DESCRIPTION

UC San Diego, located in La Jolla, in the San Diego Metropolitan area, enrolls over 35,000 students and is one of the University of California’s 10 campuses. The Department of Chemistry and Biochemistry is one of the largest and most complex departments on campus. Our Department combines research on the most consequential and revelatory scientific areas with education aimed at building our future leaders and scientists.

The department is comprised of 65 ladder rank faculty, and additional 12-15 in various instructional and ~130 in academic research titles and postdoctoral scholars. The above academic community presents a plethora of diverse complex issues from Health Sciences Compensation Program agreements to adjuncts from national laboratories sharing negotiated employee patent agreements. The department is also comprised of 70 careerstaff; ~60 temporary or student staff, and ~260 Master’s and Ph.D. students.

Undergraduate students majoring in chemistry number greater than 1000, and total undergraduate and graduate annual course enrollments exceed 24,500. The department currently has more than 180 awards from federal, state and private sources for approximately $25 million per annum in extramural funding and $48 million in total annual expenditures.

The Department of Chemistry and Biochemistry manages ten recharge facilities supporting national as well as UCSD-wide research endeavors in academe and industry: Nuclear Magnetic Resonance, Molecular Mass Spectrometry, Biomolecular and Proteomics Mass Spectroscopy, Cryoelectron Microscopy, Biophysics Instrumentation, Inorganic Characterization Instrumentation, Protein Crystallography, Small Molecule X-Ray Crystallography, Fabrication Facility plus the on campus Chemistry Storehouse. In addition, we are home to three national research center grants.

The department also manages three major NIH training grants, and one Department of Education training grant, which fund graduate and postdoctoral students across UCSD departments/disciplines as well as off campus research organizations.

Under general direction of the Chief Operating Officer, serve as Human Resources Manager for the Department of Chemistry and Biochemistry. Responsible for independently overseeing the full scope of human resources activities for a large and complex academic department with ~340 academics, staff, and student employees. Manage and supervise academic personnel services including appointments, subsequent reviews and personnel actions, leaves, visas, salary administration, benefits, separations, grievances, layoffs, recruitment, etc.

There are approximately 210 academic personnel, consisting of ladder-rank, emeriti and research faculty, lecturers, project scientists, postdocs (approx. 80 foreign nationals) and visiting scholars/graduate students.

Participate in strategic planning to originate and implement policies, programs and practices that are effective and consistent with the goals and mission of the department. Establish, lead, and manage training and development initiatives. Serve as principal advisor to senior management and department heads on HR and employee issues.

Supervise, direct, and train Business Office staff responsible for coordinating and implementing the full range of payroll, human resources, and training activities. Represent department at management meetings and work with unit managers to define and develop department-wide policies, procedures, and activities. Perform budget and resource analysis, including forecasting, to prepare a comprehensive budget in support of departmental operations and department-wide staff training needs.

QUALIFICATIONS
  • Thorough knowledge and experience managing a broad scope of human resource-related functions and extensive experience in human resource management in a large, complex and unionized environment including: employee/labor relations, recruitment and selection, compensation and classification, performance evaluation, organizational and employee development, training, workers compensation, benefits, accommodations, personnel and payroll, terminations/layoffs.

  • Demonstrated experience in job analysis, classification, and compensation. Must possess deep knowledge of classification and compensation policies, with ability to objectively analyze information and make responsible and appropriate classification and compensation recommendations. Must possess knowledge of the best practices of classification and compensation.

  • Proven knowledge of and experience with academic personnel processes related to recruitment, appointment, and salary review; knowledge of Unit 18 Policy (Memorandum of Understanding - MOU); and knowledge of University International Center's Visa procedures and policies and immigration laws pertaining to foreign scholars; knowledge of Labor Certification process and permanent residency procedures.

  • Expertise and ability to collect and analyze data, interpret policies and procedures and apply them to routine as well as unique and complex situations. Strong experience and proven ability to establish or recommend alternative solutions. Expertise to develop innovative approaches, techniques and procedures to provide more efficient and responsive services.

  • Strong, effective supervisory skills and ability to provide leadership that motivates and promotes team-building, creates a positive work environment and foster the Principles of Community. Ability to analyze workflow and determine effective staffing structures to meet operational and service needs of organization. Ability to address and resolve performance problems and other personnel issues and concerns.

  • Proven success and ability to provide appropriate administrative and disciplinary actions to manage policy compliance in organized and unorganized areas. Use professional judgment in situations for which there are no established criteria or where answers to problems are not readily apparent and initiate action/solutions. Effective negotiation skills in performance of functions to produce a satisfactory outcome for all parties concerned.

  • Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.

  • Extensive knowledge of full range of university payroll policies and payroll operating systems.

  • Demonstrated knowledge of a human resources management system (HRMS), and/or other related business software programs and systems.

  • Skilled in communicating clearly and effectively verbally and written. Excellent negotiation skills and counseling techniques with ability to act as a facilitator, exercise diplomacy, tact, professionalism, responsiveness, flexibility, and solve concerns between individuals in a fair and equitable manner.

  • Strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Expertise in researching, organizing and reporting statistical and informational data and carrying out complex analysis of data.

  • Proficiency using computer systems and applications, including word processing, database, spreadsheet, and presentation software. Ability to incorporate computer technology to improve processes.

  • Proven ability to participate in short- and long-term planning, identify changing priorities, and negotiate resources. Must be able to work in a fast-pace environment and respond professionally to competing priorities.

  • Strong, independent decision-making skills, exercise initiative, excellent judgement and tact in managing and completing administrative operations, maintaining confidentiality and handling sensitive matters in the absence of close supervision
