DESCRIPTION

Biomedical Informatics is an interdisciplinary field at the intersection of biology, medicine, and quantitative sciences. Biomedical Informatics researchers develop new methods to integrate and analyze vast amounts of data generated in the laboratory, clinical and translational research, clinical encounters, and population studies.

The goals of the Department of Biomedical Informatics (DBMI) are to (1) promote excellence in biomedical informatics research, (2) collaborate with biomedical researchers in developing new quantitative methods that enable the formulation and testing of original hypotheses, (3) train the next generation of biomedical informatics specialists, and (4) interface with engineering, mathematics, information and computer science communities, serving as a hub for quantitative scientists focused on biomedical research.

This department leads multiple federally and non-profit funded biomedical research projects, which are focused on the integration, analysis, and sharing of biomedical and health care data for the scientific community, as well as patient-centered research. In addition, the department runs a complex computational infrastructure that allows access and analysis of these data in a privacy-preserving manner.

The Recruitment Research Manager will independently oversee all aspects of the recruitment for the All of Us Research Program. The All of Us Research Program is a historic effort to gather data from one million or more people living in the United States to accelerate research and improve health. By taking into account individual differences in lifestyle, environment, and biology, researchers will uncover paths toward delivering precision medicine. The California All of Us consortium is expected to enroll 20,000 participants every year for the five year period and is part of a $60 million budget.

The Recruitment Research Manager is responsible for all recruiting aspects of the program including selection, supervision and training of recruiters, nurses/phlebotomist, including administration of the recruitment budget within guidelines.

Independently supervises staff involved in routine research study coordination. Receives predetermined work assignments that are subject to a moderate level of control and review. Oversees staff in execution of assignments; trains and mentors staff to improve quality and quantity of work. May assume full responsibility for the research in delegated studies. Receives assignments in the form of objectives with goals and the processes by which to attain them. Has full oversight for staffing, performance management, and programmatic workflow of the research project.

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in a behavioral science, health science/public health or related field; or an equivalent combination of education and experience.

  • A minimum of three (3+) or more years of recruitment experience in research.

  • Proven working knowledge of clinical or laboratory research, clinical trial recruitment, eligibility, protocol adherence, quality data submission and adverse event reporting.

  • Proven experience in leadership in training and quality assurance activities for a large community health program (multi-location preferred). Experience overseeing data management for a large community health program.

  • Demonstrated experience in program leadership and oversight of complex service and research components of a community health program, preferably with multi-locations.

  • Strong skills in employee supervision and HR administration. Experience in training others, particularly in the field of research. Must be a strong team leader and motivating supervisor.

  • Proven project management skills. Ability to effectively manage multiple priorities, prioritize projects, and meet the demands of a fast-paced and dynamic work environment. Adaptable to quickly changing priorities.

  • Clear and concise communicator with excellent verbal and written communication skills. Ability to influence and negotiate. Experience working in high demand and low conversion environments such as a call center or sale team is a plus.

  • Strong critical thinking skills to evaluate issues and identify a potential solution. Demonstrates good problem-solving and analytical skills. Creatively addresses complex or new problems.

  • Demonstrated experience in oversight of Human Subjects research.

  • Demonstrated skills in successfully analyzing complex and/or systemic problems in a large program at multiple levels, recommending solutions and implementing solutions.

  • Ability to perform all commonly applicable functions in word processing and spreadsheet software. Effectively uses campus' clinical information and documentation application programs. Proven ability utilizing clinical trial management systems.

  • Ability to interact effectively with individuals of various ethnicity, cultures, socioeconomic conditions, academic and professional backgrounds, genders, sexual orientations, and other personal factors, inside and outside the organization.

  • Good interpersonal skills, problem-solving, teamwork development, leadership, and mentorship. Effectively motivate others and works well to achieve common goals. Ability to cultivate relationships with multiple stakeholders at various levels of administration.

  • Skills to work collaboratively with other cross-functional or cross-consortium teams. Ability to interface and collaborate with other members of an extended study team. Ability to influence/persuade.

PREFERRED QUALIFICATIONS
  • Preferably at least five (5) years of experience in a health or social service field.
  • Advanced degree in behavioral science or a related area.
  • Clinical Trial Professional certification from a professional society within one (1) year in position.

  • Occasional evenings and weekends may be required.
  • Must be willing and able to travel. Will be responsible for driving own vehicle and/or commuting to various locations in community.
