Lake Tahoe Community College (LTCC) District announces an exciting professional opportunity to take the lead on LTCC's Online Career and Technical Education (CTE) grant for the 2019/2020 academic school year. The Online CTE Pathways Grant Lead will plan, organize, control and direct the implementation of the Lake Tahoe Community College Online Career Technical Education (CTE) Pathways Project, to focus on supporting success for online students, programs, and faculty. This position will also coordinate internal resources and outside organizations for the flawless execution of this grant. This is an 11-month contract which will be for the 2019-2020 academic year, effective August 1, 2019 and end June 30, 2020.

The Improving Online CTE Pathways grant program was developed by the California Virtual Campus – Online Education Initiative (CVC-OEI) pursuant to the allocation of $35 million in one-time funding through the Budget Act of 2018 (SB840) and the trailer bill (SB843) and with direction from the Board of Governors and Chancellor’s Office of the California Community Colleges. In April of 2019, LTCC applied for grant funds to help meet the needs of the changing workforce and improve the services provided in this area. On May 31st, LTCC was notified that the grant proposal will be funded.

LTCC’s grant focuses on improving the quality and accessibility of current online CTE certificates and degrees as well as identifying and filling gaps in industry-approved programs that are close to being fully online. This involves improving and building online options in the following areas: Public Safety, including Criminal Justice (serving a large number of California Department of Corrections and Rehabilitation staff statewide) and Fire Science; Computer Information Science, including IT Technician Pathway - Cybersecurity certifications; Business Information Worker; Real Estate; and Business/Entrepreneurship, as well as design and expand new online CTE pathways.

Normal hours of work are Mondays through Fridays, 8:00 a.m. to 5:00 p.m.; however, hours may vary according to the needs of the department and workweeks exceeding 40 hours are typical during high workload periods. This position is exempt from overtime compensation. Please see the position description for complete requirements and duties.

These applicants will be notified by phone on or about Wednesday July 9, 2019. Initial interviews are tentatively scheduled for July 16, 2019. DESCRIPTION:

Under the direction of the Dean of Workforce Development and Instruction, plan, organize, control and direct the Lake Tahoe Community College Online Career Technical Education (CTE) Pathways Project to focus on supporting success for online students, programs, and faculty for period of a 11-month contract (August 1, 2019 – June 30, 2020).

REPRESENTATIVE DUTIES:

Plan, organize, control and direct the operations and activities of the Lake Tahoe Community College (LTCC) Improving Online CTE Pathways Project; communicate with staff and faculty of changes, modifications and results of the project.

Develop project scopes and objectives; use appropriate verification techniques to manage changes in scope, schedule and costs; coordinate internal resources and outside organizations for the flawless execution of project.

Provide technical expertise, information and assistance to faculty, administrators, staff, students and others regarding assigned functions; assist in the formulation and development of policies, procedures, and programs.

Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities; measure project performance using appropriate systems, tools and techniques.

Review the approved budget; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established grant allowable activities; monitor expenditures and funding availability.

Communicate with administrators, faculty, students, and staff to coordinate activities and programs; resolve issues and conflicts to achieve positive solutions and student outcomes.

Assist with the creation of materials (print and media) and work with outside agencies and stakeholders to meet the deliverables of the grant.

Be a point of contact for students interested in pursuing online CTE certificates, badges, and pathways.

Participate on the LTCC Steering Committee for this duration of the grant project (11 months)

Operate a computer and assigned software programs; operate other office equipment as assigned.

Attend and conduct a variety of meetings and presentations as assigned; evenings and weekends as required; serve on committees and attend trainings and conferences related to assigned activities.

QUALIFICATIONS:

Education and Experience:  

Any combination equivalent to: Bachelor's degree in business administration, management, marketing, education or related field and three years increasingly responsible experience or any satisfactory combination of experience and training, which demonstrates the knowledge, skills and abilities to perform the above duties.

Knowledge of:

  • Planning, organization and direction of the operations and activities of LTCC’s Improving Online CTE Pathways project.
  • Budget preparation and control.
  • Principles and practices of administration, supervision and training.
  • Applicable laws, codes, regulations, policies and procedures.
  • Interpersonal skills using tact, patience and courtesy.

Ability to:

  • Plan, organize and administer the project services for the District in accordance with applicable policies, grant requirements and statutes.
  • Communicate effectively both orally and in writing.
  • Establish and maintain cooperative and effective working relationships with others.
  • Analyze situations accurately and adopt an effective course of action.
  • Meet schedules and timelines.
  • Work independently with minimal direction.
  • Direct the maintenance of a variety of reports, records and files related to assigned grant activities.
  • Prepare and deliver oral presentations.
  • Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
