Incumbent serves as Business System Support / Project Manager in Office of Post Award Financial Services (OPAFS) ---a division of Business and Financial Services (BFS). As a member of the OPAFS's Control, Compliance and Support Team (CAST), this position is responsible for complex post award related business systems, processes and initiatives in service to the campus research community. Incumbent supports critical processes and participates in management level strategic planning and decision making activities. This position also serves as liaison with UCOP, OCGA, ITS on computing environment resources, data security, and enhancement/ development of new applications to ensure process continuity, accountability and control. Incumbent is responsible for project analysis and management of various business process enhancement initiatives including; document imaging (iDocs); Effort Reporting System (ERS); Cost Sharing System (CSS); Cost Transfers Applications (Payroll and non-payroll), SPARCM, Oracle, Kuali Research and various OPAFS' internal operational support initiatives. This position provides business analysis and project management support for existing and new initiatives. This position develops and coordinates with all programming support staff and internal staff to insure that documentation for all division processes is current and accurate. Provides direct support to division operational leaders in analysis and project management of new initiatives. Provides guidance and instruction on all division applications, tools, processes and reports. In coordination with OPAFS Leadership Team, conceptualizes, designs and implements technical tools to achieve increased efficiencies and automation of complex business processes for internal and external campus customers and post award activities. Incumbent successfully interacts with colleagues, exercises leadership, participates in goal-oriented activities and furthers the core mission of OPAFS in support of exceptional customer service for the research mission. This position plays a key role in establishing departmental and business goals and objectives that contribute to the positive growth of the department and campus community. Incumbent serves as Departmental Security Administrator (DSA) for the division to facilitate staff system access & permissions, software compliance, and technical support.

QUALIFICATIONS
  • A Bachelor's Degree in related area and equivalent experience/training.

  • Excellent interpersonal, oral and written communication, analytical skills and service orientation.

  • Demonstrated thorough knowledge of business and process analysis functions.

  • Thorough Knowledge of related areas of IT. Extensive demonstrated experience mining data from multiple sources and databases using SQL, Access, db2, pivot tables, Visual basic, and other query tools; compiling reports and business cases that include spreadsheets, tables, graphs, and PowerPoint slides; and providing insightful data-driven analysis.

  • Strong skills and knowledge of methodologies associated with analysis of processes and problems, information flow and architecture.

  • In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.

  • Broad knowledge relating to software design. Ability to troubleshoot technical issues with existing financial systems and identify solutions; develop new systems.

  • Proven testing and test planning skills. Skill to clearly articulate data processing requirements, process failures, malfunctions, and remedies to programmers.

  • Demonstrated rxperience interviewing subject matter experts as part of the process mapping and business requirements definition phases of process improvement and technology solution projects.

  • Strong background and experience in direct support of Sponsored Research Administration including both pre-award and post-award services.

Preferred

  • Bachelor's Degree and five (5) years recent relevant experience; or an equivalent combination of education and experience managing multiple programs, performing business analyses and creating application requirements for technical solutions.
