Preferred Qualifications

•Master’s degree in accounting/finance, public administration, business administration or related field
•Five to seven years of progressively responsible administrative experience, preferably in higher education, including direct personnel management
•Experience with PeopleSoft

Position Summary

Under the general direction of the Head of the Department (HOD) of Crop and Soil Sciences, the Chief Fiscal Manager oversees and coordinates departmental fiscal operations on the University’s Athens, Griffin, and Tifton campuses, as well as department-affiliated research centers. The Chief Fiscal Manager supervises non-exempt staff employees who provide administrative fiscal support to faculty and professional employees. The Chief Fiscal Manger works closely with the HOD on the development and implementation of the departmental budget; and analyzes, interprets, and recommends administrative practices and procedures. The Chief Financial Manger works closely with the Department’s Administrative Manager to ensure that the department runs efficiently and economically.

•Prepares and administers all departmental accounts and budgets (several hundred) – this includes monitoring and reviewing all expenditures for funding, reporting and policy compliance, performing analyses, processing requisitions, and providing projections

•Participates as a critical member of the department’s senior administrative team

•Assists HOD in the preparation of the annual departmental budget; monitors spending rate and adjusts fund allocations in consultation of the HOD; oversees year-end closing

•Oversees daily processing and accounting for revenue and expenditures; audits and reports financial transactions to funding sources; ensures accuracy and availability of funding and compliance with standard accounting and audit procedures – including independent review of departmental purchasing card transactions

•Oversees all department grant closeouts in conjunction with the College’s Contracts & Grants Office

•Analyzes budget expenditures for compliance with approved budget, researches problems and handles accordingly

•Ensures proper internal controls are in place for all applicable administrative functions

•Serves as liaison between Crop and Soil Sciences and the College of Agricultural and Environmental Sciences business staff as well as other central University units

•Supervises assigned staff; assigns work and special projects; monitors workload and productivity; motivates employees to reach top productivity and performance; evaluates performance and makes recommendations for personnel actions; promotes staff training and development; provides assistance in analyzing and resolving complex issues

•Assists, resolves, and reviews fiscal related matters with departmental budgetary units located on Griffin and Tifton campuses via e-mail, webinar, & phone conferences with administrative cluster staff

•Works with the Administrative Manager in day-to-day operations of department

•Collaborates with the Administrative Manager on management of human resources related activities
