Provides counseling to employees, management, and supervisors regarding employee disciplinary matters and all aspects of performance management. Handles highly complex disciplinary cases. Takes witness statements, analyzes and formulates recommendations on findings, prepares case summaries, and drafts appropriate disciplinary action letters and/or performance expectations plans, performance improvement plans. Prepares for the presentation of appealable disciplinary actions to arbitration. Provides assistance in the administration of layoffs within the University.

Responsible for handling and timely processing of collective bargaining grievances and USPS/A&P complaints. Provides recommendations to management on resolutions. Additionally, provides assistance in administration of the University's staff collective bargaining agreements. Assists with preparation for negotiations, drafts proposals, researches/benchmarks labor relation issues and conducts costing analysis.

Conducts training in all areas of Employee & Labor Relations. May be assigned special projects and assists with other duties as assigned.Qualifications Bachelor's degree and two years of experience in human resources; or a high school or equivalency and six years of experience in human resources.
(Note: combination of post high school education and human resources experience equal to six years)

Knowledge of principles, practices, and standards of human resource administration in assigned area.

Ability to demonstrate critical thinking based upon in-depth data, substantiating information, considering and respecting others' input personal values, and ethics.

Ability to develop and implement policies, procedures, goals, and objectives.

Ability to evaluate process effectiveness and develop change or alternatives.

Ability to perform accurately in a detailed oriented environment.

Ability to prioritize and organize work assignments and meet project deadlines.

Experience in solving problems, dealing with crises, and managing sensitive information.

Knowledge of applicable computer applications, such as Microsoft Office Suite (Excel, Outlook, Word), and basic computer functions.

Knowledge of principles, practices, and standards of human resource administration in assigned area.

Ability to demonstrate effective customer service skills and utilize conflict resolution skills.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively verbally and in writing.Preferred Experience with Employee Relations.

Ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.

Ability to interpret and apply related University policies, procedures, principles, and practices.Pay Plan This is an A&P (Administrative and Professional) position.Schedule If not otherwise specified, schedule is M-F, 8-5.Criminal Background Check This position requires successful completion of a criminal history background check.
