Position Summary
Under the general direction of the Director of the James Martin Center for Nonproliferation Studies, the Deputy Director is responsible for much of the day-to-day management and operations of CNS, Monterey, and for coordinating with CNS's DC and Vienna Executive Directors to ensure that activities and operations at all three locations are in line with and contribute to the overall CNS mission. The Deputy Director performs a range of personnel and budget management, research-related, fundraising, outreach, and administrative tasks to support the mission of CNS. She/he develops projects and initiatives on research, publications, outreach, and education and training and oversees their implementation. This is a full-time exempt staff position requiring extensive specialized knowledge, management experience, and professional stature.

Responsibilities
Essential Functions

  • The Deputy Director, in consultation with the Director, manages key day-to-day operations of the Monterey office, including directly supervising 10-12 full-time staff.
  • With the Director and in consultation with the DC and Vienna Executive Directors, supports the development, implementation and assessment of the strategic direction and activities of CNS.
  • Develops, supervises, and implements the CNS budget across all three offices in coordination with the CNS Director, the DC and Vienna Executive Directors, the CNS Finance and Administration Manager, and the MIIS Finance Office.
  • Supervises (with CNS Director) personnel matters at CNS, including job searches, decisions on hiring, firing, promotions, evaluations, salaries, etc.
  • Develops, supervises, and implements foundation grants and federal contracts with CNS Director, the DC and Vienna Executive Directors, and relevant Program Directors. Liaises with foundation officers and government officials, as required.
  • Leads and conducts research/publications in support of the Center.
  • In coordination with CNS Director, develops and implements strategic partnerships with leading national and international organizations, corporations, and senior outside experts.
  • Conducts original research and publishes timely work on a broad range of nonproliferation issues.
  • Promotes CNS work through briefings to visitors and sponsors and through media outreach.
  • Stands-in for the Director of CNS when appropriate and as directed.
  • Represents CNS on the Middlebury Leadership Alliance.
  • Manages, in consultation with the CNS Director, strategic initiatives with Middlebury College and Institute leadership. These initiatives include, but are not limited to, grants through the Envisioning Middlebury, One Middlebury, and Fund for Innovation processes, and day-to-day communications with Middlebury College/Institute leadership.
  • Represents CNS at meetings and conferences as appropriate.
  • Mentors staff at CNS in procedures, policies, and career advancement.

    Qualifications
    Education

    Education or professional experience equivalent to advanced graduate degree(s) in political science, law, public policy or physical or natural sciences. Advanced graduate degree with a specialization is international politics/international security or nonproliferation preferred.

    Knowledge, Skills and Abilities
  • Extensive familiarity with government and nonproliferation expert community contacts is required
  • Excellent analytical, writing, and communication skills.
  • In-depth knowledge of international nonproliferation issues.
  • Proven track record of publishing and a strong reputation in the nonproliferation field.
  • Experience with media outreach and engagement.
  • Strong management and interpersonal skills.
  • Ability to promote team-building and high-quality research and training products.
  • Willingness to travel to attend offsite seminars and conferences and to represent CNS.
  • Ability to work in fast-paced environment and to manage multiple tasks with the ability to meet deadlines.

    Experience
  • Minimum 10 years of professional experience in the field of nonproliferation
  • Minimum 10 years of management/leadership experience
  • Minimum 8-10 years of fundraising experience with private foundations or national governments
  • Proven record of successful management of complex projects and diverse personnel
  • Prior senior management experience is desired

    Physical Demands
    The Middlebury Institute of International Studies at Monterey maintains a smoke-free workplace and complies with the Federal Drug-Free Schools and Communities Act and Drug-Free Workplace Act.

    This position requires ability to sit for extended periods of time, lift and carry light to moderate weight occasionally, use hands for repetitive action such as keyboarding, writing.
