DepartmentReporting to the Director, Academic Planning, Policy, and Research, the Manager, Divisional Research, Analysis, and Assessment is responsible for leading the collection, analysis, reporting, management and strategic use of data that informs the actions of the Division’s academic, administrative and student services units at UTM including the Office of the Dean, the Office of the Registrar, Human Resources, Facilities Management and Planning, Student Life, etc.  The Manager will lead and coordinate data analyses, investigations, research and assessment projects that enable stakeholders at various levels of the organization to make data driven decisions.
This individual will work to support and advance the strategic goals of the university by providing official, comprehensive, timely and user-friendly information for institutional and/or divisional planning, policy formation, decision-making and for the evaluation and assessment of projects, programs and processes.  The incumbent will provide reliable data and meaningful analyses to support strategic planning and administration at all levels of the university, fostering a campus-wide culture of data-informed planning, decision-making and continuous improvement.   Through the provision, coordination, and use of consistent assessment methods and accurate data analyses, the incumbent enables the Divisional administration to plan effectively as well as reliably to evaluate outcomes for new and existing initiatives.  
The incumbent plays a pivotal role in the management of Institutional and Divisional data and analysis at UTM.  The incumbent manages the Divisional Data Hub, providing direction for the use of student related data.  The incumbent leads the administration of the UTBI data cubes at the University of Toronto Mississauga and has oversight for the gathering, analysis and reporting of all student related data at UTM.  In this role the incumbent is responsible for ensuring the consistency in reporting, as well as the integrity, accuracy and timeliness of all reports. Reporting to the Director, Academic Planning, Policy, and Research, while working closely with other senior administrators including the Registrar & Director of Enrolment Management, the incumbent provides informed advice and is able to manage and perform complex data analysis relating to student, faculty, and Divisional planning.  The incumbent will also ensure that data requests from the Office of the Registrar are treated with high priority.
As the leading expert at UTM in UTM Divisional data management and analytics, the incumbent maintains expertise in the collection, management, access, preservation, use and presentation of UTM Divisional data including expertise in a variety of data management technologies.  The incumbent will maintain in-depth knowledge of the various data and information assets and sources available within the University.  As an expert in data management and analysis, the incumbent will also advise on data structures for business intelligence data warehouses and lead in the design of complex reports and statistical analyses to inform decision making by senior administrators.
The incumbent will maintain in-depth knowledge of the issues in higher education, particularly in the Ontario and Canadian contexts, and develop and maintain internal benchmarking data to inform the planning and subsequent assessment of programs and initiatives linked to the Academic Plan and Divisional Priorities.  Represent the Office of the Dean on a variety of committees, working groups and task forces.  As directed, attends meetings on behalf of the Director, Academic Planning, Policy, and Research.


Campus(MINIMUM)
Education:Graduate degree (Ph.D. or Master’s Level) in Statistics, Mathematics, (or equivalent) with a strong quantitative background.  Possible combination of education and experience with a strong emphasis on quantitative, statistical, and business intelligence.  
Experience: Minimum 5 - 8 years related experience in statistical analysis, demographic analysis, computer-assisted analysis, and/or operations research.  Administrative experience in a university setting, establishing protocols, administering and interpreting policies, rules and regulations and developing systems or similar administrative processes, especially in an environment with distributed approval authority.
Managerial experience considered an asset. Experience working with information technology systems and demonstrated experience in increasing the operational efficiency and effectiveness of processes and systems through the use of technology. Demonstrated experience working with “big data”, gathering, analyzing and presenting data in professional and confidential manner using most appropriate data gathering and analysis tools and software.  Detailed knowledge of UTM and U of T regulations, requirements and processes a definite asset.  Experience collaborating and interacting with senior administrators and providing advice and expertise.  Experience in team building, training, and managing staff.
Skills: Excellent demonstrated leadership skills.  Detailed knowledge of ROSI or a similar system is required.  Aptitude in systems thinking, analytical ability, problem-solving strength. Excellent writing, communication and presentation. Ability to simultaneously manage multiple complex projects.  Detail-oriented, strong analytical and conceptual thinking.  Highly familiar with business intelligence structures (relational or dimensional modelling).  Demonstrated interpersonal, organizational, and conflict-resolution skills.  Ability to work in ambiguous situations, multiple interruptions, conflicting deadlines.  Ability to be creative in the development of ideas and in the combining of data sources to facilitate analyses.  
Other:Solid understanding of the student, staff and faculty life and the University organizational structure. Knowledge and understanding of the University’s mission and intersection with the broader community. Must combine a strong customer service ethic with adherence to strict University and Divisional policies. Must apply discretion and good judgement when interpreting complex and often conflicting rules and policies, and applying them to specific situations.  Ability to master and apply a large, complex and changing set of rules and policies. Attention to detail and accuracy is essential. Demonstrated ability to work independently and take initiative and leadership. An ability to coach staff and assess performance.  A demonstrated commitment to professional and staff development.
