Administer and coordinate the College’s student financial aid and Veterans Educational Benefits programs, providing leadership and supervision to a staff of eight FTE.

TERMS OF EMPLOYMENT

• This is a 12-month exempt position at pay level 28 in the Administrative salary schedule.
• Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
• Requires the provision of official transcripts upon hire.
• Upon hire, must pass criminal, credit, and/or driving history; only information relevant to the position will be considered.

Essential Functions:

1.Provide leadership to the COCC Student Financial Aid Office and in support of the College’s mission, vision, values, and goals and based on a shared vision of excellence in student services. Create and maintain a customer service, student-centered atmosphere among staff that is sensitive and responsive to students from diverse cultural background and perspectives.
2.Develop and administer COCC’s federal, state, and institutional financial aid programs and services. Assure that all programs and services are student success centered, fully documented, and in compliance with applicable laws, regulations, audit guidelines, College policies, and College mission. In support of ensuring access to programs and services, coordinate appropriate activities in all campus locations (Bend, Redmond, Madras, and Prineville); includes consideration of in person, online, telephone or other alternative delivery models.
3.Actively engage in regular assessment of financial aid programs and services to evaluate program towards departmental and Student Services Division goals.
4.Remain current with all federal and state financial aid laws, regulations, other governmental guidance, College policies and donor requirements. Serve as the College compliance administrator for federal Title IV programs.
5.Provide leadership to financial aid long-term planning and daily operations. Includes supervision of three administrative and five classified staff; hiring, training, evaluating, supervising, and setting workload for all staff; project management; and problem resolution.
6.Use appropriate technology tools to accomplish department and position responsibilities, create efficient systems, and build effective student communication tools; foster an environment encouraging the use of technology by all staff; monitor and recommend changes to technology; support and monitor staff training needs.
7.Prepare accurate and timely federal, state, institutional reports and College applications to participate in financial aid programs; maintain essential records.
8.Support high performance customer service through collaborative work products.
9.Utilize open and effective communication processes with College departments, community, and external partners; participate in and monitor appropriate College committees, initiate and encourage coordination with relevant outside agencies, disseminate financial aid news in partnership with College Relations.
10.Develop and maintain an active and effective relationship with the COCC Foundation, working together as needed to administer the selection process for COCC Foundation scholarships (in excess of $1 million annually).
11.Work with the Assistant Director of Financial Aid to develop and manage institutional funding for in-district high school merit scholarships.
12.Oversee the duties of veteran certifying official(s) to ensure compliance with the Veterans Administration and other agencies.
13.Develop, coordinate, and deliver financial aid informational workshops to current and prospective students, as well as to high schools and other locations throughout the College district.
14.Participate in College, statewide and professional committees and meetings as required.
15.Assist with other Financial Aid Office and Student Services projects as assigned.
16.Perform other essential duties as assigned.

1.Ability to interpret, implement and explain to others complex federal and state requirements and policies governing federal and state financial aid and Veterans’ Administration benefits.
2.Possess the ability to establish positive and productive working relationships with students, staff and faculty, and on occasion, work with circumstances that require effective negotiation, mediation, and conflict resolution.
3.Have excellent analytical ability and communication skills.
4.Demonstrate effective managerial and supervisory skills.
5.Possess the ability to present complex information in an easy-to-understand manner, for both small and large groups, and develop content to advise students and families from underrepresented populations.
6.Perform annual evaluations, staff training, development, and goal setting.
7.Ability to work cooperatively with and contribute to a diverse workplace through ideas or experience.
8.Ability to effectively utilize common MicroSoft applications (Word, PowerPoint, Excel) as well as the ability to learn and effectively utilize a student information system (Banner) and reporting software (e.g, Argos).
9.Able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter, to individuals, small groups and large groups.
10.Must be knowledgeable of financial aid laws, rules, and regulations

Physical Demands and Other Ergonomic Requirements:

Working hours are typically Monday through Friday, 8 am – 5 pm (Wednesdays until 6 pm); occasional evening and weekend hours required. Expect to work between academic terms. Computer screen work 50 percent of the time. Work is performed in an ordinary office, mostly sitting with extended standing and some lifting under ten pounds. All individuals are required to be able to perform the essential functions with or without reasonable accommodation.

Minimum Qualifications:

1.Education: Bachelor’s degree from a regionally accredited college.
2.Experience:Five years previous progressively responsible experience in a comprehensive student financial aid office with supervision responsibilities.

Organization

Central Oregon Community College, the oldest two-year college in Oregon, provides comprehensive college services to the residents of its 10,000-square-mile district.

COCC offers two-year associate degrees, transfer/lower division programs, career and technical education degrees and certificates, developmental courses, continuing education and community learning classes, industry-specific training programs, and business management assistance.

The College's main campus is located on the western edge of Bend, a city known for its natural beauty and its proximity to diverse recreational opportunities. The location affords spectacular views of the mountains from nearly every point on the 201-acre campus. The Redmond Campus, located 20 miles north on 25 acres near the Redmond Municipal Airport, offers all of the courses necessary to earn an associate degree. In addition, it is the home of the Manufacturing and Applied Technology Center.

Thanks to a successful 2009 bond measure, COCC has constructed campus facilities in Madras and Prineville, opening the two campuses in 2011. In Bend, new health careers and science centers opened in 2012 as well as a technology center in Redmond.

A branch of Oregon State University is located on the Bend campus. OSU-Cascades offers upper division and graduate programs on the COCC campus.
