The University of Puget Sound invites applications for an energetic change agent and thought leader to join the Technology Services team as Deputy Chief Information Officer for Enterprise Information Services and Network and Server Systems.
Reporting to the Chief Information Officer and Associate Vice President for Technology Services, the Deputy Chief Information Officer for Enterprise Information Services and Network and Server Systems (Deputy CIO) works with Technology Services (TS) managers and teams to plan, develop, coordinate, and execute strategies consistent with the mission and purpose of both the department and of the University of Puget Sound. The Deputy CIO coordinates resources, services, and budgets pertaining to administrative applications, enterprise systems, networking, telecommunication, web, servers, and project management. This position demands a leader with infrastructure and application development experience, as well as supervisory and mentorship experience.
As a member of the CIO's staff, the Deputy CIO participates in executive-level decisions and development of strategies and budgets to achieve the objectives and goals of TS to best support the mission of the university. S/he is responsible for working with vendors on technology acquisitions, reviewing contracts, and approving invoices. The Deputy CIO communicates information and represents the TS department in various meetings, committee assignments, and higher education and IT conferences as needed. The Deputy CIO must have in-depth knowledge of IT strategies, policies, IT security, project management, budget management, network and server infrastructure, enterprise applications, cloud and on-premises applications, and best practices. The DCIO must demonstrate a strong customer service orientation.
The Deputy CIO oversees and coordinates with TS staff and other campus stakeholders on the development of specific project plans and timelines; monitors and reports on progress; and develops and builds teams within and across groups. S/he meets with faculty, staff and students on IT programs and projects, prepares analyses and reports, and makes presentations to constituent groups, stakeholders and advisory committees as needed. In consultation with the CIO, the Deputy CIO sets policies and procedures for carrying out projects and assigned work.
Responsibilities:

  • Directs and manages the day-to-day operations of the Enterprise Information Services, Network and Server Systems, and Project Management Office.
  • Supervises a staff of roughly 15 full-time staff and up to 30 student and part-time staff. Mentors and provides feedback to staff regarding expectations, performance, and professional development.
  • Assists the Chief Information Officer (CIO) in the strategic planning, management, and direction of IT programs, services, and policies.
  • Represents TS on information technology planning and operational task forces and committees as appropriate.
  • Serves as an effective facilitator and consensus builder with multiple stakeholders of diverse views and needs.
  • Understands the business needs of multiple customers and balance fulfillment of those needs with considerations of broader university objectives and limited resources.
  • Performs project management responsibilities, including developing logical and efficient project plans, establishing priorities, monitoring and managing task completion, anticipating and avoiding problems, and working collaboratively and cooperatively with team members and user groups to ensure project accountability.
  • Provides leadership in evaluating complex technology strategies and developing strategic approaches that maximize university resources while bringing the best results.
  • Develops and maintains best practices and standards in process, design, architecture, and operations of all aspects of services-oriented information technology delivery.
  • Maintains the highest standards in technology-acquisition practices, including developing lasting relationships with the technology vendor community.
  • Leads technology continuity of operations and disaster recovery planning efforts for critical campus systems.
  • Identifies information technology issues and opportunities, analyzes problems and alternatives and develops sound conclusions and recommendations.
  • Sets priorities and allocates resources to meet customer needs in a timely, effective manner. Is nimble and responsive to changing circumstances.
  • Follows regulatory guidelines (FERPA, HIPPA, etc.) for privacy/security.
  • Communicates effectively verbally and in writing.
  • Owns the ERP system and Analytics/Business Intelligence system

Supervisory ResponsibilitiesThe DCIO manages up to 15 full-time staff and 30 or more student/part-time staff.This role will approve time, vacation/leave, mentor, set and maintain standards and expectations, provide annual appraisals, and drive the culture within the team towards a service-oriented environment.Budget Responsibilities
Significant budget management responsibilities. Manages an annual operating and capital budget of approximately $1.35 million across multiple budget lines. Responsible for drafting budget plans for upcoming fiscal years, approving purchase orders, reconciling budget monthly, and making proposals for needed growth.
Qualifications:
  • Bachelor's degree in Computer Science, Business Management or related field
  • This position requires demonstrated evidence of successful and increasingly complex leadership, management, supervisory, and budget experience.
  • This position requires an incumbent with a demonstrated ability to successfully develop and maintain a very high level of service within a diverse team, including hiring, training, supervision, mentoring, performance review and disciplinary actions, as needed.
  • Extensive experience and proven track record in the development and support of enterprise application services. Breadth and depth of knowledge of current technologies, architectures, development and support processes and project delivery methodologies.
  • At least five (5) years experience in leading large software development, network, or server teams within a complex public or private environment
  • Exceptional proven leadership, captivating communicator, stakeholder management and interpersonal skills including: coaching, facilitation, influencing, negotiation, and change management skills.
  • Demonstrated ability with contract management and negotiation and the management of software and hardware vendors.
  • Demonstrated integrity and ability to act as trusted advisor at the most senior levels in an organization with the ability to represent the CIO when required.
  • Experience with principles, practices, methods and techniques applicable to long-range and strategic technology planning.
  • Experience planning and managing large budgets.
  • Ability to respectfully work, communicate and provide leadership within a diverse campus community.

Highly Desired:
  • Project management certification strongly preferred.
  • Led and managed successful IT efforts within a higher education setting.
  • Significant project management experience including tools and techniques, cost accounting, and change management and control.
