Position Summary:

This is a Procurement Specialist position within the University of Wisconsin, Facilities Planning & Management (FP&M) Purchasing Office that provides expertise for complex and unique procurement and contracting according to the laws of the State of Wisconsin and the rules/regulations of the University of Wisconsin System and University of Wisconsin Madison. The position is required to creatively solve procurement challenges and is responsible for complex, high dollar commodity and services contracting directly supporting the mission of the institution. The position also develops new and renew existing contracts which include the following: analyze purchases, consult with users of contracts, prepare specifications, coordinate bid procedures, evaluate competitive bids, and recommend and/or award contracts.

While participating in the development and coordination of internal policies and procedures and providing guidance to FP&M staff; act as liaison between FP&M staff, vendors, Accounts Payable, Vendor Relations, UW Purchasing Services, State Bureau of Procurement, Wisconsin Department of Administration's Division of State Facilities and others.

Degree and Area of Specialization:

Bachelor's degree from an accredited college or university is preferred but not required.

Minimum Years and Type of Relevant Work Experience:

Required Qualifications:
- 6+ years of experience directly related to procurement of services and supplies, processing purchase orders, administering blanket purchase orders, contracting and interpreting State of Wisconsin or other complex legal language
- Experience issuing bids or proposals
- Experience negotiating terms and conditions of contracts understanding the University of Wisconsin System, University of Wisconsin Madison, State of Wisconsin or other complex organization procurement guidelines
- Ability to establish high quality, effective working relationships with others
- Excellent written and verbal communication skills.
- Experience working on or leading cross-functional work teams
- Experience using Microsoft Office (Excel, Word, PowerPoint) in a business/professional setting

Preferred Qualifications:
- Knowledge of contract language appropriateness and requirements
- Knowledge of cost analysis methods
- Effective negotiation skills

Additional Information:

- Knowledge of laws, regulations, and standard procedures pertaining to State and UW-Madison Purchasing operations.
- Knowledge of principles and practices of professional purchasing, including value analysis, and techniques in writing specifications and contracts.
- Knowledge of FP&M's administrative policies and procedures.
- Knowledge of computerized management information systems, data processing equipment, electronic mail, and software techniques and procedures including knowledge of Microsoft Word, Excel, Outlook and Access.
- Knowledge of and skill with purchasing maintenance repair and operational supplies and services, computer hardware and software, office, library and laboratory furniture, laboratory equipment, chemicals, gases and fuel, paint, elevator maintenance, audio and video equipment, signage, security systems, equipment and services,
- Skill in communication, including interpersonal skills.
- Ability to exercise a strong sense of priority and time management.
- Ability to maintain a professional and service-oriented relationship with customers and co-workers. Ability to be creative, flexible, self-motivated, and quality oriented.
- Ability to obtain, interpret and analyze competitive bids for the purchase of supplies, equipment and services.
- Ability to speak and write effectively.
- Ability to understand and follow written and oral communications.
- Ability to handle multiple tasks and details efficiently with repeated interruptions.
- Ability to perform with a high level of detail and accuracy.
