PRINCIPAL PURPOSE OF JOB:  

The Director of the B.R.E.D.S. Office for Enrollment & Scholarships is responsible for all aspects of supporting the enrollment management process that connect students to financial aid and scholarship services and ensures accurate, prompt and effective service delivery to students and oversees all aspects of student recruitment, retention, and scholarships for the university. This position is responsible for attracting, marketing, and the promotion of prospective new students to the University community externally and internally across colleges and departments. The incumbent is expected to make daily operational decisions independently.   

The Director will work collaboratively with the Director of Financial Aid, the Director of the Bursars Office, the Registrar, the Vice Provost of Academic Services, the Offices of Student Life and Student Support Services and Engagement, University College, and with all University leadership and colleagues to deliver successful enrollment outcomes for the University. The Director’s leadership role will provide for assuring the efficiency and effectiveness of student scholarship service delivery, enrollment management, develops policy, monitors, reviews regulatory guidelines and provides updates in alignment with research and development for funding scholarship and enrollment expansion opportunities.      

SCOPE OF RESPONSIBILITY: The Director of the B.R.E.D.S. Office for Enrollment & Scholarships is responsible for establishing the University's Strategic Enrollment Management Plan, overseeing its successful execution, and the monitoring and assessment of initiatives to ensure the University meets its enrollment goals in support of the strategic plan and works in full collaboration across all units of the University in support of student loans, scholarships and grants-in-aid, and financial aid related activity for meeting milestones and timelines imposed by internal and external constituency. The Director provides University-wide leadership to promote, recruit, assess, enroll and retain diverse student populations through the appropriate application of both internal and external scholarship funds. The Director of The B.R.E.D.S. Office is responsible for building strategic partnerships with all units of the University faculty, deans, and secondary education, career path industries and workforce partners to establish measurable outcomes for success in alignment the goals and objectives of the strategic plan.      

JOB FUNCTIONS:   

•Provides leadership and direction for recruitment, enrollment management, and scholarship operations and executes a customer service-oriented strategy for communicating, corresponding and tracking prospective students from lead qualification and cultivating relationships through registration. 

•Develops, implements, and evaluates office policy, procedure, user documentation, training materials, guidelines, and materials in various mediums to support scholarship activities related to recruitment, enrollment, and scholarship programs to ensure compliance with Federal, State, and the preparation of the department's Policies and Procedures Manual in alignment with University guidelines. 

•Develops, implements, and assesses short- and long-term strategic planning designed to meet strategic goals related to recruitment, enrollment, and scholarship initiatives and develops and executes effective and just-in time enrollment reports to communicate enrollment forecast, progress, and action plans to the AVP of Business Operations and EVP of Finance and Administration. 

•Work cooperatively with Athletic Compliance Director to resolve and monitor compliance-related matters through standardized reporting structures across multiple offices including the Foundation and Business offices. 

•Identifies high enrollment yields from secondary education and develops a secondary education recruitment plan with admission and enrollment targets. Identifies new recruiting territories to foster relationships in unlikely places, especially cities that have significant African American populations in states that do not have an HBCU; Minnesota (Minneapolis), Wisconsin (Madison, Milwaukee, Green Bay), Nebraska (Omaha), Iowa (Des Moines, Waterloo), and more. Test new markets with new recruitment tactics. 

•Develops understanding of scholarship/Financial Aid systems that guide students through successful completion of the scholarship application as it relates to Financial Aid and manages scholarship processes and grant programs in collaboration the Financial Aid Office, Bursar Offices, Registrar, and other units of the University while serving as a liaison to academic departments, institutional advancement, institutional research, and student scholarship related matters; designing a unified approach to all scholarship initiatives through sound business rules and protocols for awarding and tracking scholarship awards selecting and tracking students. 

•Ensures compliance with statutory and regulatory requirements in all enrollment and scholarship programs with all donor agreements and university policies, working in conjunction with the campus community though key performance indicators year-end reconciliations of scholarship portfolios and participate in Scholarships Planning Committee for continuous scholarship distribution improvement. 

•Identifies KY workforce needs and link programs of study to employment promise. Utilize employment promise as an enrollment management tactic and the driving forces that compel students to enroll into KSU and reduce enrollment barriers. 

•Support the planning and implementation of cutting-edge technology (dynamic web content, cell phone blasts, text messages that entice student success information and student testimonies) to disseminate information about KSU to prospective students.  

•Develops and deploy early admission processes to conditionally admit high school students during their junior year.    

•Research, develop, and implement a robust AP transfer and cross enrollment agreements with area high schools; more importantly, in full collaboration with all KY community colleges (Bluegrass Community and Technical College, Jefferson C & TC, Elizabethtown C & TC), and offer early conditional admission to highly-qualified Community & Technical College students, and automatic admission to graduates that meet valid and reliable admission metrics. 

