Your opportunity:

Reporting to the Assistant Director, Procurement, the Purchasing and Compliance Officer is responsible for ensuring UTM centrally administered programs and services related to user requests for high value purchase orders, lease orders, IT purchases, Purchasing Card, uSOURCE, and capital asset disposal are conducted in compliance with the University Procurement Policy and related internal financial management obligations. Activities include: ensuring back-up documentation is provided and centrally retained for audit purposes; processing compliant requests; troubleshooting and resolving transaction errors within the University’s financial system (FIS); utilizing third party software to administer the Purchasing Card program; ensuring specialized equipment purchased for research purposes is in compliance with external research funding agency requirements and flagging complex requests that fall outside of standard guidelines.

The incumbent provides advice and guidance to the UTM community on how to make the best use of central purchasing services and operations to support delegated purchasing activities and Departments. This is a community (internal and external) liaison role, and as such, the incumbent is the Procurement representative responsible for providing responsive and accurate customer service consistent with requirements established through standard business and ethical protocols and expectations.


Your responsibilities will include:
  • Leads I&ITS purchasing activities, including costing, estimating, planning, and procurement for IT goods & services
  • Tracks, manages and oversees IT Suppliers; analyzing IT goods and services quotations and performing contract management functions
  • Conducts compliance assessments related to requests for high value purchase orders, lease orders, and capital asset disposal against established policies and guidelines to mitigate financial, legal and reputational risk
  • Ensures specialized equipment purchased for research purposes is in compliance with external research funding agency requirements
  • Ensures procedures, policies, legislation and regulations are correctly reflected in all requests prior to processing or contacting the end user for additional information, clarification or recommending a different course of action
  • Coordinates and processes daily administrative activities related to uSOURCE purchase requests and Purchasing Card requests
  • Refers end users to the University’s Approved Suppliers when sourcing standard products and services to capitalize on negotiated savings
  • Acts as a resource to other UTM administered procurement programs


CampusEssential Qualifications:
  • Bachelor's Degree plus Certification or acceptable combination of equivalent experience.
  • Minimum of 4 years of related experience in a public sector or higher education purchasing environment
  • Demonstrated experience in IT procurement, research equipment procurement, compliance analysis, quality assurance, risk mitigation, and training
  • Demonstrated experience administering contracts with cloud providers, SaaS/Iaas/Paas vendors, and enterprise partners (Dell, AWS, Microsoft/Azure, etc.)
  • Excellent customer service delivery
  • Demonstrated experience with computerized purchasing and ERP systems
  • Practical experience with business process engineering and change management, project management tools and methodologies
  • Proven ability to analyze and resolve non-compliant requests (e.g. insufficient or inappropriate documentation)
  • Excellent verbal and written communication skills
  • Strong time management skills and proven ability to take initiative
  • Proven familiarity with quantitative and qualitative analysis
  • Ability to proactively troubleshoot and resolve system issues in a timely and relevant manner or escalating where and when appropriate
  • Strong interpersonal skills
  • Fluent with Microsoft Office, above average abilities using Excel spreadsheets and Access databases
  • Ability to manage conflicting priorities and deadlines
