The mission of the Laboratory for Analytic Sciences (LAS) is to imagine, investigate, and implement innovative classified and unclassified solutions for a variety of tactical and strategic analytic challenges. A Government team with professional knowledge in STEM (Science, Technology, Engineering and Mathematics) and non-STEM disciplines, in collaboration with correspondingly diverse academic and industry Contractors, will create advanced technology and analysis tradecraft in accordance with the U. S. Intelligence Community objective to maintain global awareness and strategic foresight. The Contractor workforce shall provide consultation, engineering, research, development, test, evaluation, and assessment services to improve the mission of the LAS and enhance related research and mission endeavors.

Essential Job Duties

The primary purpose of this position is to manage the contractual aspects of the Laboratory for Analytic Sciences (LAS). This will include all aspects of NC State’s engagement with subcontractors and the US government customer as well as conducting oversight of subcontractor budgets. This will require coordination of interdisciplinary and geographically dispersed project teams and subcontractors. In coordination with NC State program management and client personnel, this position will be responsible for establishing clear program requirements for both subcontractors and developing thorough understanding of government requirements of NC State. The individual in this position will also be expected to monitor projects and report performance against plans to ensure that contractual, cost objectives are met and arrange modifications as required. Additionally, he/she will be responsible for maintaining records documenting decision making process and results of program changes.
Essential Duties:
1. Serve as a primary interface between LAS program management, the Office of Contracts and Grants and the Office of Research and Innovation (ORI) Integrated Support Services Center (ISSC).
2. Work closely with ORI/LAS management to establish, define and coordinate development of program requirements and optimum program plans that identify all elements of intellectual property, cost, schedule, technical performance and contract deliverables for subcontractors. Coordinate, negotiate, and gain approval for emerging requirements.
3. Conduct contract and proposal negotiations with industry/academic subcontractors and the US government, respectively. Assist subcontractors in providing labor rates to USG for approval. Apply knowledge of contractual issues relative to the project scope of work, scheduling, cost, and subcontracts throughout execution.
4. Maintain expert knowledge of all aspects of contract to support program execution compliance with existing University and ORI/LAS procedures, government regulations, contractual and security requirements. Inform NC State PI/PM about contract requirements and prohibitions.
5. Provide subcontractor relationship management and oversight. Review and approve subcontractor invoices in a timely way. In coordination with technical staff: develop statements of work (SOWs), negotiate cost and terms, monitor execution, and ensure deliverables satisfy contractual requirements. Timely maintenance and update of RADAR records to reflect all contractor correspondence.
7. Generate task documents required under contract including financial risk assessments, Contract Data Requirements Lists (CDRL), subcontractor monthly status reports and other project execution documentation.
8. Primary accountable representative for government reporting in conjunction with LAS PM and Business Officer.
9. Responsible for compliance aspects of contract execution to include creating and executing process for onboarding and off boarding, intellectual property protection and reporting, human subjects research, prepublication review, conflict of interest, export controls, and others as assigned.
10. Stay abreast of government contract management best practices. Maintain FAR and DFAR credential and/or training to ensure compliance with applicable government regulations.

Minimum Education/Experience

Master’s degree or Bachelor’s degree plus substantive years of work experience. All degrees must be from appropriately accredited institutions.

• Strong interpersonal, computer, and organizational skills

• High degree of discretion in dealing with sensitive information
• Must obtain/maintain TS/SCI security clearance with polygraph within one year
• Must obtain Certified Federal Contracts Manager (CFCM) certification within one year

Preferred Experience, Skills, Training/Education

• Currently holds active TS/SCI security clearance with polygraph
• 5+ years supporting national security customer(s)
• 1+ years working directly with faculty at a Research 1 Doctoral University
• Familiarity with NCSU contracts and financial systems
• Certified Federal Contracts Manager (CFCM) certification

Required License or Certification

Must obtain/maintain TS/SCI security clearance with polygraph within one year

Must obtain Certified Federal Contracts Manager (CFCM) certification within one year