•Coordinates with external agencies in developing new funding and scholarship resources for the University and coordinate the implementation of special outreach projects, including but not limited to the Thurgood Marshall Scholars and the Gates Millennium Scholars program. 

•Conducts presentations and provides professional learning and development guidance for students as it relates to recruitment, enrollment, and scholarship processes. 

•Manages the maintenance, retention, and imaging of records as required by federal guidelines. 

•Promotes equity, diversity, and inclusion in support of existing University programs designed to foster welcoming and healthy environment for employees and students. 

•Interviews, hires, provides professional leadership and development, and provides ongoing performance appraisal of B.R.E.D.S. Office staff. 

•Serves on University and external committees as assigned.  

DUTIES:

•Performs other job-related duties as required.   

QUALIFICATIONS:   

•Bachelor's Degree and two to three years' related experience required. 

•Experience in enrollment and scholarship in higher education administration preferred.

 •Banner experience is a plus •Excellent organizational, written and oral communication skills 

•Experience organizing, analyzing and reporting data from multiple sources Preferred Qualifications: The preferred candidate will possess the following additional qualifications: 

•Experience with Enrollment Management Systems & Processes, Scholarships and Federal Student Aid/Awards 

•Experience with Banner, Parchment, and CRM Systems 

•Experience in Higher Education.

•Knowledge of comprehensive student databases, CRM systems and information systems along with demonstrated ability to hands-on expertise in the development, management, understanding, and maintenance of complex data models used for the analysis of admissions/recruitment data as well as familiarity with federal, state, and intuitional aid programs and regulations. 

•Ability to manage diverse tasks with frequent interruptions, meet deadlines with competing demands and possess excellent time management, communications, decision making, presentation and organization skills. 

•Extensive experience in a student services environment, and a strong commitment to customer service with students, colleagues, and community partners.  

•Experienced in the preparation and implementation of a divisional budget. 

•Demonstrated commitment to equity, diversity and inclusion. 

•Demonstrated experience managing and leading a team through change. 

•Leadership skills and the ability to plan and direct large-scale projects and assignments. 

•Considerable knowledge of University organization, operations, policies and procedures. 

•Thorough knowledge of information/enrollment management systems, specifically student scholarships and student aid resources. 

•Ability to plan and organize and effectively manage multiple assignments. 

•Proven effective leadership and supervisory skills. 

•Ability to build and manage productive relationships with external vendors and partners.

Institutional Admission Standards
Kentucky State University shall admit students to the institution under selective admission standards to which exceed the minimum guidelines established by the Council on Higher Education, with only limited exceptions. Institutional policy for admitting under-prepared students, including the removal of academic deficiencies within a specified time frame. Through this approach, the University seeks to provide broad access and high-quality programs.

Degree Levels
Selected associate and baccalaureate degree programs shall be oriented toward liberal studies and selected career opportunities related to state government services. Kentucky State University shall offer selected master's degree programs based on demonstrated need, with priority given to a public administration curriculum to meet the needs of state government.

Strategic Directions/Program Priorities
The University shall focus on liberal studies programming. Drawing upon its African-American heritage, the University will promote the values and methods of interdisciplinary and multicultural education in its liberal studies offerings. All students shall participate in common curricula that explore the liberal studies. Drawing upon the multicultural strengths of the University, emphasis shall be placed on preparing minority students for careers in education and in other selected professions including business, computer science, nursing, human services, and public services. These strategic priorities translate into a core of liberal arts baccalaureate degree programs, in addition to degree programs at the associate [A], baccalaureate [B], and master's [M] levels that may include the following: education [B]; business [B]; computer science [A,B]; nursing [A]; home economics [B]; human services [B]; and public administration [B,M].

Enhancement of Instruction
The University shall emphasize teaching. Meeting student needs shall be paramount. The University shall focus on the needs of its students, which include, but are not limited to, full-time and part-time residential students, commuting students from its primary service area, and state governmental employees.

Service and Research Functions
Kentucky State University, as the 1890 land grant institution in the system, shall carry out its responsibilities under federal law and participate fully in appropriate U.S. Department of Agriculture programs, in accord with the mission of the University.

Kentucky State University shall be the major repository for the collection of books, records, and artifacts relative to the history and status of African-American citizens of the Commonwealth and elsewhere. The University shall make such materials available for casual and scholarly study.

Kentucky State University shall focus on meeting the applied research and service needs of state government.

Collaborative Ventures
The priority master's degree program offered by Kentucky State University shall be carefully articulated with related doctoral programs offered by the doctoral-granting institutions in the system. The University shall develop and employ telecommunication resources to communicate with other institutions in the fulfillment of its mission. Curriculum development shall emphasize the transfer of credits form other institutions toward degree completion.

Strategic planning resulting in the elimination of duplicative or non-productive programs is essential while the development of carefully selected new programs compatible with the mission is appropriate. Measures of quality and performance shall be the foundation of the University's accountability system which promotes the continuous improvement of programs and services.
