relationships, client engagement, and decision-making abilities.
  • Proven experience developing requirements documentation including stakeholder analysis, business requirements, functional specifications, user stories, use cases, storyboards, business process flow diagrams and test plans.  
  • Experience working with multiple units and/or organizations, building relationships within highly collaborative projects. 
  • Sharp conflict resolutions skills.
  • Ability to establish and maintain effective professional working relations with peers, colleagues, associates, administrative staff members, faculty, and with personnel of external agencies and organizations.
  • Strong communication skills, including prioritizing, problem solving and interpersonal relationship building.
  • Proven time management / organization skills (must be able to prioritize workload and meet deadlines).
