Primary Purpose of the Organizational Unit:

The purpose of the Offices of Institutional Research & Effectiveness is to support the university’s mission by providing data and information to facilitate the decision-making process. This information includes studies and reports on the operations of instructional and operational/administrative areas and also policies pertinent to academic divisions and to the success of students and the institution. The specific aim of this function is to probe deeply into the workings of the institution for evidence of weaknesses or flaws that interfere with the attainment of its purpose and to take the results of these findings and develop strategies to correct and improve on current functions. We guide and assist the University in Regional reaffirmation by the Southern Association of Colleges and Schools, Commission on Colleges and other specialized accreditation’s.

The offices provide informational and statistical data to support planning, resource allocation and program evaluation to the Chancellor, Vice Chancellor, key administrators, and department chairs. In addition, our offices have the major responsibility for reporting University data on students, faculty/staff, and facilities to the University of North Carolina – System Office, federal, state, and other external agencies and groups.

Primary Purpose of the Position:

This position serves the University by providing dynamic data reporting and analysis services. The position holder is an expert in the knowledge of university data as well as data typically used in post-secondary education. This position provides key information to assist with institutional policy and program decisions with the knowledge and vision that changes in technology will guide the display and reporting of data now and in the future.

This position reports to the Associate VC for Institutional Research and Effectiveness and is expected to independently manage day-to-day administration of data collection and reporting. In addition, the position holder will perform complex analyses, forecasting, and modeling, while ensuring the accuracy and integrity of data used for all University activities. The work produced by the position holder will have significant impact on decision making regarding a defined service, function, or population (student, faculty and staff, alumni). This position interacts with many campus units, as well as external agencies, including UNC System Office and most often interacts with Institutional Research and Analytics colleagues and Academic Affairs units, particularly Enrollment Management and ITTS.

Duties and Responsibilities:

Responsibilities include the collection, extraction, and manipulation of large data sets from various sources; and incorporation of applied research methods to analyze data, including appropriate interpretation of analysis results in support of the University’s planning, decision-making, strategic planning, and reaffirmation activities. Develop statistical analyses to perform educational research studies; and assist administrators, faculty and staff in the implementation of such studies, and in gathering and compiling statistics relating to the educational environment. Publications derived from institutional or national trends are expected and encouraged. Perform other tasks as required.

The Director of IR and Analytics manages data and reporting projects, conducts statistical analyses, and reports information. The Director will extract data from enterprise resource systems and other data sources and subsequently use sound practices of data analysis and visualization. This position provides information solutions with an understanding of best practices and business intelligence. The Director develops interactive visualizations that address a variety of questions and audiences. This position holder must have demonstrable proficiency in SAS or SPSS, SQL, Tableau, as well as other BI or data analytical tools to carry out many of the quantitative and qualitative statistical reporting requirements in addition to the creation and implementation of analytical tools, measurement procedures, and data collection instruments. Review, collect and evaluate national, state, and local surveys, research studies, white papers, and other relevant literature on current and best practices and other relevant topics, and present and otherwise communicate and convey these studies to college constituents. This position supervises two analysts.

Minimum Education and Experience Requirements:

Master’s Degree in higher education, public administration, social science, statistics, or related field of study.

Knowledge skills and abilities:

Proficiency with ERP/student information system such as Ellucian/Colleague, SQL, statistical software and data visualization tools is strongly preferred.

Preferred Qualifications:

Doctorate or Master’s Degree in research-related field is preferred, as well as proficiency with ERP/student information system Ellucian/Colleague, SQL, and statistical software. Working experience in institutional research or higher education research setting is a plus.

The candidate chosen will have 5-7 years of direct experience in reporting, data science, analytics, business intelligence methodologies and progressively higher experiences in leadership and management roles.

Working at Fayetteville State University

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country. The Department of Criminal Justice is accredited by the Academy of Criminal Justice Sciences (ACJS). FSU’s criminal justice program is the only such program in North Carolina to hold ACJS certification.

FSU is rapidly becoming a center for research and technology. In spring 2010, the university, in conjunction with the University of North Carolina at Pembroke, cut the ribbon on the Southeastern North Carolina Regional Microanalytical and Imaging Center. The center is home to the electron microprobe, an advanced imaging tool that magnifies objects up to 300,000 times.

FSU is a partner in the community. The institution has formulated a strong relationship with the local municipality and with civic and social organizations in the area. The institution enjoys its partnership with its military neighbors. In the coming years, as a result of Base Realignment
and Closure (BRAC), Fort Bragg will be home to more than 50,000 soldiers and some of the nation’s top military brass. To address their educational needs, FSU has implemented a degree in intelligence studies with plans to offer more academic programs with the military in mind.
