Department Procurement Services - A department within the Finance and Administration Division seeks applications for the position of Policy & Contract Analyst. This position is responsible for assisting in the management of the Contract Administration Program within the Office of Procurement Services. This position serves as the backup, and reports to, the University’s Contract Administrator. The position will be responsible for maintaining the University’s contract repository and contract management system (Jaggaer), performing contract reviews (specifically, but not limited to, information technology contracts), drafting contracts, assisting with training of contract managers and liaisons University-wide, and managing key relationships. This position will work closely with the Office of General Counsel and will be responsible for maintaining positive relationships with internal and external customers.

This position is also responsible for assisting the Contract Administrator in developing and implementing resources for contract managers and contract liaisons University-wide. Resources include, but are not limited to, in person and web-based trainings, job aids, checklists, manuals, and flow charts.Qualifications Bachelor’s degree and two years of experience.

Ability to communicate effectively verbally and in writing.

Ability to convey technical information to technical and non-technical users.

Ability to adhere to ethical business practices and promote ethical behavior.

Ability to assist in developing and implementing policies, procedures, goals, and objectives.

Ability to establish and maintain effective working relationships.

Ability to evaluate process effectiveness and develop change or alternatives.

Ability to gather, interpret, report, and/or edit information.

Ability to perform accurately in a detail-oriented environment.

Knowledge of applicable computer software and operating systems. Ability to work fluently within various types of software including function specific modules; word processing; database, spreadsheet, etc.

Knowledge of contract administration. Ability to negotiate with suppliers to produce solicitations or contracts. Monitor contracts for compliance working with departmental staff, Accounts Payable and vendors.

Ability to prioritize, organize and perform multiple work assignments simultaneously.

Ability to utilize problem-solving skills.

Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.

Knowledge of contract drafting, reviewing, and editing.Preferred Experience with Florida-specific contract administration statutes and administrative code.

Experience with creating and/or implementing in-person and web-based training, job aids, and other resources for enterprise use, preferably in the areas of contract administration and/or contract management.

Knowledge of purchasing, procurement, budgeting, and administrative management and making certain that state and university policies are followed with regard to spending state and university funds, with the goal of maximizing the institution's limited resources.

Experience negotiating and/or managing information technology contracts.Anticipated Salary Range $50,000 - $60,000Pay Plan This is an A&P (Administrative and Professional) position.Criminal Background Check This position requires successful completion of a criminal history background check.
