SUMMARY PURPOSE OF POSITION: The Budget Coordinator manages the administration of the campus operating budgets throughout the annual budget cycle. Prepares routine and ad-hoc reports, analyzes financial data, and develops and maintains necessary information resources (both computerized and reported). The incumbent works closely with campus budget staff and interacts with President’s Office and financial staff. Provides financial management information to the Budget Director in support of University short and long-term financial planning activities/goals. The incumbent works as part of a budget team to provide timely and accurate analysis and information as well as excellent customer service. Follow the University’s best practices to build and/or support student academic success and retention and assist in meeting strategic objectives for persistence and timely graduation of all the student population.

EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:

Transactional:

  • Oversees ongoing budget transactions for campus.
  • Establish budgetary accounts, setting up reserve accounts, reporting/explaining expenditures to budgetary managers, and producing reports upon departmental request.
  • Budgetary:

  • Coordinates and collaborates with each relevant department regarding all budget issues including but not limited to development, projections, tracking and monitoring of budgets. Retain, review and maintain related documentation.
  • Assists in the development of the annual operating budget using historical expenditure levels and overall budgetary assumptions both internal and external, and other methodologies developed by the Administrative and Fiscal Services department. Maintains documentation used in the development of the operating budget.
  • Participates in the annual campus based internal budget process.
  • Participates in campus/systemwide wide budgeting activities.
  • Compiles and analyzes departmental budget submissions.
  • Oversees and participates in the input of departmental budgets to computerized accounting system.
  • Serves as campus resource for budget issues.
  • Monitors capital expenditures against an annual DCAM allocation budget.
  • Establish reserve accounts for expected expenditures.
  • Provide departmental budget information for campus and regulatory presentations.
  • Reporting

  • Verifies the accuracy of and interpret financial data with computer systems and in consultation with campus and central administration financial and budget staff.
  • Gathers information and prepare analyses for presentation to management on historical budget, financial and other information.
  • Generates, reconciles, and distributes monthly budget reports.
  • Tracks operational, special account and capital budgets. Produces monthly budgetary reports showing departmental performance using PeopleSoft, Axiom budget software, and/or other University budget systems.
  • Alerts Director and works with budgetary managers in areas where over spending has occurred.
  • Creates monthly budget updates through PeopleSoft, performs various budgetary functions to relate reports to departmental budget.
  • Prepares standard and ad hoc management reports.
  • Participates in the development of quarterly financial reports and 5-year projections.
  • Assists in the development of management narratives and statistical reports.
  • Prepares and delivers oral presentations when necessary.
  • Data Management

  • Develop & maintain databases for summarizing, information at account, department, campus, and University levels for monitoring actual performance against budgets.
  • Maintain and review budget data on University financial systems (PeopleSoft Financial, SUMMIT, Axiom, and Human Resources Systems).
  • Collaborates with other professional and classified staff on system related issues.
  • Actively engaged in the planning portion of the PeopleSoft budget module. Works with the Central UITS to define and detail the needs of the Budget Office from PeopleSoft and AXIOM.
  • Provide campus wide training relating to University Financial Systems, and other University business models as needed.
  • Analytical

  • Analyzes monthly financial reports and prepares executive level summary for management.
  • Prepare Ad hoc analysis / reports as needed.
  • Develops complex financial reports for forecasting, trending and results analysis. Analyzes complex financial data and extracts and defines relevant information, interprets data for determining past financial performance and / or to project financial forecasts.
  • Prepares scenarios to identify implications of budget assumptions.
  • Performs fiscal and statistical analysis of key aspects of university budgets as needed.
  • Researches trends within the higher education environment, to determine any financial implications and impacts on the organization.
  • Analyzes budget patterns and project expenditures.
  • Procedural

  • Participates in the formulation of budget policies and procedures.
  • Recommends changes to existing and approved policies for adherence to compliance with campus and State policies and procedures.
  • Develop standard operating procedures for assigned duties.
  • Work with IT staff to implement system modifications.
  • Other

  • Assume a leadership role in the development of unrestricted funds budgets.
  • Coordinate communications and activities in response to requests for financial information from the University President’s Office.
  • Provide updates to Budget Department web site as needed.
  • Analyze, reconcile, and develop procedures for reporting variances to appropriate departments or staff.
  • Research, and report on grants and project spending as needed.

  • MINIMUM QUALIFICATIONS:

    EDUCATION: Bachelor’s degree in accounting, finance or related field.

    EXPERIENCE: Significant (over 5 years) progressively responsible experience developing, projecting, analyzing and monitoring budgets of large institutions.

    OTHER: Must be available to work evenings or weekends as projects dictate. Off campus travel as needed.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Extensive knowledge of budgeting and accounting principles.
  • Proficiency with Excel.
  • Ability to interpret complex data and information without supervision.
  • Ability to supervise and coordinate the work of others.
  • Ability to become proficient in other microcomputer applications (databases and data retrieval and reporting software).
  • Excellent oral and written communications skills and ability to communicate effectively with all levels of management.
  • Detail oriented with excellent organizational skills.
  • Ability to work on multiple projects simultaneously.
  • PREFERRED QUALIFICATIONS:

  • Master’s Degree
  • Knowledge of PeopleSoft Financial Modules.
  • Budget Experience in a public institution of higher education.
