The Altman Clinical and Translational Research Institute (ACTRI), an organized research unit at UCSD, was established to provide education, training and infrastructure for clinical research in the San Diego area that encompasses four hospital systems, two universities and four biomedical research organizations. The mission of the ACTRI is to create an environment that advances health care through interactions between basic scientists, clinical investigators, community physicians, and patients.
Under general supervision of the finance manager, the incumbent provides financial management, administration, and reporting for the ACTRI. The incumbent resolves variances, identifies problems, formulates and makes recommendations in accordance with departmental, university, and agency regulations. Act as liaison with OCGA, OPAFS, General Accounting, OGSR and other central departments for the acquisition and administration of research funding. Provides sound fiscal advice, assists and guides faculty and department support staff.
Responsible for the fiscal and administrative management process from the beginning to the end for ~15 pilot projects funded annually by ACTRI, including pre-award budget projections and proposal review, to allocation and closeout. Works closely with the Principal Investigators (PIs)/ Department Managers in reviewing and monitoring the fiscal status of funding sources including assigned clinical trials, making recommendations and offering solutions to resolve fiscal matters. Prepare reports and proposals including annual reporting to the NIH and NIH competitive renewal applications.MINIMUM QUALIFICATIONS
A Bachelor's Degree in related area; and/or equivalent experience/training.
A minimum of two (2+) or more years of relevant experience.
Working knowledge of finance policies, practices, and systems. Demonstrated success in accurately creating budgets and financial forecasting.
Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments. Ability to problem-solve and think critically and creatively.
Strong ability to effectively present information verbally and in writing clearly and concisely. Ability to provide accurate and regular reports and information on financial conditions.
Proficiency using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports. Strong with Excel and Microsoft Office Suite.
Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.
Solid interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail.
Demonstrated ability using organizational skills to multitask in a high volume environment.
