JOB PURPOSE:

The National Security Senior Program Manager (NSSPM) reports to the Associate Director of Research Operations (ADRO) of the Hoover Institution. This position is responsible for leading and managing programs or functions under minimal supervision. The NSSPM will manage the administrative and programmatic functions of the National Security Program at the Hoover Institution, and will provide some administrative and research support to the Hoover senior fellow directing the National Security Program at the Hoover Institution.

The position will be responsible for two major activities, but will include other duties as assigned. 1) coordinating the activities of individuals contributing to the overarching National Security Program that may include meetings, symposiums, conferences, and visits to the Stanford campus and Hoover's Washington office, (2) research, writing, and editorial work in support of projects undertaken by the National Security Program.

CORE DUTIES:

  • Lead the planning and operations for programs or functions that have significant business, regulatory and/or technical challenges requiring subject matter expertise.
  • Evaluate programs or functions, policies and procedures. Identify issues, and develop alternative solutions which may include changes to programs, policies and procedures.
  • Review and analyze trends to advise and develop recommendations to achieve or modify the goals of the program or function.
  • Represent the program or function within the department, unit or school by committing resources and provide information and/or training. Represent the program or function at the university level and/or to external/internal stakeholders and constituencies.
  • Manage and contribute to the development of outreach strategy that may include relationship development, communications and compliance.
  • May develop and/or oversee budgets; manage finances including monitoring, analyzing, forecasting, and reporting.
  • Assess training needs and may develop associated training.
  • Direct and/or supervise staff.

ADDITIONAL CORE DUTIES*:

  • Execute and manage all aspects of meetings, workshops, and conferences for the National Security Program that may include pre-existing research groups and projects. This will include working closely with ADRO, special events team, and participating scholars and guest speakers, both in the U.S. and internationally.
  • Assist with the coordination of marketing and communications efforts in relation to the output and productivity of the National Security Program. Will include working closely with members of the Hoover Press and the Communications and Marketing teams.

* Other duties may also be assigned.
MINIMUM REQUIREMENTS:

Education & Experience:

Bachelor's degree and five years of relevant experience, or combination of education and relevant experience required. Bachelor's degree in National Security Studies or related field (e.g. international relations, political science, etc.) strongly preferred.

Knowledge, Skills, and Abilities:

  • Demonstrated ability to establish priorities, manage shifting priorities, and handle numerous time-sensitive projects with multiple deadlines.
  • Ability to accomplish goals working through formal and informal channels, with diplomacy and tactfulness.
  • Demonstrated creativity, problem solving, critical analysis, initiative, judgment and, decision-making skills.
  • Demonstrated ability to develop and meet budget goals.
  • Demonstrated solid planning and organizational skills.
  • Demonstrated experience working independently and as part of a team.
  • Excellent interpersonal, written and oral communication skills.
  • Strong relevant subject matter knowledge in national security.
  • Ability to direct the work of others, for jobs requiring supervision.
    Desired/Preferred Knowledge, Skills and Abilities:

  • Superior writing skills strongly preferred.
  • Demonstrated ability to supervise the work of others.

    PHYSICAL REQUIREMENTS*:

  • Constantly perform desk-based computer tasks.
  • Frequently stand/walk, sitting, grasp lightly/fine manipulation.
  • Occasionally use a telephone.
  • Rarely lift/carry/push/pull objects that weigh 11-20 pounds.
