POSITION: ACCOUNTANT II

Full time position available on or after June 1, 2019 for Financial Services.

ESSENTIAL DUTIES: Under the general supervision of the Post Award Grant Manager, this position applies principles of accounting to the analysis of complex accounting problems including those applicable to contracts and grants, the University and its related entities; interprets new and existing federal and state regulations; reconciles accounting records, meets required deadlines, develops financial statements and reports to meet operational needs; provides consultative services to supervisors in resolving accounting problems and other financial duties as listed. This position is a journey level professional accountant position involving the application of policies, governmental accounting standards and generally accepted accounting principles and practices to University and auxiliary financial activities. Duties include but are not limited to:
• Perform services such as account management, expenditure processing, budget management, compliance and audit oversight; serve as the liaison with funding agencies and various University offices. Manage the financial tracking of projects including grants and contracts within specific guidelines; this includes coordination with principle investigators, internal staff and managers, and external agencies. Analyze and review documents, including grant-funded new hire forms and payroll expense reports, to determine availability of funds, adherence to budget, allowability, allocability, and compliance with agency and accounting regulations and policies. Evaluate complex accounting situations and recommend appropriate accounting treatments with system implications. Audit, analyze and verify fiscal records and reports from the general ledger accounts. Perform general ledger review and budget analysis and suggest solutions to project challenges. Maintain compliance of financial rules and regulations such as OMB 2 CFR 200 and related circulars, and provide assistance in audits of grants and contracts. Prepare federal single audit schedules and supporting documentation (i.e. Forms 270 and 425), analyze and resolve discrepancies. Provide post award tasks including chart field set up, recording and maintaining budgets for sponsored programs, entry into and maintenance of the CFS sponsored programs database, financial tracking including cost share on grants with matching requirements, journal entries, agency billings, and internal/external programmatic and financial reporting for federal, state and local government grants. Ensure that contract deliverables are met and that sponsor agency and CSU policy for conflict of interest, effort reporting, record retention, and disposition of equipment is followed.
• Participate in month and year-end accounting close processes including journal preparation and entry, analysis, evaluation and interpretation of financial data, balance sheet and income statement preparation and analysis in assigned areas of responsibility; provide recommendations for problem solving as appropriate. Calculate and prepare indirect cost recovery allocations; monitor grant revenue and expenditure transactions for accuracy to eliminate possible cost overruns. General ledger account reconciliations and analysis with timely completion of reconciling items. Analyze detailed transactional general ledgers to determine and construct year-end journal entries to facilitate the recording of expenses in the appropriate fiscal year. Accounting activities may include analysis and evaluation of complex accounting treatments and situations involving multiple feeder systems. Reconciliation of PeopleSoft subsystem to general ledger. Year-end accruals, related reversals, and required reporting. Attend campus and system-wide trainings to improve skills and knowledge base related to grant and accounting processes.
• Maintain computer system processes for financial systems including feeder systems. Develop, process and interpret system-generated data resulting in Excel, Brio and other financial reports as necessary and in accordance with policies, procedures and generally accepted accounting standards. Prepare financial and statistical reports and be able to explain reports generated from data warehouses. Create various reporting models to provide financial data to stakeholders and management.
• Work independently and be able to apply theoretical knowledge to develop recommendations and conclusions and assume the direct responsibility and accountability for the work results and project management of a large volume of complex and restrictive grants/contracts for the lifecycle of each award. Use independent judgement and discretion while performing administrative and analytical work, policy research, analysis and evaluation related to grant and contract fund movement, including but not limited to fiscal and budget analysis, financial management, accounting, compliance, and problem solving. Be able to multitask, prioritize, work with minimal supervision, and be self-directed to perform work in various situations where numerous diverse demands are involved.
• Maintain effective working relationships and work collaboratively with sponsor agencies and directors, campus community, faculty, staff and others. Central point of contact for Program Directors and their staff on all post award issues, policy/procedural matters, and compliance based on the terms and conditions of an award. Collaborate and provide follow-up with departments and responsible parties for resolution of reconciling items or process problems. Disseminate information to the campus regarding grant and accounting practices and procedures by scheduling meetings to interpret, clarify and explain grant/contract guidelines and compliance. Provide one-on-one training to educate Program Directors and their staff on how to generate and read financial statements, queries and drill-downs. Consult with Program Directors regarding scope of work and budget in order to assist with determining employment needs, purchasing requirements, account status, and availability of funds. Coordinate with the Office of Research and Sponsored Programs when contract modifications and/or budget revisions are needed while at the same time demonstrating a knowledge of the principles of budget development and maintenance and an understanding of legal, financial, and administrative concepts.
• Prepare and analyze audit documentation as needed for internal and external audits and investigations. Prepare financial reports based on internal and external requirements. Create new report formats as necessary. Crosstrain and provide backup for other Accountants. Other duties or projects as assigned.

MINIMUM QUALIFICATIONS:
• Education: Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and additional experience which provides the required knowledge and abilities.
• Experience: Equivalent to two years of progressively responsible professional accounting experience.

