The Ohlone College Tri-cities Career Center (Career Center) is an innovative organization that provides career services to students and community members. The Career Center integrates services and resources provided by the Workforce Innovation and Opportunity Act (WIOA) with higher education career development models and serves high school students, adult education students, community college students, college/university graduates, community job seekers, dislocated workers, under represented populations (disadvantaged adults, veterans, people with disabilities, re-entry, low-income, etc.) and employers.
The Career Center also serves as the Alameda County Small Business Development Center (SBDC). The SBDC integrates services and resources provided by the U.S. Small Business Development Administration (SBA) to serve small businesses and aspiring entrepreneurs. The integration between education, workforce, and economic development makes Ohlone College an exciting, innovative, and cutting-edge institution of higher education.
The Director of the Alameda County Small Business Development Center is a member of the leadership team for the Career Center and is responsible for providing direction, leadership, and technical support to successfully operate the SBDC program and related services and resources for businesses and entrepreneurs. The SBDC is categorically funded and follows contractual performance requirements. The SBDC program director plans, organizes, and coordinates the activities of small business development throughout Alameda County. The incumbent will assist in the development of organizational policies and procedures, goals and objectives, and strategic planning. The program director manages internal and external contracting functions, directs program operations, and coordinates budget planning.Knowledge Skills and Abilities
•Principles, practices and techniques of administration and organizational management;

•The needs of the small business community, preferably in Alameda County;
•Practical and theoretical business operation with emphasis on small business growth;

•Deploys cross-sectional collaboration efforts between Ohlone College’s academic and non academic departments/divisions, the Career Center, the community and other stakeholders to serve students/alumni, the business community and entrepreneurs.
•Directs, supervises, plans, develops, implements, manages, and evaluates the delivery of services to small businesses and entrepreneurs in Alameda County.
•Supervises, trains, and evaluates assigned staff and independent contractors serving as advisors to small businesses of Alameda County
•Conducts outreach in-person and online utilizing current marketing tools that include social media, mass media, and mobile communications to identify and attract small businesses, aspiring entrepreneurs, students/alumni and community members thinking about business ownership.
•Cultivates new programming and strategies to support program expansion.
•Negotiates cooperative and participation agreements between the SBDC and public entities and private individuals.
•Provides in-depth business advisement and technical assistance to clients in the areas of business planning, obtaining capital, marketing strategies, financial analyses, and related business operations.
•Analyzes and evaluates client service needs and makes appropriate assignments to SBDC consultants and other resources.
•Represents the college in an official capacity regarding program activities and coordinates
communication with the business community, local economic development agencies, and funders.
•Develops, implements, and evaluates a marketing plan for the SBDC including strategies for program promotion to attract clients and to engage stakeholders.
•Ensures compliance with program activity timelines, evaluation criteria, and reporting requirements in adherence to the Northern California SBDC regional & Ohlone College strategic plans.
•Coordinates the financial administration and operations of the SBDC including developing, implementing, and reporting to ensure the maintenance of SBDC grant funding.
•Delivers SBDC presentations that may include topics related to business and entrepreneurship to students/alumni, community organizations, financial institutions, government entities, and others.
•Coordinates the resources of small business organizations and agencies, chambers of commerce, and local, state and federal agencies, and elected officials to improve service delivery.
•Interprets and maintains compliance with pertinent Federal, state and local laws, and contractual regulations.
•Coordinates SBDC program activities, training opportunities, seminars, and conferences with community partners and Career Center programs.
•Leads staff/team meetings and initiatives pertaining to employers, businesses, and entrepreneurs.
•Integrates SBDC, Ohlone College, and Career Center missions and objectives.
•Oversee and/or facilitate training to small businesses and entrepreneurs in Alameda County related to successful startups, executive leadership, business growth, financial growth, building brand, and/or industry-specific topics.
•Represent Ohlone College and SBDC in official capacity regarding program activities and coordinate communication with the business community, economic development, funders, and related organizations;
•Coordinate SBDC program activities, training opportunities, seminars, and conferences with the Career Center and community partners and programs;
•Refer appropriate businesses/employers to the Career Center for recruiting services and resources.
•Work in collaboration with Ohlone’s academic divisions to ensure appropriate small business education course offering via Contract education, non-credit, and for-credit opportunities.
•Collaborate with academic divisions to offer stackable credentials and certificates appropriate for businesses and entrepreneurs to support enrollment, retention and success.
•Performs other duties as required or assigned
Bachelor’s degree from an accredited four-year college or university with major coursework in business administration/management, public administration, entrepreneurship or related field and three years of increasingly responsible experience.
LICENSES AND OTHER REQUIREMENTS:
•Possession of and ability to maintain a valid California Driver’s license and a safe driving record during the course of employment
•Assignment may include travel, evenings, and/or weekends as needed
•Master’s degree in business administration/management, public administration, or related field.
•Minimum of 5 years in mass media (radio, TV, and online print), marketing and public relations.
•Media Buyer: Marketing, Advertising, Promotion, and Brand Development.
•Business and financial plan development and executable for loan/investment considerations.
•Social Media and Web 2.0 relatable online tools.
•Experience working in higher education, career services and/or business/employer engagement.
