Duties

The Grants Manager is responsible for sponsored program pre-award functions, post-award accounting activities, and day-to-day business operations at the Division level. Grants Manager will manage pre and post-award activities for a diverse sponsor portfolio within the Cardiovascular Division and Penn Cardiovascular Institute with an emphasis on pre-award activity working with faculty and other investigators to meet federal deadlines. Position is heavily deadline driven. Pre-Award administration includes project management on complicated grants (including training grants, program projects, clinical trials, and projects with multiple subcontracts), support in budget and proposal development, support in scientific collaboration internal and external and determining contract mechanism and following funding guidelines. The Grants Manager will manage post award activities for Division T32, including account setup, and monitor/ review all sponsored projects expenditures including fund projections, reporting, and transaction approval and monitoring. They will monitor and enforce compliance with sponsor guidelines and OMB Uniform Guidance, meet with principal investigators to discuss and advise them on financial issues related to their portfolios, maintain salary grids and work with payroll coordinator to ensure faculty, fellows, and staff are paid correctly, and assist in the preparation of effort reports. Pre-award activity includes RPPR submissions and JIT.

Grants Manager B: The Grants Manager B will work more independently and actively participate in specific projects, including the annual budget submission. The Grants Manager B will work on the more complicated grants including training grants and program project with multiple sub-contracts Moreover, it is expected that the Grants Manager B candidate will have a greater grants management experience than the Grants Manager A candidate, such that s/he can make greater contributions, including engaging in financial analysis. The grants manager will report to the Director of Fiscal Operations for Research for the Cardiovascular Division and Penn Cardiovascular Institute and supports the research administration team for Cardiology/CVI.

Both levels report to the senior administrator within department and has a dotted reporting line to the PSOM Office of Research Support Services.

Qualifications

Grants Manager A:
Bachelor’s degree and 3 years to 5 years of experience or an equivalent combination of education and experience required. Experience with NIH and other federal granting agencies is required. Proficiency with Microsoft Excel, Adobe, and Business Objects. Excellent critical thinking, analytical, verbal and written communication is required. Working knowledge of Uniform Guidance is required. Ability to apply solid organizational and time management skills to a deadline drive, multiple priority work environment is required. Familiarity with UPENN sponsored research policies and related financial system is preferred.

Grants Manager B:
Same as Grants Manager A with five to seven years of grant and contract administration experience or an equivalent combination of education and experience. Master’s degree preferred.

Both positions:
The candidate will possess strong organizational, data management and documentation skills, is attentive to detail and strives for accurate results, has the ability to work both independently and cooperatively, and demonstrates excellent interpersonal skills.
