The Institute for Biomedical Sciences is an innovative, forward-thinking, leading multidisciplinary research and education institute dedicated to advancing fundamental and innovative biomedical research that improves human health as well as educating and training future generations of leading biomedical scientists and health professionals related to biomedical sciences. The Institute is comprised of the Center for Inflammation, Infection, & Immunity, Center for Microbial Pathogenesis, Center for Translational Immunology, and Center for Molecular & Translational Medicine, with over $18-20 million in grant funding per year from the National Institutes of Health and other federal funding agencies. The Institute is seeking a College Finance Officer to serve as the financial administrator that will be responsible for managing financial affairs.  The scope of responsibility will include these specific areas/duties but is not limited to the following,

Administrative Duties

  • Approving purchase requisitions, vouchers, and journals within the spectrum of the Director's Office and its units

  • Advising units on workflow approval procedures

  • Effectively managing financial aspects of research activities within IBMS, including the monitoring of pre- and post-review of grant proposals, contracts and/or subcontracts by Grant Officers

  • Monitoring and implementing expenditure review process in IBMS; approving access to financial systems such as Spectrum and GSU Foundation; preparing budgetary analyses as needed by the Director

  • Assisting in annual budget preparation; preparing and submitting budget amendments for IBMS throughout the year

  • Resolving issues involving IBMS fund codes and GSU foundation accounts

  • Overseeing the Business Manager position(s) responsible for reviewing, reconciling and auditing research accounts

  • Implementing new or revised practices with regards to financial policy or procedural changes, as needed reamining knowledgeable of changes in financial policy, procedure and systems at GSU and the USG Board of Regents.

Faculty Research Accounts and DS&S Accounts Administrator

  • Responsibilities will include setting up speedtype and budgets for department accounts to creating and tracking faculty research accounts. This also consists of setting up budgetary lines for personal and non-personal services, track spending for their research needs and daily changes for all expenses

  • Services accounts on an annual basis and makes some accounts inactive as needed throughout the fiscal year to assist the University to prepare for its annual audit.

Financial System Administration & Monitoring

  • Supervision and approve financial transactions in Spectrum and PantherMart systems

  • Work with Spectrum office to establish new users and establish a financial workflow for approvals

  • Work with various units of Financial Affairs including Budget and Planning, Account Services, Disbursements, GSU Foundation and Research Financial Services to resolve problems and ensure budgetary controls

  • Journal entry to correct expense and pay invoices for the Institute

  • Processes approve and submit MSS to provide Human Resources

  • Reconcile all PPA'S (Prior Period Adjustments) for the Institute

  • Works with HR staff to resolve payroll issues and payroll adjustment on behalf of IBMS

  • Will be part of IBMS Operations Committee to report to functional leaders any deadlines, changes in business process or general financial IBMS information

  • Meet with Business managers at their monthly meeting

Sponsored Research Project Financial Support

  • Support Sponsored Research Projects which will include working closely with the Institute and University Research team for ensuring all personnel and non-personal expenses have met their deadline since these projects are not on a fiscal year basis

  • Calculate Indirect Costs for sponsored projects for the Pl's (Principal Investigator) annually

  • Oversight for all budgetary function associated with Cost Share

  • Co-Manage the Business Manager III, Project Manager, and Grants and Contract Officers Ill

State Budgeting & Financial Operations

  • Responsible for the Institutes budgetary and financial operations and will provide budgetary analyses as needed for the Director

  • Development of annual budget for Institute data which includes the input of salaries for all personal and non-personal services

  • Submits quarterly budget amendments

  • Calculating possible budget rollover amounts and sharing with the Asst. Dean of Admin and Finance

  • Monitor personal and non-personal lines for the General budget ensuring all categories are in line with allocation using various budget reports

  • Work with University budget and planning when budget errors occur to resolve immediately

  • Develops implements, maintain and closes out annual budgets including state appropriations/revenue, continuing education, student activities, research admin activities, Indirect costs and residual funds for IBMS

Payroll & Merit Increase Administrator

  • Calculate merit raises for the College employees (Staff and Faculty) and for the distribution of Staff salary letters

  • Responsible for summer payroll for faculty and submission to HR

  • Responsible for completing and submitting and ensuring all titles and salaries are correct and up-to-date for submission

  • Ensures MSS transactions are done by Business Managers and other hiring managers and submits after checking for accuracy

GSU Foundation Funds Administration

  • Monitors GSU foundation web-invoicing for the institute

  • Work directly with the GSU Foundation when departmental budgets are underfunded to correct the issue Immediately

  • Set up Grants & Contracts speedtypes for accounts and budget amendments for state use

  • Yearly set up existing accounts for grants and contracts use

  • Monitors personal and non-personal lines for the education program budgets insuring that all budgets are in line with revenue allocations using various budgets reports and analyses as needed

  • Monitors Continued Education budgets, resolves request, questions and problems concerning funds

  • Responsible for making sure all extra comp, stipends and fee base forms are filled out with the proper information and also budgeted correctly prior to submission to Human Resources for payment to employees

  • Department Coordinator for the Director's Office in the Effort Reporting Systems. Also serves as the Division Head for the Institute to monitor compliance by ISMS units in completing the certification process. Troubleshoots and resolves issues as needed

  • Assigns, pre-reviews and certifies PERS as needed

QualificationsBachelor's degree and three years of budgetary experience; or a combination of education and related experience.
