The North Carolina Institute for Climate Studies (NCICS) is an UNC inter-institutional research institute whose primary focus is to promote the discovery of new knowledge about global, regional, and local climate variability and its impacts; and to provide information that is critical for determining trends and validating climate forecasts at all these spatial scales. One of NCICS’ primary activities is the operation of the NOAA Cooperative Institute for Climate and Satellites North Carolina (CICS-NC) formed through a consortium of academic, non-profit, and community organizations with leadership from the University of Maryland, College Park (UMCP) and North Carolina State University (NCSU) on behalf of the University of North Carolina (UNC) System. CICS-NC provides foci for collaborative research and associated activities in support of NOAA mission goals related to meteorological satellite and climate data and information research and development.

Essential Job Duties

This position is located in Asheville, NC

The Software Engineer will provide expertise in scientific programming and data analytics to address the software engineering needs of the Institute’s Climate Assessment activities including the following:
- Design, develop, and maintain web-based tools for internal and external management of data, report drafts, report reviews, and author resources.
- Provide innovative software engineering solutions for the needs of the assessment team.
- Develop innovative analytical solutions to support the development and analysis of high quality, large-scale research data sets needed for assessment activities.
- Work in a team environment developing integrated analytical and graphical applications.
- Support integration of climate datasets into existing frameworks for data analysis and evaluation.
- Plan, develop, and implement quality assurance, evaluation, and troubleshooting tools and applications to ensure accessibility and integrity of datasets and other end products.
- Fully participate in unit (Institute, NCEI, TSU, etc.) activities and meetings.
- Other related duties as assigned.

Other Work/ResponsibilitiesMinimum Education/Experience

A Ph.D. in computer sciences, information sciences, analytics, or related field with at least 3 years of experience in developing complex web- and/or cloud-based software solutions for data management OR a Master’s degree in one of the above fields with at least 5 years of experience developing complex web- and/or cloud-based software solutions for data management OR a Bachelor’s degree in one of the above fields with at least 8 years of experience in developing complex web- and/or cloud-based software solutions for data management.

Departmental Required Skills

- Excellent verbal and written communication skills and strong interpersonal skills.
- Ability to multi-task and meet deadlines.
- Must be able to work independently and creatively and have the aptitude and willingness to serve the requirements of all team functions.
- Demonstrated proficiency with:
a. standard Javascript and other web languages.
b. database application development using structured and unstructured approaches.
c. the UNIX/Linux operating systems.
d. full stack development using Meteor and/or alternative technologies.
e. information systems, including insuring quality and accuracy, generating reports, and knowledge of data storage structures.

Preferred Experience, Skills, Training/Education

-Preference given to those with:
a. programming proficiency in languages such as Python, HTML, CSS, JAVA, Perl, FORTRAN, C, and C++.
b. 2 or more years of experience working with in situ and remotely sensed climate data in large-scale databases.
c. expert knowledge of data processing/data analysis with statistical software (such as Pandas, SAS, R) and scientific data visualization software (such as Matplotlib, ggplot2, IDL).
d. experience with machine learning and other modern data analytics methods.
e. two or more peer-reviewed publications in data analytics or a related area.
f. experience with React and/or MongoDB.
g. significant experience with working with metadata, particularly with metadata conforming to ISO-19115-2.
h. experience with high performance computing systems; scalable, parallel architectures.
i. experience with implementation of continuous integration continuous deployment practices.
