Responsible for providing day-to-day leadership and direction, evaluation and management to the institutional compliance office in accordance with applicable laws, regulations, policies and procedures.

Description of Duties

•Continuously evaluates an effective compliance communication program for the organization, including promoting (a) use of the compliance hotline, (b) heightened awareness of code of conduct, and © understanding of new and existing compliance issues and related policies and procedures.
•Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for the resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
•Responds to alleged violations of rules, regulations, policies, procedures, and codes of conduct by evaluating and initiating investigative procedures. Oversees and evaluates a system for uniform handling of such violations.
•Oversees and participates in the hiring, training, and evaluation of staff.
•Acts as an independent review and evaluation body to ensure that compliance issues/concerns are being appropriately evaluated, investigated and resolved.
•Engages in long term strategic and budgetary planning for the department.
•Ensures the development and maintenance of general compliance communication and training for employees and monitoring of completion percentages.
•Participates in the University’s risk assessment process and manages the preparation of a comprehensive risk-based compliance plan, consisting of short and long-term items as well as planning for potentially high-risk items.
•Participates in the review and revision of institutional policies and procedures to ensure they are adequate to mitigate risk and to prevent illegal, unethical, or improper conduct.
•Collaborates with University departments to direct compliance issues to appropriate existing channels for investigation and resolution. Consults with the Chief Legal Officer as needed to resolve difficult legal compliance issues.
•Coordinates the evaluation of disclosures of outside board activities of employee and other potential conflicts of interest.
•Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
•Prepares quarterly reports detailing compliance initiatives throughout the year as well as recommending improvements/changes in the overall compliance program for executive management.
•Oversees and participates in the hiring, training, and evaluation of staff. Effectively interprets and applies organizational policies, procedures and systems.
•Monitors HIPAA compliance and reports and findings.
•Monitors billing compliance and reports any findings.
•Performs other duties as assigned.

Required Education

Bachelor’s degree from an accredited university.

Licenses/Certifications

None.

Required Experience

Six (6) years of progressively responsible professional experience in a regulatory, legal, and/or compliance-related capacity in healthcare, business, and/or university environment required.

Preferred Experience

Experience conducting compliance investigations and report writing preferred. Prior supervisory experience preferred.

Equipment

Use of standard office equipment.

Working Conditions

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Excellent written and verbal communication skills. Proven problem solving skills. Ability to ensure adherence to all policies and procedures of university. Work requires customer service skills. Ability to plan, organize, coordinate, and supervise work of employees as necessary to ensure desired results are achieved. May require telephone and personal contact with all levels of internal and external personnel and organizations.

A New University with a Long History

The University of Texas Rio Grande Valley was created by the Texas Legislature in 2013 in a historic move that brings together the resources and assets of UT Brownsville and UT Pan American and, for the first time, makes it possible for residents of the Rio Grande Valley to benefit from the Permanent University Fund—a public endowment contributing support to the University of Texas System and the Texas A&M University System.

 

Our new university will also be home to a School of Medicine and will transform Texas and the nation by becoming a leader in student success, teaching, research, and health care. UTRGV will enroll its first class in the fall of 2015, and the School of Medicine will open in 2016.

 

UT Brownsville and UT Pan American

The shared history of The University of Texas Pan American and The University of Texas at Brownsville goes back to 1927, when Edinburg College was founded. In 1973, Pan American opened a second campus in Brownsville, which later became an independent institution of The University of Texas System in 1991. Over the years, the missions and the identities of these great institutions have continually evolved to serve the communities of the Rio Grande Valley.

Now, the evolution and connection between these two institutions is coming full circle as UT Brownsville and UT Pan American are being established as a single, new university and medical school, with a single, new identity—The University of Texas Rio Grande Valley.
