Job Description:


The Assistant Director for Human Resources reports to the Assistant Vice President for Human Resources, with job responsibilities in the following areas:


Managing day-to-day operations and essential human resources functions including benefits administration, union contract administration and labor relations, classification and compensation, performance management, recruitment, payroll, policy implementation, and compliance. This position is responsible for interpreting and applying a wide variety of guidelines affecting multiple employment types.


The successful candidate must be knowledgeable in a wide variety of complex human resources policies, procedures, and collective bargaining agreements and work with a considerable amount of independent discretion.


Key duties include:


  • Manage day-to-day operations; resolving complex issues across all HR disciplines
  • Support contract administration, labor and employee relations
  • Foster a climate of a strong HR business partner relationships with managers and supervisors
  • Serve as ADA Coordinator ensuring a positive interactive process
  • Assists in the development and administration of Human Resources policy/procedures
  • Oversees job assignments with HR professionals and support staff
  • Administers classification and compensation, working closely with department heads on their staffing needs and with the Department of Civil Service ensuring compliance with their guidelines, rules and regulations
  • Anticipates and responds to employees and/or supervisor needs to address performance concerns and resolve employee relations matter
  • Stays informed on existing and proposed federal/state/agency laws and regulations affecting HR including State University of New York (SUNY) related procedures
  • Identifies trends that could have an impact to organizational objectives and/or operational resources
  • Participates in a variety of projects related to HR functions including compensation, leadership development, employee engagement, and succession planning
  • Responds to inquiries regarding policies, procedures, and programs
  • Coordinates compliance activities related to Title IV



Requirements:


Required Qualifications


  • Bachelor's Degree in Human Resources, Business or other related field
  • Minimum of five years of progressive human resources experience with a solid background in several HR functions to include three or more of the following; employment policies and practices, performance management, employee/labor relations, professional development, benefits administration, classification and compensation, HRIS, and compliance
  • A minimum of 5 years of progressive supervisory or management experience providing leadership in the development and administration of a variety of human resources programs and personnel
  • Demonstrated ability to coaching and advise peer HR staff, management and employees across a variety of HR business functions
  • Effective working with a high degree of individual autonomy in a distributed working environment
  • Strong analytical and problem solving skills
  • Previous experience using HRIS databases
  • Strong communications skills including verbal, written and presentation
  • Superior attention to detail, accuracy, timeliness, and meeting deadlines


Preferred Qualifications


  • Advanced degree in a directly related field
  • Experience working in a SUNY or higher education human resources setting
  • Knowledge of Affirmative Action Plans and OFCCP compliance programs
  • Extensive knowledge of personnel policies, state/federal/agency policies/regulations and federal and state laws regarding employment practices
  • Experience in labor relations, project planning, and strategic planning

This position is located in Saratoga Springs, NY. Some travel is required. VISA sponsorship is not available for this position.
