Job Description:

SUMMARY

Develops and leads the procurement activities College-wide that include purchasing of various equipment and supplies and services.Manages the performance of assigned staff.Performs all work in accordance with sound purchasing guidelines and practices, College procurement policy and procedures and applicable Federal, State and local laws required of public sector higher education institutions.

ESSENTIAL FUNCTIONS

  • Develops and leads the purchasing activities for specialized commodities College-wide that include computer hardware and software and various equipment and supplies
  • Trains and manages the performance of assigned staff
  • Assists with procurement strategies including spend analysis, market and geographic considerations and strategic importance for the College
  • Leads the completion of unit goals, objectives and expectations
  • Leads cross-training efforts to ensure support continuity throughout the team
  • Provides analysis, consultation, and recommendations to direct reports as necessary
  • Researches, locates, obtains best availability, and negotiates best pricing for commodities
  • Manages Supply Chain contracts and serves as departmental primary point of contact to vendors and other constituents
  • Provides consultation to internal customers and stakeholders regarding market conditions, suppliers and applicable Federal, State and local laws that apply to procurement in public higher educational institutions
  • Works with other procurement professionals and cross functional teams to build and develop strategies that will support strategic procurement plans
  • Prepares and processes complex requests for proposal (RFP’s) and requests for quote (RFQ’s.)
  • Manages the competitive and sealed bid processes in the College’s public purchasing environment
  • Performs other duties as assigned

  • Qualifications:

    REQUIRED QUALIFICATIONS

    EDUCATION AND EXPERIENCE/TRAINING

    ·Bachelor’s degree in a related field

    oSignificant related experience may substitute for education

    ·Minimum of five years of demonstrated experience purchasing/supply chain experience in a goal-driven, professional and dynamic environment

    ·Demonstrated experience making sound decisions that affect a work unit or team

    ·Demonstrated experience supervising, planning, assigning, scheduling and ensuring the quality of the work of others

    ·Demonstrated experience in a role requiring diverse problem solving methods in a variety of situations

    KNOWLEDGE, SKILLS and ABILITIES

    ·Possess working knowledge of strategic sourcing and procurement concepts, practices and procedures with the ability to use in varied situations as it pertains to the departmental focus

    ·Possess excellent customer service skills and proven ability to develop and sustain productive client relationships

    ·Ability to proficiently use a variety of internet tools and social networking sites as an employment sourcing tool

    ·Ability to work effectively in a dynamic and fast pace work environment requiring flexibility and a sense of urgency

    PREFERRED QUALIFICATIONS

    EDUCATION AND EXPERIENCE/TRAINING

  • Master’s degree in a related field
  • Certified Purchasing Manager (CPM) certification from the Institute of Supply Management
  • Demonstrated experience applying a variety of quality problem solving tools and lean techniques
  • KNOWLEDGE, SKILLS and ABILITIES

  • Possess knowledge of government and public sector regulations affecting supply chain management such as the Ohio Revised Code
  • Possess advanced skills with database and spreadsheet applications, such as MS Access and Excel
  • Knowledge of eProcurement software, such as Jaggaer

  • The work is performed in a normal, professional office environment;
