Center on Democracy, Development and the Rule of Law (CDDRL)
Stanford University's Center on Democracy, Development and the Rule of Law (CDDRL), part of the Freeman Spogli Institute for International Studies (FSI), engages in research, training, teaching, and outreach, and organizes intellectual and policy dialogues aimed at increasing public understanding of economic and political development. Founded in 2002, CDDRL collaborates with scholars, policymakers, and practitioners around the world to advance collective knowledge about the linkages between democracy, sustainable economic development, and the rule of law.

The Global Digital Policy Incubator (GDPi) was founded in 2017 with the mission to inspire policy and governance innovations that reinforce democratic values, universal human rights, and the rule of law in the digital realm. Its purpose is to serve as a collaboration hub for the development of norms, guidelines, and laws that enhance freedom, security, and trust in the global digital ecosystem. The overarching question that guides this initiative: How do we help governments and private-sector technology companies establish governance norms, policies, and processes that allow citizens and society to reap the benefits of digital technology for economic development and the exercise of universal human rights, while protecting against the risks for personal, national, and international security?

The Global Digital Policy Incubator provides a vehicle for global multi-stakeholder collaboration between technologists, governments, private sector companies, diplomats, international organizations, academics, and civil society for/towards a shared purpose: to develop norms and policies that enhance security, promote economic development, and reinforce respect for human rights in our global trans-border digital ecosystem. We aim to reinforce existing frameworks of international human rights law and international humanitarian law, but also to lead the way in articulating how to apply these norms and values in a global digital context. Our goal is to facilitate the development of policies and processes that meet the societal challenges that arise from digitization and technological innovation.

Job Summary
The position involves aspects of program research and program support. Candidate must possess a keen awareness of global digital policy and governance challenges in the digital ecosystem, especially as it pertains to the application of international human rights law and principles. Candidate must be familiar with frameworks for multi-stakeholder cooperation and policymaking in the digital ecosystem, including “Social Media Council” models for governing content on private sector digital platforms. Candidate must possess awareness of the normative dimensions of multi-stakeholder processes to achieve accountability and legitimacy for governments and private sector companies.

The academic program professional will collaborate with the GDPi team to develop research and program priorities, assist with research on topics salient to current and future program activities, develop program implementation plans, assist in coordinating program events, and support GDPi's Associate Director for Program, Associate Director for Research , Principle Investigator, and Executive Director's activities and research. In addition, the academic program professional will publish content including blog posts related to GDPi themes and programs, and assist in making GDPi research and resources publicly accessible.

The possible themes of individual and collective research in the program include the following:
1. Multi-stakeholder models of governance in the global digital ecosystem.
2. “Social Media Council” models for governance of content on global digital platforms.
3. The potential role of international human rights standards in governing artificial intelligence.
4. Government regulation of digital platforms, and the implications for human rights.
5. Private-sector digital policies that impact the exercise of human rights.
6. The role of international human rights norms in countering digital disinformation by state and non-state actors.

Work under the direction of faculty or other management to implement and administer the vision, strategy, and goals of the assigned academic entity/program(s) utilizing specialized/technical knowledge.


  • Oversee and administer research activities by evaluating academic programs, making recommendations that impact policies and programs, and coordinating and implementing changes.
  • Collect and analyze data, create reports, review and explain trends to determine program effectiveness; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program.
  • Teach and/or assist in the teaching and administration of courses. Create and/or advise in the development of curriculum. Make recommendations for course improvements.
  • Write and edit content for proposals, peer-reviewed publications, and other program activities under the general direction of PI. Assist with the development of research grants, (i.e., may suggest new funding opportunities, write portions of grants, and/or summarize data for grant support).
  • Represent the program or function as the key contact and subject matter expert within the department, unit or school and develop communications for internal and external constituencies. Organize and/or participate in outreach activities such as events, partnerships, fundraising, training, and conferences. Lead workshops and facilitate meetings.
  • Monitor expenses, budgets, and finances of the program. Make recommendations on funding based on program spend.
  • May oversee and train student workers.

Education & Experience:
Bachelor's degree and two years of relevant experience or combination of education, training, and relevant experience. Advanced degree may be required for some programs. Program administration and or research experience may be required.

Knowledge, Skills and Abilities:
  • Demonstrated oral, written, and analytical skills, exhibiting fluency in area of specialization.
  • Ability to oversee and provide basic direction to staff.

Certifications and Licenses:
  • For teaching jobs, advanced degree or certification may be required for some programs.

  • Frequently stand/walk, sitting, grasp lightly/fine manipulation, perform desk-based computer tasks.
  • Occasionally use a telephone, writing by hand, lift/carry/push/pull objects that weigh up to 40 pounds.
