Responsible to the Vice Chancellor of Facilities, Maintenance & Operations for the development and management of all District Facilities Operations and scheduled maintenance to include the three colleges and the Chancellor’s Office site. Provides management and overall policy direction for operational and facilities maintenance to include staff training, professional development and mentorship, facility maintenance scheduling, budgeting and implementation; planning and delivery of minor construction projects; maintenance of District’s Design Standards; budget preparation, execution, conciliation, and oversight; strategic planning and oversight of the District’s sustainability, energy efficiency, and renewable energy program, project funding and team mentorship; participates in and supports District’s emergency preparedness, response and operational continuity planning; development of the District’s Five Year Scheduled Maintenance Plan, and submission of major maintenance and repairs projects and all associated documents to the State Chancellor’s office. Serves as the District representative and liaison to the State Chancellor’s office on all state sponsored Scheduled Maintenance and Special Repairs and Barrier Removal Programs. The Director of Maintenance and Operations provides direct supervision and evaluation to the Campus Facility Managers and Supervisors and their subordinates and is indirectly responsible for all facilities personnel assigned to assist in the conduct of all scheduled maintenance and repair projects.Duties and Responsibilities
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Provides leadership, mentorship, supervision, and training to the Campus Facility Managers and Supervisors, to include leadership development, time management, programming, facility technical competencies (HVAC, mechanical, plumbing, carpentry, electrical, custodial, landscaping, utility, locksmith, and general contracting), budget management, project management, employee relations, negotiations, and team building
2. Provides oversight of all Hazardous Substance removal, Scheduled Maintenance and Repair, and Barrier Removal projects District-wide
3. Coordinates and provides District level supervision and project management on all complex, repair, maintenance, renovation, and hazardous substance projects District-wide
4. Responsible for the development of standard operating District maintenance and repair procedures, standards of performance, quality control, and qualitative measurements
5. Effectively works and executes independent judgment in a variety of major and minor problems. Must be able to “problem solve.” Errors in judgment can be costly in employee time, public relations, and resources
6. Responsible for the exchange of information with District and college management, staff, Campus Facility Managers and Supervisors, vendors, business representatives, contractors, other educational institutions, regulatory agencies and other organizations regarding planning, implementation, and scheduling of construction, repair, and maintenance projects
7. Responsible for the development of long and short-range hazardous substance, building maintenance and repair strategic plans
8. Responsible for ensuring that State Educational Code and all Building codes, including but not limited to OSHA, AHERA, and ADA compliance codes and regulations are adhered to
9. Responsible for ensuring personnel staffing needs, professional development, performance evaluations, discipline, and training
10. Responsible for emergency preparedness, safety, disaster, conservation, recycling, sustainability and energy efficiency, accreditation, and other District-wide programs
11. Responsible for ensuring facilities online database/webpage is maintained and updated accordingly
12. Develops, implements, and monitors standards and procedures for facilities planning and renovation projects, cost and schedule controls and plan reviews; monitors the work of architects, engineers, inspectors, and other contractors on District-wide projects
13. Develops and maintains collaborative relationships with both internal and external customers to include, but not limited to college leadership and constituents, Director of Public Safety, Director of Capital Projects, and various business partners
14. Develops and delivers informational briefings to District and college constituencies, local and state officials, community members and organizations, professional and trade associations
15. Performs other related duties as assignedMinimum Qualifications
• A combination of education and experience equivalent to a Bachelor’s degree in business management, engineering, architecture, construction management, or facility management or a related field OR completion of a recognized formal training program in facilities management, architectural design, building maintenance, grounds maintenance, custodial services, or construction management
• Management level work experience that has demonstrated effective leadership, technical knowledge, communication and interpersonal skills
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Understanding of, and experience in accounting, budgeting, and finance
• Experience with labor relations and staff supervision
• Experience in construction and facility management, procurement, OSHA, AHERA, ADA codes & regulations, program development and project management
• Possession of a valid California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle on campus and to off-campus locationsKnowledge, Skills and Abilities

2. Knowledge of Educational Code, ADA, AHERA, OSHA, building codes and standards, safety and environmental regulations, and laws applicable to building construction, renovation, repair, and maintenance
3. Working knowledge of interpreting construction plans and specifications
4. Knowledge of plumbing, electrical, carpentry, heating/ventilation, and related trades and building maintenance services
5. Knowledge of strategic planning for long and short-range maintenance projects, and related safety, environmental, budgeting, inventory, and staffing requirements
6. Knowledge of Public Works procurement processes, procedures, regulations, proposal development, documentation, and reporting
7. Skill in directing, coordinating, supervising, and evaluating the work of others
8. Skill in establishing and maintaining effective work teams
9. Skill in oral and written communication
10. Skill in communicating effectively with people at all levels within an organization
11. Skill in computer data entry, modification, and retrieval. Experience with Microsoft Office preferred
12. Skill in researching and compiling statistical, financial, and other data for reports
13. Ability to select, configure, operate, and maintain digital facility management systemsPhysical Requirements
This position requires indoor and outdoor work at facilities construction and remodeling sites; exposure to climate changes, chemicals, odors and fumes; bending, stooping, kneeling, climbing ladders and stairs; working on elevated platforms; pushing, pulling, moving moderate to heavy objects weighing 35 pounds or less; ability to hear and speak to communicate and provide information to others; vision to read printed materials and computer monitor; and the ability to operate a motor vehicle in order to perform the essential functions.Preferred Qualifications
• Master’s degree, and/ or possession of a General Contractor’s License; and/ or Facilities Professional Certification (APPA, IFMA, BOMI) preferred.
• Previous experience in an educational setting with responsibility for facility planning, maintenance, and or construction management, with demonstrated skills in supervision, budget development and execution, crisis management, project management, negotiation, team building; and interpersonal skills.Benefits
