DESCRIPTION

The Information Systems Analyst 3 will apply professional concepts, department, unit and campus policies and procedures to resolve a variety of complex issues in one or more IT areas of specialization. Analyzes complex issues and within defined procedures and practices, determines appropriate action. Applies skills as a seasoned, experienced information systems professional with a full understanding of systems and software integration concepts to evaluate, resolve and implement medium­-sized projects or portions of large projects with moderate scope and complexity for the HiSeasNet earth station as well as workstations, servers and medium-sized networks installed ashore and aboard research vessels.

The position performs system administration on multiple multi-user linux servers and client workstations; provides hardware and software support for Windows, OS X and Linux platforms and peripherals; maintains databases; designs, implements, tests, and documents complex software systems for network communications, data analysis, data retrieval, data archival; modifies, installs, and maintains externally written software packages; and provides remote computer assistance to research vessels at sea. Responsibilities also include software and network project management from initial design through development and final testing and documentation; and operation, maintenance and documentation of shipboard sonars and other scientific data acquisition equipment.

May resolve a wide range of business processes, system functionality, implementation issues and system and software integration issues. Demonstrates competency in selecting tools, methods and techniques to obtain results. Gives technical presentations to associated team and other technical units. Evaluates new technologies including performing moderate to complex cost/benefit analyses.

The HiSeasNet links are often critical to the science operations performed at sea, and reliable, user­ experience ­focused, and proactive operations are of high priority. The position is responsible for assisting with the design, operations, and maintenance of the HiSeasNet network including: architecting and troubleshooting IP networking systems to reliably handle the data exchanged; integrating equipment/network monitoring software and hardware; coordinating maintenance activities of an outside contractor; monitoring network traffic; analyzing network data; and preparing reports on network operations.

The position assists HiSeasNet engineering staff with: integrating satellite RF equipment and generating and understanding link budgets. The position also assists with non­technical aspects of the network including: supporting shipboard technicians/users at sea; provisioning of temporary satellite service expansions; testing, evaluating and purchasing equipment; scheduling of management of technical and human resources; planning and coordinating maintenance regimens for equipment that has been in service for years; and working with SIO personnel on annual planning and budgets.

  • Must be willing and able to spend up to four (4) months at sea annually in one to two month increments.
  • Must be willing and able to travel and must be able to travel globally without restrictions.
  • Occasional evenings and weekends may be required.
QUALIFICATIONS
  • A Bachelor's Degree in Computer Science or a related scientific field; and/or equivalent experience/training. Broad knowledge of various areas of IT.

  • Advanced skills associated with programming design, modification and implementation. Basic knowledge of secure software development. Proven ability to create software specifications.

  • Proven ability to install software and troubleshoot and repair moderately complex problems with computing devices, peripherals and software. Understanding of and experience troubleshooting client, server and peripherals-related issues and actions that can be taken to improve or correct performance.

  • Demonstrated experience in incident response and digital forensics, including data collection, examination and analysis.

  • Thorough knowledge of business and process analysis functions. Knowledge of the design, development and application of technology and systems to meet business needs.

  • Proven experience with database administration. Working knowledge of database management systems and standards. Knowledge relating to database system design.

  • Advanced database querying and modeling skills working with moderately complex databases.Demonstrated familiarity with logical data design and data mapping or data conversion.

  • Advanced knowledge of computer security tools, best practices and policies including demonstrated experience securing server-based software.

  • Demonstrated skill at administering moderately complex security controls and configurations to computer hardware, software and networks.

  • Demonstrated experience operating an IP-based data network using dynamic routing and tunneling technologies.

  • Demonstrated testing and test planning skills.

  • Proven ability to write technical documentation in a clear and concise manner.

  • Demonstrated comprehensive understanding of how system management actions affect other systems, system users and dependent/related functions.

  • Proven familiarity with data quality and governance issues and requirements.

  • Experience developing and implementing moderately complex project plans.

  • Strong interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner.

  • Works independently and as part of a team. Demonstrated problem-solving skills. Ability to learn effectively and meet deadlines.
