25-Jun-2019 Close All Job Summary The ROTC Program Administrator position is located in The Air Force Reserve Officers’ Training Corps (AFROTC), within Academic Affairs. This position is the immediate university liaison to the Department Chairperson (Professor of Aerospace Studies) and serves a critical role in assisting in financial management, budgetary controls and accountability of state funds, providing advice and counsel to the Department Chairperson and unit faculty and staff with interpretation of university regulations, rules, and principles in relation to the Department of the Air Force. Program Administrator has signature authority and responsibility for committing funds. Due to the frequent turnovers within the department, this position must provide corporate knowledge and continuity in the department during transition periods and to manage the AFROTC office. This position also supervises all of the fiduciary, ethics, and other training areas required for faculty at CU.
The Program Administrator is responsible for the recruiting, interviewing, and supervision of temporary employees. The position will continually actively monitor department operations to analyze program issues related to AFROTC operations within the university environment. This position will serve as a member of the department strategic planning team. The office oversees twelve crosstown affiliate colleges to ensure they are consistent and in compliance with the host school program and Recruiting Officer's requirements. The Program Administrator will serve as primary continuity for the department by overseeing and managing IT functions. In addition, this position advises Cadet Activity Officers with event planning, and advises Cadets on university, department, and AFROTC processes and requirements.

What Your Key Responsibilities Will Be Budget Management:

  • In coordination with the Department Chairperson and Undergraduate Education’s Vice Provost and Budget Officer, establish a budgetary plan by identify requirements, specify priorities, analyze past expenditures and forecast future department needs.
  • Ensure various budget resources are expended in an efficient and ethical manner by interpreting state and federal guidelines and ensures fiscal compliance with university policy.
  • Request budget allocations, negotiate and review contracts with suppliers, reconcile expenditures, and commit funds.
  • Approve funding for official functions.
  • Oversee design and creation of reports.
  • Oversee scholarship awards and dissemination.
  • Responsible for financial postings and reports as well as personnel entries and reports.

Management, Planning, and Training:

  • Serve as primary liaison between the AFROTC department and the university community.
  • Synthesize civilian needs with military needs to accommodate both within the academic environment.
  • Serve as a member of the department strategic planning team to determine the future direction of the Department of Aerospace Studies.
  • Analyze management concerns on program specific issues related to AROTC operations within the university environment, prepares reports of findings and resolves discrepancies.
  • Develop, establish procedures, organize, and implement work processes for the program to ensure the office runs smoothly.
  • Instruct new personnel on customary procedures and practices to ensure compliance with university, military, and department policies based on interpretation of program guidelines.
  • Determine, develop, and implement training needs for faculty and staff in a constantly changing academic and military environment.
  • Resolve problems, answer questions, and provide information by applying corporate knowledge of procedures and practices to ensure consistent operation of the department on a daily basis.
  • Determine relevant relationship between requests for information/appropriate for department members, assigns task, and monitors process for completion.
  • Ensure all mandatory training, both university and military, is completed.
  • Communicate and negotiate as intermediary between the program and pertinent university departments including acting as the building proctor.
  • Coordinate special events, including staff offsite meetings, dignitary visits, and commissioning events.
  • Provide supervision of temporary department workers.
  • Establish and maintain effective relationships with Crosstown Schools, annually review Crosstown School agreements, meet with Crosstown officials as required to maintain enrollment, and annually submit/review/update course catalog descriptions for all schools as mandated by AFROTC HQ.
  • Oversee unit Memorial Scholarship funds to include implementing updated awarding parameters as indicated by Memorial families.
  • Review/maintain knowledge of Memorial fund agreements and awarding guidelines to ensure compliance.

Support to Department Chairperson (Professor of Aerospace Studies):

  • Provide executive support to the Chairperson, which includes maintaining department and Chairperson's calendar.
  • Interpret university rules, regulations, and policies.
  • Prepare offer letters for new appointments and enters position, new hires, and persons’ of interest into databases.
  • Act as advisor to Chairperson on resource allocation.
  • Interpret, explore solutions to problems, and provide alternatives with justification for recommended courses of action to Chairperson for approval.

Student/Cadet Management:

  • Supervise and advise Cadets in various roles, such as special- event officer, and student webmaster in relation to campus procedures.
  • Provide guidance, direction, and standards.
  • Negotiate logistics for campus Cadet-related activities.

Academic Enrollment:

  • Assist Recruiting Officer to interpret school-related policies and instruct applicants with enrollment admissions requirements.
  • Recommend new design and create documents to enhance dissemination information to current and potential students.
  • Negotiate and communicate with twelve crosstown affiliate colleges to ensure they are consistent and in compliance with the host school.
  • Review Air Force requirements and documents, and document and disseminate materials.
  • Schedule classrooms, resolve registration issues, submit grades, and request all transcripts and other necessary documents to and from all crosstown schools and the host institution.


Alumni Coordination:

  • Maintain historical files and communicate with alumni to establish and preserve ongoing relationships.
  • Update the alumni website, databases, mailing lists, and promotes further alumni opportunities within the program.

IT and Website Management:

  • Serve in IT liaison role to IT dedicated support technician.
  • Responsible for updating the CU AFROTC website to comply with campus policies and Air Force guidelines.

  • Will be expected to use the following systems while in this position, many of which are specific to the university:
    • SIS, Peoplesoft, HCM.
    • CU Foundation reports.
    • Concur, Fin Pro/ CU Data.
    • Marketplace, Ecomm.
    • Web X, Photoshop, and have some IT knowledge.
  • Must have excellent organizational skills.
  • Strong interpersonal and relationship building skills.
  • Self-starter - must demonstrate initiative to plan and accomplish tasks in the absence of direct supervision.
  • A highly flexible and adaptable individual who can anticipate and respond to the wide variety of needs of a university ROTC program.

What We Would Like You To Have
  • Higher education (college/university) administrative experience.
  • Military experience or familiarity.
  • Budget experience preferred, planning and maintaining a budget, particularly experience with purchasing and procurement policies and regulations.
  • IT experience, especially website content management and computer graphics experience for marketing and promotional purposes.