PREFERRED QUALIFICATIONS:
• Experience/working knowledge of governmental and/or non-profit accounting methods and related laws, rules and regulations.
• Experience with higher education and its related auxiliary organizations.
• Ability to learn and apply laws, rules and procedures related to governmental accounting relative to an assigned area of responsibility; interpret and follow instructions and policy guidelines.
• Ability to predict the effects of changes in operating programs.
• Demonstrated ability to provide consultative services to campus administrators in resolving accounting problems; ability to recommend changes in the accounting system or procedures.
• Knowledge of policies and principles related to federal and state reporting and compliance as well as Office of Management and Budget (OMB) 2 CFR 200 and circulars.
• Knowledge of laws, codes and requirements governing grant-sponsored administration and University-level funding.
• Experience with budget development, fiscal record keeping, and practices of organization and administration.
• Demonstrated ability to train, guide and assist other employees in related areas of responsibility.
• Demonstrated ability to manage financial projects or financial aspects of grants.
• Demonstrated experience and ability to direct the work and monitor the day-to-day financial activities of: (1) an entire accounting system of a relatively small unit; (2) a major segment of a somewhat larger accounting system (e.g. general accounting); (3) a relatively narrow and specialized segment of a complex accounting system dealing with work assignments appropriate to this level (e.g. campus auxiliary operation).
• Demonstrated ability to analyze accounting sub-systems and reconcile to general ledger.
• Ability to operate a 10-key calculator.

SPECIALIZED KNOWLEDGE, SKILLS, AND ABILITIES:
• Thorough knowledge of Generally Accepted Accounting Principles (GAAP).
• Thorough knowledge of office methods and procedures. Thorough knowledge of statistical and mathematical presentation of data.
• Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.
• General understanding of internal control methods.
• Working knowledge of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements.
• Ability to interpret and follow instructions and policy guidelines.
• Ability to analyze financial and statistical data and draw conclusions. Ability to apply accounting principles to the analysis of complex accounting problems.
• Ability to analyze and interpret accounting data. Ability to prepare clear, accurate financial statements and reports.
• Ability to utilize problem-solving techniques in finding solutions to complex accounting problems. Ability to understand and apply applicable rules, regulations, policies, and principles.
• Ability to make decisions and recommendations regarding accounting activities. Ability to establish and maintain effective working relationships with others.
• Ability to communicate effectively with others inside and outside the unit, including conveying technical information to non-Accountants.

SALARY RANGE: $4,161 - $7,796 per month plus excellent paid benefits. (Anticipated salary will be 4,161 - $4,577 per month, depending on the qualifications of the successful finalist.) The California State University offers a premium benefit package that includes, but is not limited to, outstanding vacation, health, dental, and vision plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.

History

The California State Legislature established Stanislaus State College in 1957 as the 15th campus of the California State University (CSU) system. The first classes were conducted in September 1960 in buildings at the Stanislaus County Fairgrounds in Turlock, located in the state’s fertile Central Valley. The college moved 1.5 miles north in 1965 to its permanent 228-acre site following construction of its first major facilities. The picturesque current site of the University is graced by 35 modern buildings, and with more than 4,500 trees, representing 50 species, it is the region’s largest designated urban forest.

The initial classroom building housed facilities for art, music, drama and the sciences in addition to providing classrooms for lectures. The library, a companion project to the classroom building, was later named the Vasché Library in memory of the university's founding president, Dr. J. Burton Vasché. In 1985, the college was officially renamed California State University, Stanislaus by action of the State Legislature and the Board of Trustees of the California State University. A renovation of the Vasché Library is in the design stages. In addition, a student funded $52 million student center renovation project is underway, with the new facility scheduled to open in spring, 2020.

Our 10,003 students (8,521 FTEs) are served by 1,896 employees, including 645 faculty (252 tenure or tenure track), providing a student-to-faculty ratio of 22:1 and a tenure density of 60.4%. More than 80% of full-time faculty members hold doctorates or terminal degrees in their fields. The University’s primary service area is a 10,000-square-mile region that encompasses Stanislaus, San Joaquin, Merced, Mariposa, Tuolumne, and Calaveras Counties. Widely recognized for its quality academic programs, Stanislaus State is regionally accredited by the Western Association of Schools and Colleges and has earned 12 specialized accreditations, including the College of Business Administration, College of Education, Kinesiology and Social Work, and nursing, art, theater and music programs

Serving the San Joaquin Valley, the University is a critical educational resource for the six-county region of approximately 1.5 million people. The University offers a rich mix of 43 undergraduate majors and 23 graduate programs (15 master’s programs, seven post-graduate credentials and a doctorate in educational leadership).

Stanislaus State also operates an off-campus center at University Park in Stockton, 43 miles northwest of the main campus, with a current enrollment of almost 650 students.

In 2009, the Board of Trustees approved the new Campus Master Plan Revision and certified the Final Environmental Impact Report, which had not been reevaluated since 1968.  The new master plan envisions the future growth of the campus to serve 12,000 FTE students, while maintaining the quality and character of the campus environment.

Home of the Warriors, Stanislaus State fields 14 men’s and women’s athletic teams that compete at the NCAA Division II level. The Warriors have claimed 12 national championships in men’s golf and two in baseball, in addition to the 24 individual national titles won by Warrior athletes.

Over the years, Stanislaus State has developed into a major presence in the region and continues to play a prominent role in the economy of the Central Valley.

Stanislaus State has received many recent accolades, recognizing the University for its quality, affordability and access. For example, the U.S. Department of Education placed Stanislaus State on its 2016 list of institutions notable for advancing student outcomes, National Public Radio (2016) ranked Stanislaus State #5 in the nation for upward mobility of its students, Washington Monthly (2018) ranked Stanislaus State the #1 “Bang for Your Buck” four-year college in the West Region and Money Magazine (2018) ranked Stanislaus State in its national “Best Colleges for the Money” category for the 23rd consecutive year, moving the University into its top 50. In addition, the University has been selected as one of the country’s top 384 colleges by The Princeton Review for 13 consecutive years and U.S. News & World Reports ranked Stan State among the top 10 public universities in the Western region in 2018, in addition to being ranked #48 overall. Many national rankings have recognized Stanislaus State’s excellence for many years, including several publications that have ranked Stan State consistently high for more than a decade.
