Department Overview
The System Controller department provides all accounting, reporting, and service focused operations for all University of North Texas System component institutions. The areas of responsibility include Campus Accounting & Reporting, Accounts Payable, Payroll, centralized external and internal financial reporting, and external compliance related reporting.

The University of North Texas System is comprised of three component institutions with four major locations: University of North Texas located in Denton, TX, University of North Texas Health Science Center located in Fort Worth, TX, University of North Texas at Dallas located in the Oak Cliff area of Dallas, TX, and University of North Texas System located in Downtown Dallas, TX.

This position is located at the UNT System Business Service Center (Woodhill Square) in Denton.

Job Description
The Controller Department at the University of North Texas System is seeking to hire a Senoir Director of Payroll to join our team. The Senior Director for Payroll oversees the financial management and operation of payroll, including processing, time & labor, and tax related operations, for UNT System and member institutions. Performs highly advanced (senior-level) managerial work. Develops controls necessary to accomplish operational objectives, including relationships with internal and external auditors and state and federal agencies. The Senior Director will also be responsible for developing strategies for efficient and effective processing and reporting payroll. This position's primary responsibility is to provide leadership to ensure the organizational effectiveness and financial integrity of the payroll functions. Directs the activities of the payroll team and staff members ensuring a high effective and customer-service focused team. The UNT System utilizes PeopleSoft HCM for its human resource and payroll operations and this position will provide direction in improving the use of that system or any other directly or indirectly related systems. Work also involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving goals; evaluating activities; developing and evaluating budget requests; and coordinating activities. Works under the general supervision of the System Controller, with moderate latitude for the use of initiative and independent judgment.

Responsibilities of the position include, but are not limited to:

* Ensure that payroll processing and reporting are made in a timely and accurate manner, maintaining internal operating and system controls.
* Provide a high level of customer service while remaining compliant with Federal, State and local laws and legislation.
* Plan and coordinate processes for the filing of state and federal reports.
* Direct payroll operations and improve processes and methods for processing and reporting for the payroll, time & labor, and related operations.
* Ensure compliance of internal controls for payroll operations and respond to internal and external audit request timely and accurately.
* Maintain documentation for policies and procedures updating as necessary for improving operations.
* Improve the operational systems, processes and policies to provide enhanced management reporting, internal controls, business processes and organizational planning.
* Drive initiatives with the management team and organizationally that contribute to long-term operational excellence.
* Contribute to short and long-term organizational planning and strategy as a member of the System Controller's senior management team.
* Manage a diverse workforce to achieve a high level of proficiency and integrity in processing payroll transactions.
* Create and implement innovative solutions to meet operational needs and to improve accuracy, timeliness and efficiencies in the payroll processes.
* Develop, measure and monitor key performance indicators, metrics and department budget to manage the function and ensure overall operation is functioning at top efficiency.
* Build strong cross functional partnerships to resolve processing issues with other internal departments including: general accounting, financial reporting, tax, information technology, human resources and campus controllers.

Minimum Qualifications
The successful candidate will possess a Bachelor's Degree in a business related field and eight years of closely related professional experience which provides the following knowledge, skills, and abilities:

* Knowledge of effective managerial methods and techniques and how to establish and maintain an effective workforce
* Ability to plan, assign and supervise the work of subordinates
* Extensive knowledge of University policies and procedures related to payroll operations (or ability to rapidly assimilate)
* Extensive knowledge of Texas and Federal rules and regulations related to payroll operations (or ability to rapidly assimilate)
* Ability to plan and conceptualize and make sound business decisions
* Must exercise considerable independent and professional judgment in matters of significance
* Strong presentation skills
* Strong problem solving skills
* Strong critical thinking skills
* Strong planning and project management skills, preferably with experience in implementing new technology for enhancing operations (e.g. implementing new HR/Payroll systems)
* Ability to communicate effectively with diverse populations verbally and in writing
* Ability to develop and maintain effective working relationships
* Ability to work independently
* Knowledge of safety and security precautions appropriate to work performed

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* Master's degree (Business Administration or related field)
* Certified Payroll Professional (CPP) or Certified Public Accountant (CPA)
* Experience in a higher education or State of Texas Agency
* Knowledge of PeopleSoft HCM
