Department Description

The School of Information and Library Science (SILS) seeks to advance the profession and practice of librarianship and information science; to prepare students for careers in the field of information and library science; and to make significant contributions to the study of information. Faculty members further these goals by teaching and advisory work; by research and scholarly publishing; and by service to the School, the university, the state, and the professional community.

The School of Information and Library Science establishes a sole administrator, a professional Post Award and Business Process Officer, to support the growing research needs of faculty, students and staff, and supporting the overall business process infrastructure of the School.

The School of Information and Library Science (SILS) has substantially increased its research portfolio as well as broadened its research needs. As such, existing capacities have grown beyond current staffing levels to the detriment of current and future sponsored needs. The current funded sponsored portfolio continues to grow and has reached over $32 million dollars across numerous active research projects from a variety of funders. This Business Officer-Contributing position will report directly to the SILS Associate Dean for Administration and Special Academic Programs and serve to navigate and translate these funding requirements within University Finance and HR processes. In addition to managing the research portfolio, this position will additionally work actively with the SILS Financial Analyst and SILS HR Officer to support the overall business process infrastructure for the School, serve as the Institutional Knowledge Host advising strategic programming and impact to SILS grants portfolio, and will work with a wide range of Academic and Industry partners.

Position Description

POST AWARD OFFICER – 65%
+ Owner of the Award Setup, Award Management and Project Closeout stages of the Award Lifecycle for SILS sponsored projects. The position is solely responsible for the monitoring of awards. Ensures budget is correctly reflected in ConnectCarolina and appropriate University subsystems are updated (research supported salary, etc).
+ Full Award Management responsibilities for the School with regards to funded agreements. Includes, but not limited to, Renewals and Progress Reports, Modifications and Award Amendments, Prior Approvals, Regulatory Compliance, Export Control, Working with Subrecipients, Journals, Personnel Transactions, Revenues, Purchasing, Subrecipient Payments, Vouchers, Cash Advances, Cost Share, Independent Contractor Payments, and interim Reporting (Technical and Scientific Reporting, Financial Reporting, Managing Carryover Funds).
+ Maintain decision-ready budget estimates and reports for the purpose of setting priorities, allocating resources, and completing annual spending; reports should accurately reflect each contract’s/grant’s financial position. Draft and present appropriate plan of action to principal investigators if preemptive action is necessary to mitigate risk and prevent marked acceleration or deceleration of expenditures (burn rate analysis). The Associate Dean of Administration will only be involved with extreme situations including those which may require additional funding from departmental sources.

BUSINESS PROCESS CONSULTANT – 30%
+ Key financial advisor to the Associate Dean for managing C&G budgets and financial reporting.
+ Manages the federal effort certification process for the School faculty, staff, and students.
+ Analyze, monitor, interpret and/or review financial data using historical patterns, legal requirements, knowledge of C&G, awareness of changes in policies and procedures, current business trends, discussions with other SILS finance professionals and university business staff and technical/financial skills.
+ Reconciles Grant Processes to HR, Finance, Programs Officer, Student Services Coordinator, External Partners. Advise faculty on status of projects, i.e. balances, budget allocations by amount, upcoming end-dates, sub awards, summer salary, salary release, re-budgets, no-cost extensions, equipment acquisition and budget justifications.
+ Process vouchers, web travel actions, and HR, PAAT and similar transactions as needed in support of the Associate Dean to ensure business continuity of wide-ranging business needs such as accounting, budgeting, auditing, and grants administration.

Minimum Education and Experience Requirements

Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

Skills/Abilities: Intermediate knowledge and application of office practices and procedures. Intermediate computer skills. Must maintain confidentiality of work related information and materials. Sufficient ability to work well under pressure and meet deadlines. Ability to manage and prioritize multiple projects/tasks simultaneously while maintaining accuracy. Ability to operationalize the development and maintenance of internal controls. Detail oriented, strong communication skills, ability to understand complex accounting issues, and ability to learn and interface with various online accounting systems is also required.
Equipment/Resources Used: Personal Computer and other equipment associated with a general office environment (copier, telephone, fax, etc.). A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
Interpersonal: Combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others. Must be able to function independently and have a clear understanding of accountability. Significant grasp on appropriate escalation when issues arise.

Preferred Qualifications

•Certified Research Administrator (CRA certification) or ability to obtain within one year preferred.
•Work requires communications, analytical and organizational skills generally acquired through completion of a bachelor’s degree program.
•Substantial knowledge and experience working with post-award financial management generally requiring at least three years of relevant grants and contracts experience.
•Thorough understanding of how to interpret regulations and guidelines from a wide variety of funding agencies and ability to manage the funding mechanism required by those agencies.
•Demonstrated skills in analyzing data and formulating conclusions; full command of MS Excel.
•Understand the management requirements of broadly represented aspects of Federal financial research compliance and to develop strategies for meeting compliance expectations within a dedicated unit and/or assigned portfolio.

    Location: UNC is located in the heart of Chapel Hill, the best college town in America! It's a friendly town of about 40,000 in the geographical center of North Carolina.
