DESCRIPTION

The Mechanical and Aerospace Engineering Department is seeking a supervisor of the Academic Personnel and Human Resources functions, under the general supervision of the Financial Manager. Independently responsible for management of departmental academic affairs including appointments, reviews and personnel actions, leaves, visas, salary administration, benefits, separations, grievances, layoffs, recruitment, etc. Serve as principal advisor to the Chair on academic affairs issues. MAE's academic personnel program includes approximately 120 academics including ladder-rank, emeriti and research faculty, adjuncts, lecturers, research scientists, postdoctoral and visiting scholars.

Manage all aspects of human resources, employee relations and payroll services for a growing, dynamic department comprised of approximately 40 career, research, instructional and administrative staff, and 300 graduate and undergraduate student employees. Supervise, oversee and direct the work of 2.0 career FTE: Human Resources Generalist and Academic HR Analyst. Serve as principal consultant to the Financial Manager on human resources issues. Exercise leadership and discretionary authority to negotiate and/or solve AP/HR concerns; use a high degree of independence, ingenuity and analytical skills to resolve complex, unusual and non-routine problems or issues.

Formulate internal policy and procedures and make recommendations to the department Chair and Financial Manager for full scope of organizational development, academic personnel and human resources administration, internal communications and policy research and enforcement. Assist with fiscal administration of temporary academic funds; analyze curriculum needs and recruit/hire temporary instructional staff. Research, analyze, develop and implement policies, methodologies and enhanced processes necessary for the smooth operation of the academic and staff personnel functions in the department.

Independently complete special projects relative to these areas. Generate reports regarding statistical data and activities in each area. Actively participate and contribute to short-term operation and long-range goals.

QUALIFICATIONS
  • Extensive knowledge of campus and department policies, procedures and regulations concerning all areas of academic personnel (recruitment, professional reviews, compensation, payroll, Summer Session, Unit 18 MOU, leaves, benefits, affirmative action, visas, discipline and conflict resolution, and fiscal administration policies) with the ability to appropriately interpret and implement those policies.

  • Knowledge and experience in Human Resources practices. Extensive knowledge of a full range of payroll policies, operating systems, and compensation. Knowledge and experience in personnel practices, counseling, recruitment, affirmative action, staffing, performance management and conflict resolution, classification, compensation, employee benefits, labor relations, corrective action and disciplinary methods, labor agreements, and the ability to interpret and administer bargaining agreements and UC policies.

  • Proven skill and knowledge to effectively supervise staff including analyzing workflow, delegating and reassigning tasks, monitoring production and quality of work, setting performance standards, assessing individual capabilities and workloads, and conducting performance evaluations and corrective actions.

  • Effective, high level written communication skills to formulate and present written material in a logical and comprehensible manner. Excellent reading and comprehension skills to be able to understand and interpret complex material, documents and policies and recommend actions.

  • Demonstrated knowledge of unit academic culture and educational goals of discipline(s) served.

  • Strong analytical, organizational, problem solving, negotiation and decision making skills; expertise to clarify and resolve situations and recommend action for attainable goals. Ability to formulate logical and objective conclusions from data and observations.

  • Proficiency using computer systems and applications, word processing, spreadsheets and presentation software. Ability to incorporate computer technology to improve processes. Knowledge of human resources management systems and other related business software programs and systems.

  • Ability to plan, organize, and prioritize daily operations, short and long-term projects. Ability to evaluate available resources and adjust schedule and priorities to meet established deadlines and complete projects. Ability to work collaboratively with individuals and groups to incorporate ideas.

  • Excellent interpersonal skills. Ability to interact with tact, diplomacy and sensitivity. Ability to maintain confidentiality and discretion in use of information. Strong verbal communication skills to convey complex information to diverse audience of employees at all levels.
