The position will report to the Vice President of Audit, Compliance, Ethics and Enterprise Risk Management for Augusta University and Augusta University Health System. The Director, Ethics and Compliance at AUHS will help ensure that AUHS meets compliance and ethical obligations under various laws and regulations as well as University System of Georgia, Augusta University and Augusta University Health System policies and procedures including but not limited to fraud, waste and abuse, conflicts of interest, Stark and Anti-Kickback, False Claims Act, CMS regulations, state Medicaid regulations and documentation guidelines including the physicians at teaching hospitals documentation guidelines. The duties include, but are not limited to:
  • Create, implement and operate the AU Health System (AUHS) Compliance & Ethics Program; Keep up-to-date with changes in the enforcement and regulatory environment, ensuring AUHS is kept current and compliant with emerging, applicable federal and state legislation, adjusting and amending AUHS as appropriate
  • In collaboration with the VP-ACERM, ensure the AU Health System Compliance & Ethics Program operations are appropriately communicated to the board of directors, Audit, Compliance and Enterprise Risk Management ACERM committee and AU Enterprise Executive Leadership as identified in the AU Enterprise Compliance & Ethics Program and the AU Enterprise Risk Program
  • In collaboration with the VP-ACERM, coordinate the Compliance, Ethics & Risk Management Steering committees, ensuring that it actively fosters discussion, prioritize areas for further investigation and/or audit and conduct follow-up monitoring of compliance initiatives
  • Maintain collaborative relationships with executives, legal counsel and management in finance, HIMS, laboratory, Human Resources (HR), Information Technology (IT), Institutional Review Board Office, all faculty practice plans and other related business units to effectively minimize compliance risks in these important compliance areas
  • Develop and coordinate multifaceted educational and training programs that focus on the elements of the AUHS Compliance & Ethics Program and the AU/AUHS Enterprise Risk Program and ensure that employees are knowledgeable of pertinent federal and state regulations, AUHS policies and procedures and the applicable University System of Georgia and AU policies and procedures
  • Respond to concerns and/or information requests initiated externally by both state and federal governmental agencies as well as non-governmental agencies, such as third-party payers; Determine and carry out appropriate action in collaboration with legal counsel and senior leadership of AUHS
  • Conduct investigations to respond to reports of problems or suspected violations; Monitor resulting corrective action, if any, with affected areas
  • Proactively audit and monitor the extent to which AUHS enterprise activities are conducted in conformance with applicable standards
  • Coordinate with HR to ensure the following activities are accomplished: Review OIG cumulative sanctions and GSA Systems of Awards Management reports prior to hiring and employee and monthly thereafter; Conduct annual training and education on AUHS Enterprise code of conduct including general orientation; Include compliance, privacy and risk training on the performance evaluations for AUHS workforce; and Consistently apply appropriate disciplinary actions to all workforce of AUHS for failure to comply with corporate compliance standards and procedures
  • Direct and monitor the AUHS Compliance & Ethics Program through a matrix reporting relationship with Executive Leadership and designated governing bodies; Develop and implement regular and effective education and training programs for AUHS workforce in collaboration with the CPO and VP-ACERM
  • Support the maintaining of processes and access points, such as a hotline, to receive complaints and procedures to protect the anonymity of complainants and to protect whistleblowers from retaliations; Develop a system to respond to allegations of improper/illegal activities for AUHS and the enforcement of appropriate disciplinary action against workforce members who have violated compliance policies, applicable statutes, regulations or Federal or State health care program requirements
  • Utilize audits and/or other evaluations techniques to assess compliance and to assist in the reduction of identified problem areas; Investigate and remediate identified systemic problems; Develop policies addressing the non-employment or retention of sanctioned individuals
  • Develop and monitor AUHS Enterprise Risk Policies and ensure that Major Risk as defined by the USG Board of Regents Risk Management Policy is appropriately reported to the AUHS Enterprise Executive Leadership and governing bodies; Ensure Significant Risks as defined by the USG Board of Regents Risk Management Policy are appropriately communicated to the USG
  • Perform all other related duties/tasks as assigned
