DESCRIPTION

UC San Diego Health is dedicated to providing the highest quality patient-centered primary and specialty care. We are the region's only academic medical center and have a tripartite mission of clinical, research and teaching excellence. We offer subspecialty expertise and innovation to patients whose medical issues go beyond the scope of traditional community hospitals.

Our facilities include two university hospitals, a National Cancer Institute-designated Comprehensive Cancer Center, Shiley Eye Institute, Sulpizio Cardiovascular Center, and several outpatient clinics. UC San Diego Medical Center in Hillcrest is a designated Level I Trauma Center and has the only Burn Center in the county.

Reporting directly to the Chief Administrative Officer and in close collaboration with the Chief Nursing Officer, the Senior Director will lead and direct all facets of perioperative and procedural services for UC San Diego Health.

This position provides administrative oversight to a number of clinical services departments (medical, diagnostic and therapeutic, inpatient and outpatient) within the organization. Administrative oversight includes developing objectives and policies, reviewing organization's budget, evaluating performance of departments under direction as well as performance of key management personnel, and evaluating requests for new or additional services or programs. Activities will also include contributing to strategic planning and directing all activities of clinical professional services departments through subordinate management staff.

Duties and Responsibilities: Oversees the daily operations of 40,000+ surgeries and procedures annually across five sites for UC San Diego Health. Holds the responsibility across full continuum of care from pre-op clinic visit through post-op and recovery. Responsible for the Quality, Service, Efficiency, Staffing and Financial daily performance of perioperative and procedural departments, as well as meeting institutional goals in those areas.

Position is responsible for the development and management of annual budgets and financial performance across services, representing the organization in system-wide meetings and with the external market, evaluating clinical services to ensure achievement of stated goals/objectives and reviewing/approving recommendations for operational planning and new programs. Through subordinate managers, oversees a program that has critical impact upon the medical center organization as a whole. Holds significant responsibility for formulating and administering policies and programs, managing significant human, financial, and physical resources, and functions with a very high degree of autonomy. Also through subordinate managers, oversees the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets.

This position participates with executive leaders, department chairs, and chiefs to establish strategic plans and business development objectives for a portfolio of clinical professional services. Key Responsibilities: Instills strong management practices among subordinate managers in attaining fiscal goals, leading and motivating staff, process improvement, and program development. Develops and coordinates budgets of portfolio departments. Monitors fiscal requirements and reviews budgetary recommendations. Verifies, reconciles, and manages fiscal performance.

Prepares financial analyses to optimize financial planning. Partners with executives, department chairs, and chiefs to develop programs and business strategies that deliver high quality, efficient, cost-effective, integrated services. Integrates clinical program with faculty practice and related departments. Leads quality and safety initiatives. Ensures compliance with accreditation and regulatory standards, quality guidelines, and organizational policies and procedures.

Fosters an environment of continuous quality improvement. Provides leadership to subordinate managers in establishing goals, setting objectives, and establishing priorities. Conducts performance evaluations and facilitates professional development opportunities. Serves as an advisor to leaders and maintains collaborative relationships with administrative, clinical, and service departments. Develops strong, positive working relationships with external agencies, other academic medical centers and healthcare institutions. May engage in outreach activities and referral networks to ensure effective partnership.

MINIMUM QUALIFICATIONS
  • Bachelor's or Master's Degree in Nursing required.

  • Registered Nurse in the State of California.

  • Eight or more years of relevant experience, including substantial experience within a multi-site perioperative services.

  • Experience and proven success in hospital operations in a multi-hospital setting; knowledge of appropriate professional standards for the multidisciplinary team.

  • Senior management experience in a complex healthcare organization.

  • Knowledge and experience with Operating Room equipment and supplies.

  • Excellent verbal and written communication skills, as well as exceptional interpersonal communication skills and ability to build rapport across all levels of the organization.

  • Proven ability to lead and manage through influence and change.

  • Ability to manage multiple projects and appropriately prioritize.

PREFERRED QUALIFICATIONS
  • Master's Degree in Nursing, Health Administration or relevant field.

  • Twelve or more years of relevant experience, primarily within perioperative services.

  • Experience in an Academic Medical Center.

  • Knowledge of federal and state laws and regulations such as: Knox-Keene Act, Federal HMO Act, Nurse Practice Act, The Joint Commission, Medicare and Medi-Cal.
