Program Managers are responsible for the day-to-dayoperation of a program, function or work unit, including the development andimplementation of processes consistent with college, school or departmentalstrategies and processes.
The HR ProgramManager (“Program Manager”) provides oversight and leadership for theDepartment of Anesthesiology’s Human Resources (HR) and Faculty Affairsfunctions. The HR Program Manager will collaborate with the School of Medicine(SOM) HR Shared Services to manage all departmental HR functions includinghires, recruitments, promotions, terminations, etc. The HR Program Manager will also oversee andmanage all Faculty Affairs processes including approving faculty Letters ofOffer, coordination of the faculty promotion & review processes, etc. TheHR Program Manager will also provide guidance and direction on performancemanagement and employee relations related matters. The Program Manager will create new processesand policies that improve efficiencies, and will develop robust HR databasesand reporting to meet the needs of the department. In addition, the HR ProgramManager will lead the entire department in developing and implementing a robuststaff development and retention program, collaborating with other managers,faculty, and University resources. Examples of Work Performed:Overall:Managesand oversees the day-to-day human resources and faculty affairs functions ofthe Department of Anesthesiology.Partnerswith and serves as main point of contact with the SOM HR Shared Services team.Developsand manages an employee wellness plan in conjunction with facultyrepresentatives. Manages,navigates and helps to resolve complex employee performance issues. Worksside by side with Legal and University Risk Management to develop new policiesfor Department initiatives.Communicatesand collaborates as needed with faculty and staff in the Department, UniversityHR department, external entities and affiliates regarding HR issues.ProvidesHR support to management, faculty and staff.Remainscurrent and up-to-date on all HR, Research and Faculty Affairs policies andcommunicates changes as necessary to department management and staff.Performsother duties as assigned.Recruitment:Overseesthe recruitment and onboarding activities of regular faculty, paid clinicalfaculty, Postdoc, PRA, Research Associate, Exempt Professional, ClassifiedStaff and CU Medicine positions.Provideseducation and training to Division Heads, Principal Investigators and DivisionManagers in the recruitment process ensuring compliance with University, Regentand CU Medicine HR and fiscal policies. Reviewsfaculty letters of offer and their related faculty recommendation forms (FRF)for the entire department. This requiresensuring correct paperwork is being submitted and is completed accurately. This position also ensures that the lettersof offer do not contain any language that commits the Department to anyunintended financial obligations. Developsand maintains robust and up-to-date onboarding plans, partnering with therespective hiring manager(s) to ensure timely completion of all onboardingactivities, including provider credentialing as applicable. Ensurescompletion of and assists with the state/Federal licensing and credentialingprocesses for new faculty with UCD, UCH, and CU Medicine.Coordinatesall steps for the integration of new employees into the University IT and HRsystems, such as obtaining UCD and UCH ID badges, office keys, parking, ITaccess for email and servers, pagers, office space and telephones.Maintainsfaculty recruitment files in compliance with HR and Faculty Affairs standards,and acts as liaison for department needs in relation to recruitment offaculty. May staff, serve on, orcoordinate official search committees.Promotionsand Tenure:Overseesthe annual departmental Promotions and Tenure process and manages the internaltimeline for such actions, ensuring all required annual and mid-yearperformance reviews are completed for all faculty. Responsible for the facilitation of the Annual Departmental Promotions and Tenure Meeting. Works directly with the Vice Chair of Faculty Affairs, as well as the Committee itself, to coordinate submission of faculty promotion and tenure materials to the School of Medicine.Acts as a liaison between Chair of the Department, Vice Chair of Faculty Affairs and the faculty in relation to promotion and tenure activities.Audits all dossiers and works with faculty on any necessary modifications in order to meet requirements prior to submitting to the School of Medicine.Assists Director and Chair with other faculty related issues as needed.Ensures that all discussions regarding Promotion, Award of Tenure, Mid-Year and Post-Tenure Reviews are confidential.SalaryPlanning and BSI Letters: Overseesthe annual base, salary and incentive letters generated by database and sent toall department faculty in accordance with entries on Table 1. Ensures accuracy. EntersTable 1 salary uploads for the Department.PersonnelResponsibilities:Completesand routes a variety of personnel forms and conducts required processes inSchool of Medicine, CU Medicine, HCM or other systems. Maintains,in accordance with campus standards, personnel files of current and pastregular faculty members, clinical faculty members, exempt professionals,classified staff, postdocs and CU Medicine staff. Liaisons with the Administrator for FacultyAffairs and the SOM Dean’s Office on all faculty records and issues.Overseesthe department’s annual faculty annual review process (PRiSM).Ensuresannual performance reviews are completed for all University and CU Medicinestaff. Tracks completion at all levels ofreview until finalized, regardless of the system in which the reviews arecompleted.Payrolland Timekeeping:Servesas the Payroll Liaison for the department.Managespayroll functions for all faculty, fellows, students and staff including newemployee hires, terminations and transfers. Monitors all payroll expenses and the accuracy of salary allocations. Managesaccurate and timely records of leave taken.

The starting salaryfor this position has been established at $60,353 and is negotiable and commensuratewith skills and experience. This position is not eligible for overtimecompensation.

QualificationsMinimum Qualifications:A bachelor’s degree in human resource management, publicadministration, business administration, higher education administration,health care administration or a directly related field from an accreditedinstitution Theposition requires extensive, diverse and progressively responsible professional level human resource experience.Must be willing and able to work occasional nights and weekends and a varying schedule.Substitution
: A combination of education and relatedtechnical/paraprofessional experience may be substituted for the bachelor’s degreeon a year for year basis, but not for the specific experience.
