Working in concert with the tenets of the University Facilities Strategic Plan, the Director of Access Control & Systems provides effective and clearly defined leadership, technical expertise, and management of the University’s access, access control and building security initiatives. The incumbent, who reports to the Executive Director of Facilities Information Technology, is responsible for oversight of Access Control & Systems; hiring, supervising and evaluating personnel. The Director plans, organizes, directs and evaluates the staff and activities, will be required to lead and motivate staff assuring accountability for developing and maintaining a diverse, inclusive and customer-service oriented work environment. Director develops and monitors multiple budgets; tracking all contracts to ensure compliance with Procurement policies and procedures. In conjunction with the Executive Director of Facilities Information Technology establishes the goals, objectives, policies and procedures for Access Control. Oversees the means, methods and levels of access permitted to University faculty, staff and students; coordinates all outside vendors and engineering tasks that are associated with the University's building access systems; plans and provides integrated technology services within access control. Responsible for planning, implementation, coordination, management, control and documentation of the building access systems including computerization, work order, preventive maintenance, inventory, and purchasing. Assures compliance with all applicable safety codes and standards.

  • Develops maintenance policies and standard operating procedures relative to building access, electronic and related access devices.
  • Develops maintenance policies and standard operating procedures relative to building security and alarm systems.
  • Functions as a primary liaison with MSU personnel, the University community and outside agencies in order to monitor and maintain the building access, locking and security systems.
  • Manages the operation and maintenance of the University building access, locking and security systems.
  • Coordinates regularly with Lock Shop concerning door access hard locking initiatives.
  • Coordinates building access, locking and security services provided to the University campus by the associated companies.
  • Coordinates and project management for security and access control efforts for University Facilities.
  • Coordinates with Campus stakeholders in the communication of access and security policies for their respective buildings and areas.
  • Will continually develop and make recommendations for enhancing and improving the systems as necessary.
  • Attends periodic professional development seminars and makes recommendations for training programs for staff.
  • Develops, manages and documents operating and capital budgets when necessary.
  • Develops, manages, and maintains of statistical and annual reports.
  • Oversees and manages procurement activities for the area.
  • Develops and maintains a comprehensive preventative maintenance program for all Building Access systems and hardware.
  • Responds to Emergency calls during non-business hours and determines and orchestrates corrective measures.
  • Participates in the Capital Renewal process identifying needed projects for building security.
  • Performs related duties as assigned such as answering emergency calls, assisting faculty, staff and students with safe access.
  • Monitors the quality of Building Access maintenance and repair work, and directs and evaluates the performance of staff through periodic inspections and direct daily supervision. Ensures the completion of maintenance and repair jobs in accordance with established standards.
  • Ensures that the Building Access employees and processes comply with all applicable safety regulations, building codes and safety requirements.
  • Performs other duties as assigned.

Qualifications & Requirements

REQUIRED:

  • Bachelor’s Degree from an accredited college or university. Equivalent combinations of relevant education and experience may be considered in lieu of degree.
  • Minimum of three years of supervisory experience including the coordination of work performed by external contractors.
  • Excellent working knowledge of facilities technology systems, with high-level skills in the areas directly related to access control. A strong working knowledge of access controls is critical.
  • Ability to work after normal working hours, during weekends and holidays and is subject to emergency recall or consultation for all shifts.
  • Ability to clearly and effectively communicate both orally and in writing with all University constituents in a collegial manner.
  • A strong customer service orientation.
