Job Description:

SUMMARY

Determines appropriate state retirement system eligibility for current employees of the college. Assists current and former employees with student exemption, withdrawals, service purchase, and retirement requests for the Ohio Public Employment Retirement System (OPERS) and State Teachers Retirement System of Ohio (STRS). Continued education in compliance aspects of the state retirement systems.

ESSENTIAL FUNCTIONS

    Prepares and submits new hire reporting to state retirement systemsMonitors eligibility and course loads for student exemption tracking and proactively identifies opportunities to propose process improvements to leadership for implementationResponsible for payments and associated reporting to the Ohio Public Employment Retirement System (OPERS) and State Teachers Retirement System of Ohio (STRS)

    Responds to OPERS and STRS member applications for service or disability retirement benefits

    Assists with, prepares and submits documentation for service purchases, withdrawals and rollovers

    Clarifies monthly and annual service credit calculations

    Works collaboratively with the Payroll Analyst to complete the annual retirement reporting process

    Provides verbal or written responses to retirement benefit questions

    Anticipates and meets all customer needs accurately, professionally, and with a commitment to customer satisfaction

    Assists Payroll Analyst with the completion of daily verification of personnel changes for completeness, takes initiative to identify problems and works with Human Resources to correct errors and/or secure missing information

    Demonstrates sound understanding of all payroll processes by supporting the team with production of payrolls during critical or peak periods including, but not limited to, processing Student Payroll

    Files institution-generated documents and their secure access through Banner Document Management Suite (BDMS) for record retention

    Continually maintains effective Red Flags internal controls

    Receives and processes inquiries from Legal Services such as subpoenas and public record requests

    Responsible for processing bi-weekly taxes and completing direct deposit verifications

    Performs other duties as assigned



Qualifications:

REQUIRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

Associate’s degree

Significant related experience may substitute for education

Minimum of 3 years progressively responsible payroll experience

Demonstrated experience in processing payroll transactions to general ledger

Demonstrated experience making sound decisions that affect a work unit or team

Demonstrated experience in a role requiring diverse problem solving methods in a variety of situations

KNOWLEDGE, SKILLS and ABILITIES

Possess strong organizational and time-management skills

Possess excellent written, verbal and interpersonal communication skills

Demonstrated intermediate proficiency with the Microsoft suite or equivalent software

Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

Ability to collaborate, persuade, gain cooperation and acceptance of ideas on significant projects

Ability to develop and maintain relationships with key contacts to enhance work flow and quality

Ability to effectively accept direction from multiple levels of the College in various departments

PREFERRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) credential

Bachelor’s degree in Finance, Accounting or Business

Payroll experience in an academic environment or multi-state organization

Experience in payroll-related state retirement reporting

Demonstrated proficient experience with Ellucian Systems and Computer Technology Banner system or equivalent system

The work is performed in a normal, professional office environment;

The work area is adequately lighted, heated and ventilated;

Typically, the employee may sit comfortably to perform the duties of the job and will perform repetitive motions with hands/fingers using a computer mouse and keyboard to type.However, there may be some walking; standing; bending; carrying of light items such as papers, files, pamphlets, books, etc.;

Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite
