Position Summary Information

Primary Purpose

The Associate University Registrar on the Stockton campus is one of three principal executives and operational managers reporting to the University Registrar. The Associate University Registrar is the primary manager of the Office of the Registrar on the Stockton campus, providing leadership to staff and ensuring the development and implementation of policies and procedures for managing the office. The Associate University Registrar on each of Pacific’s three campuses work together with the University Registrar to align policies, practices, and procedures on all three campuses. The Associate University Registrar acts on behalf of the University Registrar in his/her absence for all the functions and activities of the Office of the Registrar. Participates in professional development activities and maintains knowledge of current issues facing similar registrar offices nationally.

The Associate University Registrar is responsible for management and oversight of staff and daily operations in the Office of the Registrar on the Stockton Campus in order to ensure regulatory compliance, maintenance of student academic records, registration, grading, transfer articulation, degree awarding, student records information systems, scheduling of classrooms, production of the schedule of classes, NCAA Division I certification, VA certification, transcript services and student enrollment verifications. The Associate University Registrar represents the Office of the Registrar as directed and provides high quality customer service and senior project leadership on special projects.

Essential Functions

1.Provides leadership and supervises the management staff in the Stockton campus Office of the Registrar, directly managing the Senior Assistant Registrar and Assistant Registrar. Works with University Registrar to ensure that strategic projects are balanced against operational needs.

2.Responsible for the direct oversight and management of functions and staff of the Stockton Campus Office of the Registrar. Maintains organizational structure and staffing to effectively accomplish the Office’s goals and objectives. Develops a competent, productive, and effective staff by selecting and supervising, directly and through delegation, staff members in the office. Administers and provides direction to staff in goal setting, assists in departmental planning, identifies and solves operational and/or personnel challenges, clarifies expectations, oversees development and scheduling of training workshops, and evaluates personnel and processes. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

3.Ensures that all functions are executed in a timely manner, that emails and CRM cases are responded to within a reasonable period, and accuracy that standards for all work of the office are upheld. Oversee annual catalog production for campus catalog, working with colleagues on all three campuses. Develop academic calendar(s) and circulate to governing committees for inclusion in the catalog. Manages regular enrollment reporting to the National Student Clearinghouse, and monitors to ensure staff members validate the successful transmission of data to NSLDS in compliance with Title IV requirements.

4.Coordinates activities, deadlines & processing dates with counterparts in other offices including Admissions, Financial Aid, Housing, Orientation, Finance Center, schools, departments and graduate school.

5.Assists University Registrar in developing and implementing operational policies and procedures of registration, enrollment, degree awarding, and student records and transcripts. Enforces established policy and makes recommendations for policy changes when appropriate. Supports and serves students, academic advisors, staff, faculty, and administrators by interpreting and clarifying University policies, including graduation requirements. Interacts with departments and faculty to resolve challenges, implements new procedures and ensures consistency, and evaluates programs and services to enable responses to changing priorities.

6.Supports campus FERPA training and questions, including providing training opportunities for University staff and properly responding to subpoenas issued to obtain student academic information in conjunction with Risk Management.

7.Collaborates with Business Process Analyst on the development, documentation, modification, implementation and testing of the Student Records module of Banner as well as other systems used by the Office such as EMS, Courseleaf, OnBase, eProwl/Course Scheduler among others.

8.Serves on ad hoc and/or high-level committees to represent the Office of the Registrar and strengthen communication between various campus constituencies, including Council of Assistant and Associate Deans (CAAD), Academic Regulations Committee (ARC), and Data Integrity Group (DIG). Participates in managing the Office of the Registrar communication plan, including messages to students, faculty, and staff regarding important dates, deadlines, and other notifications.

9.Serves as liaison with Commencement office, ensuring provision of names for Commencement program and other related duties for the Stockton campus Commencement ceremony.

10.Develops and administers Stockton office budget. Assists University Registrar in budget planning regarding long range planning, development and analysis of the three-city budget. Has signing authority in University Registrar’s absence.

11.Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the University Registrar.

12.Contributes to the overall success of the Office of the Registrar by performing all other duties and responsibilities as assigned.

Minimum Qualifications

•Bachelor’s degree or equivalent combination of education, training, and experience.
•Five (5) years related work experience in enrollment or registrar services environment in higher education.
Experience leading, managing and/or developing staff members.
•Experience working with enterprise-wide student information systems software, information storage and retrieval techniques and methods.
•Strong communications and team building skills and successful experience in working directly with students, faculty members and academic and administrative units.
•Excellent organizational skills to establish workload priorities and complete assignments within specified deadlines.
•Experience with various software packages, such as Word, Excel, etc.
•Must possess and maintain a valid driver’s license and be insurable under the University’s policy.

Preferred Qualifications

•Advanced degree.
•Experience with student module in Ellucian Banner. Experience with an Enterprise Reporting System (e.g. Argos, Cognos, etc.).
•Knowledge of concepts, principles and practices of college or university administration.
•Demonstrated ability to exercise good judgment in the application of a variety of procedural guidelines.
•Ability to explain rules, regulations, and policies regarding graduation and academic issues.
•Excellent decision making ability in the absence of specifically defined rules.
•Ability to learn and adjust to new technologies; proficient with computerized information systems.
•Ability to work in a fast-paced, high-demand customer service environment with superb customer service.
•Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.

Requires extended periods of sitting and repetitive hand/wrist motion while using computer keyboard and phone. Occasional standing, walking across campus, climbing stairs, bending, stooping and reaching. Constant verbal and written communication and occasional lifting up to 25 pounds.

Work Environment/Work Week/Travel:
Work is primarily performed in a standard office environment. Work performed during standard business hours.
