Job Summary

Under the general direction of the Manager of HR/Payroll Operations, maintain the timeliness and compliance of employment and tax information for international employees (staff and student employees); provide guidance and customer service to department managers/supervisors, state/federal agencies, and international employees with regard to hiring, paying and taxing; and work with the Manager of HR/Payroll Operations to develop and document the international employment and non-resident alien tax compliance process and procedures.

Essential Functions

Develop and implement business process improvements between the Human Resources/Payroll Office, International Programs Office, and Systems Office to ensure the accuracy and compliance of data between the systems.

Liaison with the International Programs Office regarding questions and problems related to international employees. Maintain foreign national information for resident alien and non-resident alien employees ensuring proper work authorization.

Prepare reports and queries to analyze and audit employment data related to international employees.

Maintain international employees tax data, ensuring compliance using the University's non-resident alien tax compliance system. Maintain and process IRS tax treaty forms for eligible international employees. Monitor the payroll systems and perform various updates and adjustments related to federal, state and FICA withholding and determine continued eligibility of active tax treaty benefits.

Monitor the time frame of employment eligibility by creating communications to electronically track/send on a scheduled basis to international employees regarding their work authorization/tax status, social security number, and other relevant information.

In conjunction with the Manager of HR/Payroll Operations, prepare training materials for non-resident alien employees to assist them in the processing of their international documentation to determine tax status and tax treaty eligibility.

Assist with year-end duties including preparing 1042-S forms.

Performs other duties as required.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

Bachelor's degree with two (2) years relevant experience with international employment/payroll

Experience working with an enterprise resource planning system such as Peoplesoft, HCM, or similar system

Knowledge of payroll concepts, applicable tax laws and regulations

Excellent written/oral communication skills and organizational skills

Excellent problem solving skills; must be process oriented

Proven ability to work independently and as part of a team

Ability to handle highly confidential information with appropriate discretion and sensitivity

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

Experience working in a Higher Ed setting.
