Financial Operations Manager Job Number Full/Part Time Schedule Salary 201904160941 Full Time 8AM - 5PM $69,000 - $119,200 Position Information Provides leadership in the management of all administrative, financial, purchasing and travel matters for a complex operation including the Departments Mathematics and Statistics, multiple Student Service Support Units including the CNAS Undergraduate Academic Advising Center, CNAS Graduate Student Affairs Center and California Teach Science/Mathematics Initiative and four Interdepartmental Graduate Programs within the College of Natural and Agricultural Sciences. This position reports to and is under the general supervision of the Financial and Administrative Officer (FAO); fully responsible for the financial and administrative functions within these units in the FAO's absence. Directs the work of the unit's Accounting and Purchasing functions and personnel. Responsibilities involve financial and purchasing operations, oversight of teaching related expenditures, contract and grant administration; as well as internal control and compliance. Exercises independent judgement in solving day-to-day operational problems and in making recommendations concerning departmental/unit resources, policies, practices, and operations. Anticipates operational problems and develop recommendations for review and implementation. Administers and coordinates all fiscal activities of departmental and unit budgets, including financial activity, trend analysis, budget projection reports, fiscal integrity, and control. Reviews departmental accounting and budgetary process and procedures for departments and supported units. Prepares complex budget reports and analyses for FAO, Department Chairs and Directors and has lead role in the year-end fiscal close process. Provides ad hoc financial reports and analyses to Principal Investigators (PIs), Department Chairs, Center/Program Directors and FAO as needed. Responsible for pre-award and post-award management of diversified grants and contracts. May be responsible to process expenses and reimbursements for centrally supported units. In the collaboration with the Financial and Administrative Officer (FAO) may provide oversight of teaching related issues in high-volume teaching departments in addition to diversified research grants, and scholarships for undergraduate and graduate students. Minimum Requirements Solid organizational and customer service skills to effectively manage multiple priorities.
Solid knowledge of common organization-specific and other computer application programs.
Solid interpersonal skills including verbal and written communication, activelistening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.
Demonstrated skills in employee supervision and HR administration.
Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid skills to quickly evaluate complex issues and identify resolution.
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Demonstrated ability to tackle tough HR/Labor Relations issues inclduing reduction in time, grievance resolution, etc. coupled with the ability to recruit, train, motivate & retain a well-qualified administrative staff.
Ability to respond effectively to facilities and safety issues by taking immediate action and engaging experts to broker resolution.
Demonstrated skills in problem solving and conflict resolution.
Ability to demonstrate strong leadership and collaboration skills in a complex and dynamic environment.
High level of adaptability and demonstrated flexibility to support changing priorities and workload. Demonstrated dependability and positive team-oriented attitude to promote collaboration and success within multiple distributed work locations and teams.
Preferred Qualifications Working knowledge of current University of California (UC) policies and procedures and all applicable laws and regulations.

Experience with University of California (UC) systems and online databases such as GradESS, UCPath, ServiceLink, UCRFS, HRDW, PIWRS
