Definition:
The West Valley-Mission Community College District is seeking highly-motivated individuals to fill the HR Specialist position within the Human Resources Department. This position will perform varied technical duties in a variety of program areas, but will possess specific responsibility in the administration of faculty employment.

Comprised of two colleges, West Valley College and Mission College, we are located in the heart of Silicon Valley. Our staff and faculty are among the most qualified in the state and our students appreciate our two colleges for our friendly staff and supportive atmosphere.

Assignment:
100% of full time, 40 hours per week, 12 months per year, with an anticipated start date of July 15, 2019. Schedule may change to include some evening or weekend hours, as needed. This position is a member of the Confidential Employee Unit.

Work Location:
The West Valley-Mission Community College District office is located on the campus of West Valley College, Saratoga, CA.

Salary and Benefits:

Anticipated Hiring Range:

  • $6,518-$7,120 monthly (Confidential Employee Salary Schedule, Range 49, Steps A-C).

Benefits include:

Minimum Qualifications:

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

1. Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.

2. Equivalent to an Associate’s degree from an accredited college with major coursework in human resources management, general education, or a related field.

3. Two years of responsible experience similar to Human Resources Specialist I with the West Valley-Mission Community College District.

Faculty Human Resource Specialist II

  • Plan, Develop and Perform orientation and onboarding activities
  • Interpret, explain and implement faculty collective bargaining agreement
  • Analyze and Process monthly pay entries for both Full-time and Part-time faculty
  • Maintain faculty personnel records
  • Work directly with the colleges to initiate and process faculty contracts

Although this recruitment is focused on a Faculty HR Specialist, all HR Specialist’s may be called upon to focus their efforts on one of the following areas of HR:

Workforce Planning and Recruitment

  • Implementing the organization’s recruitment strategy
  • Interviewing applicants
  • Administering pre-employment tests
  • Assisting with completing background investigations
  • Processing transfers, promotions, and terminations

Training and Development

  • Conducting training sessions
  • Administering on-the-job training programs
  • Evaluating the effectiveness of training programs
  • Maintaining records of employee participation in all training and development programs

Classification and Compensation

  • Analyzing job duties
  • Writing job descriptions
  • Performing job evaluations and job analyses
  • Conducting and analyzing compensation surveys

Employee and Labor Relations (Union Environments)

  • Interpreting union contracts
  • Helping to negotiate collective bargaining agreements
  • Resolving grievances
  • Advising supervisors on union contract interpretation

Compliance/Risk Management

  • Developing and administering health and safety programs
  • Administer leaves and accommodations
  • Conducting safety inspections
  • Maintaining accident records
  • Preparing government reports as to remain in compliance
