Basic Function

• This position oversees all phases of emergency management. Management of the College COOP plan, Emergency Action Plan(EAP) and Emergency Operations plans(EOP).
• The Coordinator works independently with campus officials in areas of preparedness and emergency response to forward the goals of the Office of Emergency Management and Safety (OEMS) thru training and understanding.
•The Coordinator manages contracts and advises the Director on matters related to COOP and College preparedness.

Duties and Responsibilities

• To oversee all phases of emergency management at various campuses and any off campus sites.
• This position will take the lead on Emergency Planning and coordinate Emergency Planning activities college wide.
• Coordinates recovery and responds to emergency incidents if necessary. Will initiate investigative procedures if there is a violation of policies, laws, rules or regulations.
• Provides reviews and carries out evaluation of emergency management compliance activities to include but, not limited to Governor’s Executive Orders, Clery Act, College Policies and Procedures related to emergency management among others.
• Coordinate, develop, and maintain portions of comprehensive emergency management plans to include but, not limited to the COOP, Emergency Operations Plan, and Campus Emergency Plans.
• Provide support and collaborate in the planning, development, implementation, analysis and documentation of preparedness projects.
• Prepare comprehensive reviews of literature, statutes, rules, and/or policies and prepare administrative reports, studies, and specialized research projects.
• Study and analyze operations and problems, prepare reports of findings and recommendations, and prepare justifications for procedural or policy changes.
• Serve as a liaison to faculty, staff, students, government agencies, community organizations, or others to explain and provide technical assistance on preparedness program specifics and requirements.
• Conduct or participate in workshops, conventions, training sessions, public awareness activities and seminars.
• Provides guidance and support to campuses before, during, and after an incident or planned event; develop and facilitate training to individual campuses; work with individual campuses to ensure compliance with mandated federal, state, and college emergency management regulations.
• Meets with campus/college leadership regularly to ensure open communication and the appropriate feedback is obtained; will assure college employees and organizational units are ready to respond in practical productive and effective ways to emergencies.
• May serve as a back-up to the Emergency Management & Safety Director or other Emergency Management Coordinator’s

Minimum Qualifications

• Requires a bachelor’s degree from an accredited college or university in emergency/disaster management, political science, public or business administration, urban planning, or a related field, or equivalent experience and/or training.
• Prior experience in Emergency Management, Homeland Security, Law Enforcement, Fire, & or EMS is required.
•Certificates and/or coursework in emergency management, hazard mitigation planning, emergency management, disaster resiliency, risk assessment or related topics, including completion of FEMA Professional Development Series, Advanced Professional Series and or IS 100,100he, 200,700, 800,300 & 400.
•Considerable experience in emergency plan development.

Preferred Qualifications

• Masters Degree in emergency/disaster management, political science, public or business administration, urban planning, or related field
•Professional Emergency Manager Certification desired
• Experience in public agencies or working with public agencies desired
• Experience in one or more of the following emergency management areas: mitigation, response, continuity of operations, recovery, and/or preparedness.
• Some experience in designing, implementing, delivering and coordinating emergency management training and exercise programs for a large diverse organization comparable to a higher education campus.
• Experience in motivating individuals to dedicate time and effort to tasks which may be a minor percentage of their responsibilities, but are critical to the College’s functioning, (e.g., response planning and training).
• Experience in grant writing and management desired

Required Knowledge, Skills, and Abilities

• A solid understanding of organizational planning processes and technologies and how to implement and improve broad-based, practical and effective organizational plans.
• The ability to be flexible and work with minimal direction at times
• The ability to relate to and communicate with senior executives, the Administrative Council, College governance, College employees at all levels, and with external offices and agencies such as the Virginia Department of Emergency Management, local emergency management offices, FEMA, the Department of Homeland Security, etc… and any other agency involved in emergency management that affect the College in the appropriate manner.
• Excellent English speaking and writing skills and very effective communication skills.
• The ability to make effective presentations to large and small groups.
• The ability to understand the mission and strategic direction of the College and the ability to translate that into planning priorities in emergency situations.
• The ability to use and to assist others in using traditional and advanced planning techniques for assessing risks and threats to the College and formulating responses to such risks and threats.
• The ability to work well in teams.
• The ability to execute the steps of the Homeland Security Exercise and Evaluation Program in conjunction with the college’s exercise and training program.
• The ability to network, develop and maintain effective working relationships with key individuals in staff and line positions throughout the College and within the emergency management profession.
• The ability to collect, organize, retain, analyze and produce information related to emergency management and response.
• The ability to use technology to work and communicate remotely and the ability to assist in developing strategies for the use of on-line collaboration tools and video conferencing to support continuity of operations in emergency situations is preferred.
• The ability to prepare technical reports.
• The ability to assemble, correlate, and analyze information related to emergency management.
• A valid Driver’s license
• Ability to pass a background check
