Reporting to the Director of Planning & Construction Services, and serving a leadership role in the department, the Assistant Director provides assistance in developing and implementing departmental procedures, policies and goals, and administrative and strategic oversight for the University’s planning, construction and renovation program, is responsible for managing capital projects from design through completion,
• OPERATIONS AND PLANNING: Assistant Director is responsible assisting in the management for Planning and Construction functions necessary to plan, design, and construct new and renovated campus facilities and infrastructure with an emphasis on performance measurement, customer satisfaction, and safety. Support the Director in the oversight of project planning and delivery within limits of delegated authority for large capital, small capital, MRR, and institutionally funded projects. Manage and facilitates the processes involved in the preparation and administration of Public Works, Construction, Task Order and Professional Services Contracts.
• RESOURCE MANAGEMENT: Responsible for the administration, management, and accountability of annual capital budgets exceeding $20 million. Ensures that financial resources, human resources, and departmental assets are appropriately deployed in support of the Strategic Plan. The Assistant Director will develop, update, and implement key performance indicators (KPI’s) to optimize staff efficiency, enhance the capital project program, forecast expenses and revenue, and optimize the use of available funding and billing practices.
• STAFF RELATIONSHIPS: Interview and select staff, and resolve discipline issues. Supervises, engages, develops, and manages the performance of a team of up to eight (8) design professionals, project managers, technical specialists, administrative personnel, and student employees. Provides consultation, advice and liaison services between the internal and external customers. Participates in professional associations and various campus groups, task forces and committees.
• LEADERSHIP: Develops and sustains effective partnerships with campus stakeholders, consultants, contractors, USG System Office staff, regulatory agencies, peer professionals, faculty and students in support of departmental and university mission and values. Establishes organizational structures, clearly communicated roles, and policies/procedures to ensure timely and effective delivery of services.
• SUSTAINABILITY: Committed to protecting the campus environment and conserving vital energy resources. Knowledgeable of contemporary innovations and best practices involved in creating and maintaining an environmentally sustainable campus.

Required Qualifications

EDUCATION AND EXPERIENCE: Bachelor’s Degree in Architecture, Engineering, Construction Management, Business Management or related field; or an equivalent combination of training and direct experience with an unrelated Bachelor’s degree. Minimum of four (4) years of progressively responsible experience in construction administration and management. Two (2) years experience in directing the work of others, including direct reports, project teams, or other working groups.
KNOWLEDGE: Understand the of complexity of construction projects and the constituents they serve. Extensive knowledge of planning and design processes, construction management, construction procurement, project budgeting, project scheduling, quality assurance, and contract administration.
SKILLS: Working knowledge in computer applications including project management, project scheduling, CMMS, MS Office, AutoCAD, email, and web-based applications. Effective communication skills. Independently perform the wide range of complex and responsible management and technical assignments. Ability to maintain confidentiality. Ability to maintain accuracy and attention to detail in a fast-paced environment of changing priorities.

Preferred Qualifications

EDUCATION: Master’s Degree in Architecture, Engineering, Construction Management, Business Administration, Public Administration, or related field. EXPERIENCE: Three (3) years experience in construction management in a complex educational, institutional, or industrial setting, preferably in the University System of Georgia.
LICENSURE AND CERTIFICATIONS: Certification as a Certified Professional (AIA, NCARB, PE, CPM, CPPB, CPPO, PMI). LEED Professional or LEED Green Associate.
KNOWLEDGE: Proficient in using facilities related computer applications such as Computerized Maintenance Management Systems (CMMS) or Computer Assisted Facilities Management (CAFM) systems, AutoCAD, GIS systems, construction workflow applications, and Microsoft Project.

Salary $58,548 - $83,854 Physical Requirements/Working Conditions

Frequently requires physical exertion such as standing, walking, sitting, reaching, climbing or balancing, lifting, bending, etc.
Often exposed to one or more elements such as heat, cold, noise, dust, dirt, chemicals, etc. Must be able to work outdoors in inclement weather when required.
Must be able to lift heavy objects (in excess of 50 pounds).
Must possess a valid driver’s license.
Visual acuity sufficient to conduct visual inspections on construction sites, view a computer monitor, and read detailed construction documents.
