Position Summary:

Covering Wisconsin (CWI), a program that began in 2003, aims to connect Wisconsin residents with insurance coverage and other programs that support health and to promote effective use of these programs. We seek a talented team leader with diverse skills to serve as Manager of the CWI Navigator Program and of the Milwaukee Enrollment Network (MKEN). The ideal candidate is self-motivated, highly organized and detail-oriented, enjoys being part of a dynamic work environment, is energized by working collaboratively, has a passion for helping the public, and is eager to envision and implement initiatives to advance access to health coverage and care in Wisconsin.

This person will serve as in two primary capacities: Covering Wisconsin's health insurance navigator program manager and manager of the Milwaukee Enrollment Network. These roles necessitate engagement at all levels health insurance outreach, education, coordination, and enrollment programming. This includes: serving as a primary expert resource on the nuance of health coverage policy and administration, outreach and promotion campaign planning and implementation, presentations to professionals, organizing and leading meetings of workgroups and other teams, holding media interviews and press conferences, writing content for educational resources, cultivating and growing partnerships with outside agencies, and motivating increased engagement and collaboration by groups in Milwaukee and around the state on issues surrounding access to health coverage and care. This person must be eligible to become a federally-certified, state-licensed Navigator, and will spend a portion of time providing individual consumer assistance along with the CWI Navigator team, particularly during the six-week ACA open-enrollment period.

This position includes travel, particularly within southeastern and southcentral Wisconsin, including some overnight. Some weekend and evening events will also be required, particularly during the health insurance open enrollment period (November 1 - December 15). Valid driver's license is required.

Degree and Area of Specialization:

College degree in social work, sociology, public health, consumer science, adult education, public policy, public administration, health communication, or related field is required. Masters or other advanced degree required.

Minimum Years and Type of Relevant Work Experience:

Required:
Minimum of five years experience, including:
- conducting health-related public education and outreach, particularly for low resource communities
- project and/or program management
- supervision of individual staff and programmatic teams
- public speaking through presentations, professional trainings, consumer workshops, and media interviews
- collaborating with public and private sector partners
- preparing reports on program activities, including quantitative data elements

Incumbent must also have interpersonal skills critical to successful communication with consumers who may struggle with literacy, comprehension, or who may be in crisis or suffering from trauma. Additionally, s/he should have demonstrated experience successfully:
- managing projects to deadline
- leading diverse teams with representation from multiple sectors
- seeking and developing both financial and non-financial partnerships with public, private, and governmental agencies
- preparing effective written reports and communications

Desirable:
- familiarity with Medicaid and federal Marketplace programs, policies, and administrative structures to resolve complex consumer case questions related to health insurance coverage
- enrollment of consumers in Medicaid, Marketplace, or other health-related programs
- proficiency in written and verbal Spanish-language skills or other non-English language.

License or Certificate:

Health insurance Navigator or Certified Application Counselor certification preferred
