 City Colleges of Chicago (CCC) ismade up of seven colleges, the largest community college system in Illinois andone of the largest nationally.  Primary Objective:Reporting tothe Associate Vice Chancellor of Administrative Services, the Director-SecurityOperations and Compliance is responsible for providing administrative andproject management expertise to executive and management level staff in supportof the operations and initiatives of the Department of Safety andSecurity.  Assists in developing,evaluating, and refining safety and security functions, programs and policiesin support of the City Colleges of Chicago’s (CCC) mission.  Performs related duties as assigned. 

 Duties and Responsibilities:
  • LeadsDistrict-wide safety and security projects, as well as security research anddata analysis efforts, completes district-wide reports.
  • Developsnew security policies, rules, and regulations, as needed, and regularly reviewsand updates policies and procedures governing CCC’s safety and securityoperations, protocols, and enforcement activities.
  • Assessessecurity operating policies and procedures, evaluates risk factors, andprioritizes security initiatives across the District.  Implements new processes, procedures and newsecurity initiatives as necessary to improve safety and security operations.
  • Providesguidance for Safety and Security Administrative and Operational Functions tocomply with State and Federal Laws for Jeanne Clery Disclosure of CampusSecurity Policy and Campus Crime Statistics Act (Clery Act), Violence AgainstWomen Act (VAWA) and the Illinois Higher Education Campus Security EnhancementAct.
  • Evaluatescampuses safety and security operations to assess compliance with reportingrequirements of the Clery Act, including the ongoing reporting of campus crimeincidents, processes for reporting campus crime, and the preparation of annualsecurity reports. Continually monitors CCC Incident Reports for correctclassifications and investigations. Ensures Incident Reports are down loaded in People Soft and SharePointin an expedient and timely manner. Produces mandated District-wide reports required by the Clery Act andother State and Federal laws.
  • ManagesCampus Security Authority online training for Safety and Security personnel identifiedunder the Clery Act as Campus Security Authority individuals (MandatedReporters). Audits training program for new employees and for current employeeswho need recertification. Maintains and sends list to CCC Department headswhose employees identify as Campus Security Authorities under the Clery Act.
  • Monitorsand audits campus security plans and policies to improve operations andincrease the effectiveness of procedures for safety and crime prevention.
  • Plansand conducts staff meetings and training activities for security staffDistrict-wide to keep staff informed and to improve security operations.  Conducts regular meetings and advises staffon activities and/or changes within the District. 
  • Advisesmanagement personnel on federal laws influencing CCC’s safety and securitypolicies such as Title IX, The Federal Education Rights and Privacy Act(FERPA), Violence Against Women Act (VAWA, and Drug-Free Schools andCommunities Act (DFSCA). 
  • Workswith District and college level managers in creating and implementingprofessional development opportunities for Safety and Security staff.   
  • Developsand implements training programs for Security Officers on topics relating tosecurity operations, safety regulations, enforcement methods, and crime and incidentreporting procedures.  
  • Participatesin security labor negotiations and related vendor contract negotiations, asneeded.  Serves as the Vice Chancellor ofAdministrative Services designee in disciplinary proceedings for unionrepresented Security personnel, as needed.
  • Incollaboration with the Executive-Director of Security Emergency Preparedness,maintains liaison with the Chicago Police Department, Cook County Sheriff’sOffice, Illinois State Police and Homeland Security to represent the Districtat meetings with these agencies, and serves as a contact person with IllinoisEmergency Management Agency (IEMA) and the Department of Human Services (DHS).Keeps upper management informed of all security issues and activities. 
  • Maintainsawareness and advises management of best practices, new technologies, andlegislation influencing campus public safety and security operations ininstitutions of higher education.
  • Assistsand works with key stakeholders in developing emergency preparedness andresponse plans, as well as contingency plans for the District.  
  • Mayconduct grant research, prepare, and submit request for funding of projects asdirected.


QualificationsBachelor’sdegree from an accredited college or university in Criminal Justice, PublicAdministration or a related field. Threeto five years of experience in law enforcement or corporate loss preventionsecurity, or in a military environment with security experience. Managementexperience in public, private or military security operations highlydesirable   Professionaldiscipline credentials.  CPP, PSP, CFE,highly desirable.   Acombination of education and experience may be taken into consideration basedon the applicant’s credentials. Proficiencywith Microsoft Office (Excel, Word, PowerPoint).  Knowledgeand understanding of the Clery Act and related federal and state laws, andlocal ordinances.   Knowledgeof best practices in safety and security operations and procedures.   Knowledgeof performance measures used in assessing safety and security operations.  Excellentinterpersonal, verbal, and written communication skills. Strongorganizational skills. Stronganalytical and problem-solving skills.   Abilityto work within a culturally diverse environment.  Abilityto exercise tact and diplomacy in handling sensitive situations. Abilityto work with a high degree of professionalism. Abilityto travel to various colleges across the District. Chicagoresidency is required for all full-time employees within 6 months of hire.
