PreAward Manager, Sponsored Programs Job Number Full/Part Time Schedule Salary 201904110621 Full Time 8AM - 5PM $84,500 - $166,500 Position Information The PreAward Manager for Sponsored Programs (PAM-SP) works independently and proactively with decision-making responsibility under the general consultative direction of the Assistant Vice Chancellor for Sponsored Programs (AVC-SPA). The PAM-SP is responsible for managing the proposal review and submission activities of a team of Research Administrators in Sponsored Programs Administration (SPA), who provide support, advice, and sponsored programs services to the UCR research community. Additionally, the PAM-SP is responsible for performing advanced analyses of exceptional award terms and negotiates sensitive and complex sponsored programs matters and agreements. The duties of the PAM-SP include, but are not limited to: (i) providing guidance to, and responding to questions from, Research Administrators in SPA, other campus departments, and researchers with regard to all aspects of the proposal process; (ii) tracking all proposals received in SPA via the electronic Campus Approval Form (e-CAF), and re-assigning the e-CAFs amongst the Research Administrators in SPA to accommodate absences, workload, and competing proposal deadlines, to ensure timely proposal submissions to sponsors; and (iii) providing training to newly hired or less experienced Research Administrators in SPA to enable such individual(s) to become proficient in conducting proposal reviews and submissions independently. Additionally, the PAM-SP will serve as the lead contract and grant officer for all sponsored programs administration activities associated with UCR's School of Medicine and other departments as may be assigned. Such duties include, but are not limited to, providing contracting services for extramurally-funded clinical research projects and other highly complex agreements requiring advanced analysis; reviewing, endorsing and submitting proposals to sponsors; reviewing required prior approvals for research projects; conducting comprehensive analysis of a variety of highly complex agreements; drafting, negotiating, and executing such agreements with industry (e.g., pharmaceutical companies and contract research organizations), non-profit, state, and Federal sponsors, on behalf of The Regents, in compliance with University policies and applicable Federal and state laws; providing on-going administrative management services during the term of the award (e.g. negotiating and executing award modifications); and interacting with a variety of campus and University of California system-wide offices to facilitate the management, administration and conduct of clinical and other sponsored research. The PAM-SP provides advice to deans, department chairs, center directors, faculty, and staff regarding sensitive, critical and/or highly complex issues, and interprets a broad range of sponsor policies and government regulations. The PAM-SP assists the AVC-SPA and the Associate Vice Chancellor for Research in the development and implementation of short and long-range pre-award administration plans for SPA. Additionally, the PAM-SP participates in the development and delivery of preaward administration training courses.The budgeted hiring range for this position is up to $125,500. Minimum Requirements Demonstrated knowledge of electronic proposal submission processes and funding mechanisms employed by extramural sponsors.
Ability to perform highly complex financial analysis and customized reporting.
Demonstrated attention to detail and accuracy.
Excellent negotiation skills sufficient to arrive at mutually agreeable terms from a less than optimal starting position. Advanced ability to identify complex problems and implement appropriate solutions.
Advanced ability to organize workload in the face of competing priorities and to complete work assignments on a timely basis despite frequent interruptions.
Expert knowledge of pertinent federal and non-Federal sponsor regulations including OMB Circulars, the NSF and PHS Grants Policy Statements, Federal Acquisition Regulation, patent and copyright law, and cost-accounting standards.
Expert knowledge and understanding of the compliance and sponsor policies related to research administration.
Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
Leadership and mentoring skills to develop and oversee less experienced analysts.
Expert knowledge of federal, state and non-profit sponsor regulations, policies, requirements, procedures and areas of interest.
Superior oral communications skills (which demonstrate the ability to effectively convey and explain information, influence outcomes and tactfully deal with diverse people, situations, and ideas) and superior written communications skills (which demonstrate the ability to draft clear, concise correspondence, specifications, documentation, and analytical reports).
Expertise in the areas of fiscal management, human/animal subject compliance, intellectual property, conflict of interest, procurement, property management, environmental health and safety, and human resources (for academic and staff positions).
Demonstrated expert level competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to lead and implement grant writing and other research development resources for the organization.
Expert knowledge of effective grant funding processes. procedure and techniques.
Expert knowledge of techniques for identifying and securing funding opportunities.
Demonstrated skills developing complex large scale research initiatives. proposals and techniques.
Preferred Qualifications Working knowledge of applicable policies, Federal and State regulations, and industry standards relating to contract authority, use of human subjects, research regulatory compliance requirements, subject injury and indemnification, intellectual property, copyright and patent law, confidentiality, publication rights, Federal and California privacy laws (i.e., HIPAA and CMIA), access to records, appropriate overhead rates, coverage analysis, record retention requirements for FDA-regulated clinical trials, and the ability to develop expertise on many such policies, regulations and industry standards.

Avanced knowledge of intellectual property principles, policies, regulations, practices and the technical and legal issues affecting the protection, use and exploitation of intellectual property.

Advanced ability to develop and maintain effective working relationships within a diverse, multicultural, environment.
